-Caveat Lector- March 18, 1999 16:02 Warning: solar flares may mean more havoc than Y2K By Bernard Hickey LONDON, March 18 (Reuters) - A burst of solar flare activity around the millennium could wreak more havoc on satellite systems and power grids than the Year 2000 computer problem, a senior British Y2K planner said on Thursday. A surge of solar flares or solar storms that can shut down power grids and burn out satellites was expected to peak in late 1999 and early 2000, a conference for Y2K planners was told. "Solar flares could do damage far beyond anything the Year 2000 could do, and it could hit us on that weekend," said Michael Lewis, the deputy chief executive of Britain's Association of Payments and Clearing Systems (APACs). The last peak in the 11-year cycle of solar flares was in March 1989, when surge of atmospheric magnetic activity shut down the Hydro-Quebec power grid in Canada, leaving six million people without power for days. Lewis, who is helping coordinate the British banking system's Y2K response, said the dangers of solar flare activity happening in tandem with the Y2K computer problem could not be ignored. "It's not a 'my wife has been abducted by aliens story'. It's a serious problem. It comes in cycles and it happens to coincide with the millennium this time," Lewis later told Reuters. "It's something that people tend to forget. It can knock out communications satellites." A sneak preview of how solar flare activity could paralyse communications came in May last year when it is believed solar flare activity knocked out the Galaxy 4 satellite over the United States. For three days chaos ensued as 40 million pagers stopped working, television and data broadcasts were disrupted, and many credit card transactions were blocked. The satellite's operator, PanAmSat , had to ask users to repoint their antennaes to other satellites. The outage caused havoc in the U.S. medical system because many doctors relied on their pagers to be alerted about patients. This next solar flare peak is expected to have much heavier impact on communciations satellites than in 1989. This is because so many more satellites have been put in place and are used more widely for mobile phones, the global positioning system (GPS), and as a route for the Internet. In studies carried out on politicians, they tend to demonstrate the the same traits as politicians. ironically the ability to lie but make people feel good is found to be an essential characteristic of leadership. psycopaths cant be found by the normal use of lie detector tests as they do not react physiologically to tellig liesHowever that can be used against them to find out if they have a conscience. also psycopaths do not get anxious about an electric shock if they are warned about it(after having first experienced it) about 5% of men have psycopathic traits(women have significantly lower) and there is no known 'cure' for psycopathy as most enjoy it. psycopaths ironically can be good members of society as they perfrom very well in jobs requiring high anxiety...where they feel none such as test pilots, firemen etc etc I doubt that psycopaths will be involved in the classic conspiracies as they dont have that type of profile. What he may not realize is why the present setup makes this situation inevitable. When I first heard about psychopaths, it was a frightening idea. I was already in my early twenties, I had taught at the university level, and I was working with my neurologist brother on research we were invited to Walter Reed to discuss. But the concept of a psychopath was new to me. Suddenly I discovered there were people who had no real feelings of guilt or obligation WHATSOEVER. This was an extreme concept to me. Naturally, I assumed it was a very, very unusual. In the 1960s, it was generally assumed that it was very, very rare indeed. Recently, we discovered that psychopaths are not, in fact, rare at all. At least one percent of our entire population is psychopathic. Why didn't we know that earlier? We didn't realize it because we expect psychopaths to be easily identifiable. Surely, we thought, if a person is so different that he has no conscience at all, it would show. It turns out that quite the opposite is the case. Intelligent psychopaths are so good at appearing normal that they often make the rest of us seem abnormal. The case of Ted Bundy is instructive. Absolutely nobody who knew Theodore Robert Bundy believed he was capable of torturing and killing all those young women. In the opinion of those who knew him, he was not just an unlikely suspect, he was the LEAST likely suspect. Said one close friend: "Ted Bundy is the most caring and compassionate person I have ever known." Sounds like a lot of TV evangelists, not surprisingly. Sounds like a lot of dedicated liberal activists, not surprisingly. While you and I are spending our efforts dealing with our regret and our many different forms of guilt, the psychopath carries NONE of that baggage. All he has to do is study how to get along in our society. Well, what USED to be OUR society. It is his society now. You must remember that the psychopath is raised in our society. All he is interested in is pushing the right buttons. And never before in history has there been a society that reduced itself so entirely to pushing buttons, and nothing else, than America today. Parents no longer have any influence in determining their children's partners. Now what we call "love" is entirely a product of how a guy pushes the right buttons in a bar or on a date. A normal young man stumbles. The psychopath knows exactly what he wants and he studies absolutely nothing but how to get it. He is loving, considerate, and, above all, he is "cool." The psychopath has no prejudices. In Nazi Germany, the psychopath could act like he hated Jews as much as any regular Nazi. But in our society he has the absolute advantage of being able to look you in the eye and say he doesn't care about race, family, or anything else except what you want him to worry about. He is the ideal white gentile. The psychopath is a great preacher. You and I have genuine feelings of guilt, and they are not trustworthy. You may feel guilty, but you won't show it every minute. The psychopath will show it every minute. He has been faking emotions all his life, and he's GOOD at it. You may have difficulty persuading yourself that you were called by the Lord to preach the Gospel. For a psychopath, that is no problem. You will feel guilty when you have to interrupt your sermon to raise money. Not the psychopath. Need some guilt? The psychopath can give it to you right on the spot. The next time you see a picture of the serial killer Ted Bundy on television, look at his eyes. They are the picture of childlike innocence. Pilgrims begin rituals before start of hajj. MECCA, Saudi Arabia (AP) -
Muslim pilgrims clothed in white began the ritual circling of the sacred
Kaaba stone structure in the holy city of Mecca. The annual pilgrimage, or
hajj, begins on Friday. Last year, about 180 pilgrims died when a stampede
broke out as pilgrims were performing the "stoning the devil" ritual. A sim-
ilar stampede in 1994 left 270 dead. During the 1997 hajj, fires driven by
high winds tore through a sprawling, overcrowded tent city at Mina outside
Mecca, trapping and killing more than 340 pilgrims and injuring 1,500. Holy

-Caveat Lector- "COLD WAR" RETURNS == (CNNS, 12/18/98) -- It's "back to the old drawing board" for the Global Planners, who have "thrown in the towel" on their plan for "One World." The Cold War days are coming back, at least for the near future. That the reverse-course, heading us back to an earlier geo-political *status quo*, is on the way, is shown most clearly by the dethronement of Bill Clinton. But there are other signs as well. "Ru Mills", in earlier reports, had described two warring factions in the Western intelligence community: Faction 1 and Faction 2. Faction 1 was said to be pro-"One World"; Faction 2 was said to favor the nation-state. "Ru Mills" had reported, about a year ago, that Faction 2 had gained control. And Faction 2, according to the pseudonymed "Ru Mills", wants to bring back a Cold War balance of power. The Faction 1/"One World" plan has been defeated, thanks to the fact that enough Americans stayed awake during the 1990s *blitzkrieg* of propaganda, hedonism and materialism to make a difference. It was disheartening, during those times, for some of us to see how many of our fellow citizens succumbed to a virtual reality which turned them into gibbering couch potatoes. But the Global Planners, revealed now as not omniscient, had not foreseen how strong of an underground resistance many ruggedly individualistic Americans would be capable of mounting. Now, these Think-Tank overseers of "what's best" are having to face up to the failure of their One World plan. They will, for the moment, just revise their computer models of interacting systems, run them through the machines, and see what the print-outs have to say. In the meantime, they have decided to fall back on the old tried-and-true Cold War model. What This Means --- We can expect a resurgence of the Russian Bear. The goodly Russian people will now be called upon to "do their part" for the overall benefit. They are now called upon to once more assume their previous role of archetypal "bad guys." We can expect somewhat of a return to traditional male and female roles. The human male is biologically programmed to be "the provider." This term, "biologically programmed", carries with it thousands of years of human evolution, during which the male's task has been to succor his wife and children, by providing food, shelter, and clothing. Betty Frieden notwithstanding, ingrained human biological realities cannot be over-written by wishful thinking. Coinciding with the dethronement of Bill Clinton is the dethronement of Hillary Clinton, and all she represents. We can expect a truly better employment situation, instead of "lies, damned lies, and statistics." The former virtual reality had attempted to convince us that there were plenty of good-paying jobs available, even though this was obviously not the case. The renewed Cold War will mean a boom in manufacturing, centered in the nation-state. And a turning toward traditional male/female roles will mean that many more women can now escape the drudgery of 9-to-5 jobs, and concurrently will increase =real= demand for male workers, consequently improving their rate-of-pay. Benjamin Netanyahu, Israel's prime minister, yesterday urged the Russian government to become more active in the Middle East peace process while expressing alarm about the threat of nuclear proliferation in the region. Mr Netanyahu said he was concerned that Iran, which "could not be characterised as a peace-loving" country, was developing dangerous nuclear and missile technology. "This ought to concern the Russian leadership as well," he said. But Yevgeny Primakov, Russia's prime minister, who has long had close ties with the Arab world, assured Mr Netanyahu that Moscow's plans to build a nuclear power station in Iran were purely for civilian purposes. "I can state quite clearly and unequivocally that Russia observes all international norms relating to export controls and does everything necessary to exclude any leaks that would help proliferation of weapons of mass destruction. It has been and remains our policy," Mr Primakov said. Following their meeting, the two prime ministers said they would take unspecified measures to increase international confidence about this issue. The dangers posed by nuclear proliferation in the Middle East are also likely to be raised by the US administration when Mr Primakov visits Washington today. Mr Netanyahu, who is campaigning for elections in May, was in Moscow yesterday on the second leg of a three-country tour of the former Soviet Union. The Israeli prime minister appears keen to woo the electoral support of his country's large Russian minority. Tens of thousands of Russia's Jews fled the country in Soviet times to escape religious persecution. Relations between Russia and Israel, which were extremely strained in the Soviet period, have rapidly improved since the two countries restored diplomatic relations in 1991. Bresnahan pretends FEMA is referring specifically to Y2K and comes out looking like a hero for informing his readership of the FEMA perpetrated deception when in fact he is the one who perpetrated it upon his readers! Bresnahan pretends to provide source documents. But they turn out to be worthless links. The first is to the main FEMA site (www.fema.gov) which most of his readership won't bother to browse or search. The second is to a dead- end link that won't allow readers to get to the source document he quotes from. One of the ideas Bresnahan puts forward is that FEMA has population relocation in mind. To those of the wacko mentality this undoubtedly strikes a cord of fear as they envision FEMA rounding up all "gun-loving Christians". But as he notes, the FEMA document he pulls this from indicates that they are prepared to handle up to 300,000 total! That isn't even a drop in the bucket of the American population. The recklessness of Bresnahan, in this one article, calls in question everything he's written till his "facts" and "sources" can be verified. -Caveat Lector- One item of interest (at least I thought it was) - the secret to States Rights, which has never been used in over 200 years. I know I will be corrected here for any inaccuracies; however, upon 2/3 applications of the states, you can have a constituional convention, etc. George Wallace had the right idea; apparently, he could not find 2/3 of the states to go along with him. Today, I imagine one could; and this would be the ONLY way to legally step in and get some of these people in line. For instance, if we do not want an income tax..or to further elaborate on what is an impeachable offense (and I do not believe Monica was an impeachable offense, just a disgusting one). Gorbachev's advisers told an American friend: ``We are doing something really terrible to you. We are depriving you of an enemy.'' For all its tantalising simplicity, the statement was predicting with amazing clairvoyance the state of suspended animation in which the espionage agencies of the two superpowers, the Central Intelligence Agency of the U.S. and the KGB of the former Soviet Union, were to find themselves in the aftermath of the Cold War's end. Even as these agencies have been reinventing a role for themselves in the past decade, startling new material from the archives is being released that throws light on their activities during the Cold War. The German reunification, for one, stirred a torrent of interest in the activities of the Stassi, the espionage agency of East Germany, and yielded an avalanche of information on the ways of the cloak-and-dagger men. The revelations in Germany caused no horrified reaction since Europe was the main battlefield and visible victim of the ideological war. But far away a grim battle was being fought which received hardly any attention, first because America saw no reason to turn the spotlight on it and secondly because it had won the battle even before it began through methods it is now regretting. The objective of that war was to keep communism out of the Americas. A flood of democratic vitality across the Latin American continent has recently led to a digging up of the recent past in order to come to terms with it, to garner knowledge to ensure against a repetition of that terrible experience. The arrest of the Chilean dictator, Gen. Pinochet, and the bizarre battle over his fate also helped focus some attention on a continent that has remained in the shadow for long. Now comes an apology from the American President for the way the CIA (not named by him, of course) teamed up in the Sixties and Seventies with rightist forces to instal a government in Guatemala that killed tens of thousands, including indigenous Mayan Indians, in a 36-year civil war. There was a free flow of arms and money to these fascist despots to keep communism and revolution at bay. Gen. Pinochet was one distinguished beneficiary of this short-sighted policy. Here is a resume, however imperfect, of that inglorious period in south and central American history. Only the tyranny of geography could have kept Asia largely ignorant of the brutalisation of those societies, of the murders and forced disappearances in the civil wars that tore the fabric of these nations. That many of them have been able to recover from the trauma of that period is a tribute to their resilience. It was a time when either bloc considered that if you were not with it you were in the enemy camp, when nonalignment and independence of foreign policy action were derided and undermined, when democracy was not yet fashionable. It was South America's misfortune that a revolution was succeeding so close to the capitalist bastion, in fact across the shores of America, sparking and spreading revolutionary fervour. It was a time when Latin America spawned more theorists than successful revolutions. America, with its vast resources and ideological fervour aided by an overzealous intelligence agency, ensured that no other revolution succeeded even as Washington went about trying to annul the successful one of Mr. Fidel Castro. The Castro example, alas, proved to be the wrong model. For, conditions in Latin America differed considerably as Che Guevara and his Bolivian adventurists were to find to their ultimate destruction. Guevara was then dreaming of ``opening the final stage of the liberation of the Americas,'' according to the diary recovered from his knapsack by the Bolivian military after his capture and murder in 1967. He had helped romanticise the Cuban revolution with his comrade-in-arms, Mr. Castro. But he was mistaken when it came to duplicating that revolution. For, what the revolutionaries in Latin America were up against was not the type of flabby dictatorship that Mr. Castro and his men faced and overthrew. They had to contend with a state apparatus in which the military by tradition exerted a dominant role and was well-entrenched. The regimes - encompassing a wide swath from Argentina deep down south to Chile, Bolivia, Brazil, Colombia and Central America's Guatemala, Honduras, El Salvador and Nicaragua - had for historical reasons a tendency to lapse into authoritarianism. In the previous article, we learned that in August 1994, Mr. Wu accompanied Ron Brown to China and Hong Kong. Wu was invited to various special events, including a post Hong Kong dinner and Democrat fund-raiser. Wu traveled with several major donors to the DNC, including Bernard Schwartz, CEO of Loral; Sanford Robertson, CEO of Robertson Stephens; Democratic Governor Caperton of West Virginia, and Edwin Lupberger, CEO of Entergy Corp. (Please note: The correct spelling of Mr. Lupberger from Entergy.) Entergy Corp., of course, is part owned by the Riady family and the Lippo group. In fact, Wu actually worked for Chinese billionaire Li Ka-Shing. According to documents provided by the Commerce Dept., Wu, Lupberger, Caperton and Brown met with PRC billionaire Li Ka-Shing in Beijing during the 1994 trip. K.S. Wu, CEO of a so called "American" firm, traveled at the expense of the U.S. taxpayer, to meet his Chinese boss Li Ka-Shing. Li Ka-Shing owns the vast shipping enterprise, Hutchison Whampoa, Ltd. Li works closely with the official PRC shipping carrier, COSCO. Li and COSCO own both ends of the Panama canal. Li and COSCO tried to buy the former Navy port at Long Beach. Li financed several satellite deals between Hughes and China Hong Kong Satellite (CHINASAT), a company half owned by the Peoples Liberation Army (PLA). Li Ka-Shing and the Chinese Navy nearly obtained four huge roll-on/roll-off container ships, financed by loans backed by U.S. Treasury notes. The bio of Li Ka-Shing was forced from the White House by this author during a lawsuit filed in Federal Court. The Commerce Department claimed the material was withheld for review by another "agency". In fact, the material was secretly sent by Commerce to the real authors, the White House, which is not an agency. The legal "Catch-22" situation was all too obvious to Commerce and White House lawyers who caved in rather than being made to look stupid in front of a Federal Judge. The reason for the resistance becomes all too clear when Li Ka-Shing's bio is compared to the accompanying materials forced from the grips of the White House. Li was the only so called "civilian". Li's bio was included by the White House along with the entire leadership of Communist China from Jiang Zemin to the mayor of Shanghai. The Long Beach affair demonstrated that Li Ka-Shing is an agent of Beijing. The White House material clearly shows that Mr. Li Ka-Shing is a member of the Communist government. The Long Beach deal led by Li Ka-Shing was clearly a national security threat. It was canceled after U.S. intelligence sources revealed that Li Ka-Shing's empire is used for PRC espionage. Li Ka-Shing provides fronts for Chinese military operations and "civilian" covers for PLA soldiers to enter the U.S. under "commercial" camouflage. In 1995, Mr. K.S. Wu of Pacific Century - a company owned by Li Ka-Shing, teamed with Senator Jay Rockefeller of West Virginia to provide red China with an airbase only 50 miles from downtown Washington, D.C. According to a January 1996 speech by Governor Caperton published on the www.democrats.org website, "Mr. Wu was a trusted adviser to Senator Rockefeller and me. He was instrumental in helping Senator Rockefeller develop the Swearingen aircraft project. He was also extremely helpful in expanding our relationships with China and Japan. We extend to his family our deepest respect and sympathy. His death is a deep loss to West Virginia." Today, Senator Rockefeller will not comment on the departed Mr. Wu nor the Li Ka-Shing airbase at Martinsburg, West Virginia. The Jan. 1996 speech by Governor Caperton published on the www.democrats.org web site was removed from the internet immediately after I submitted a fax copy to Senator Rockefeller's office in Washington, D.C. Yet, in 1996, Senator Rockefeller led a delegation of Asian investors to Martinsburg, West Virginia. According to Governor Caperton, K.S. Wu was instrumental in helping Rockefeller bring the Asian investors to West Virginia. In fact, these investors were so special that Rockefeller ran a VIP train to transport them to West Virginia from Washington, D.C. The joint U.S./Sino delegation broke ground for a new aircraft plant now located at the Martinsburg airport under a project called "Sino-Swearingen SJ-30". The Sino-Swearingen plant in West Virginia is a joint project between Texas based Swearingen aircraft, the AFL-CIO, and Sino-Aerospace Investment Corporation. From wsws.org WSWS : News Analysis : World Economy World Bank chief sounds the alarm By Nick Beams 23 March 1999 Concerns are growing in the leadership of some of the major institutions of world capitalism that the economic devastation, which has swept the East Asian region in the past 18 months, will have major political consequences. These fears were highlighted in a speech delivered by World Bank president James Wolfensohn to a global finance and development symposium in Tokyo on March 1. Pointing to the "extraordinary period of financial turmoil" he warned that while measures to reform the "global financial architecture" were being considered, it was also necessary to "establish really solid foundations to underpin that architecture." "To create solid foundations on which something lasting might be built, I think you need to address a whole set of issues which are not typically addressed in the financial analysis alone. A stable financial architecture cannot be achieved without the proper structural, institutional, social and human foundations needed to make a modern market economy work. Without these underpinnings, our building will collapse. It will also collapse if we are not joined in our labors by hands and voices from every corner of the globe." Wolfensohn's comments were in marked contrast to the type of pronouncements, which characterised the first years of this decade, when the World Bank first coined the term "East Asian miracle." If any lessons were to be learned from the past 18 months, he told the Tokyo conference, it was that it was not simply a question of "getting the macroeconomic numbers right or of ensuring transparency or of revising the way in which capital flows are regulated." "If we do not learn these lessons--and now is surely the time to show that we can--our foundations will be shallow and our house insecure and at risk," he said. According to Wolfensohn, social and political stability requires action to protect the most vulnerable, including the establishment of "social safety nets that are in place for times of crisis." "When you look at the transition economies [the World Bank term for the former Stalinist-ruled regimes in Eastern Europe] you might see a list of successful privatizations. But look at them another way and you see where the social safety nets provided by the lumbering state corporation of old have been stripped away and not always replaced. "This creates extreme vulnerabilities which can lead to political disturbance and a dangerous sense of disillusion among those left out in the cold. We have seen a dangerous backlash against globalization and there are real and deeply human reasons people feel this way." Fear of mounting political instability was also the theme of an article that Wolfensohn co-authored with South Korean President Kim Dae Jung, published in the February 26 edition of the International Herald Tribune. "The global economy must be open to all people if it is to endure," Kim and Wolfensohn wrote. "Politicians can no longer ignore the manifest urgency of building economic development in parallel with an environment of social and human justice. People will simply not support a world economy which is exclusively about growth rates and private capital flows. It must be about more than that." While the more far-sighted spokesmen of global capitalism, such as Wolfensohn, can clearly see the dangers posed to the present economic order by the deepening financial and social crisis, their efforts to reform the global economy to overcome these effects amount to trying to square the circle. This is because there is an inherent and irresolvable contradiction at the heart of their agenda. According to Wolfensohn, the task is to create a "modern market economy" with sound institutional and social underpinnings. But it is the very operation of the market economy that destroys these social foundations. The market economy Contrary to the claims of its proponents, the capitalist market is not a mechanism for the efficient distribution of goods and services by means of competition between corporations and financial institutions responding to consumer demands. Capitalist production is not production for material wealth as such, but is carried out for profit. Accordingly, the struggle on the market is the means by which each section of capital wages war against its rivals for the appropriation of profit. When profits as a whole were expanding this struggle took the form of almost friendly rivalry. But those days have long gone. Under today's conditions, in which virtually every industry is characterised by overproduction, overcapacity and declining prices, the struggle on the market increasingly takes the form of a global war, in which each section of globally-organized capital strives to eliminate its rivals. This is the underlying meaning of the economic crisis that has ripped through East Asia over the past 18 months. As its many

The people are the sea. If you cannot catch the fish, you have to drain the sea." -- Guatemalan President Efrain Rios Montt, 1982 "United States... support for military forces or intelligence units which engaged in violent and widespread repression... was wrong." -- United States President Bill Clinton, last Wednesday So President Clinton finally damn-near apologized for America's role in almost a half-century of repression in Guatemala. Clinton was forced into this damn-near apology after the U.N.'s independent Historical Clarification Commission issued a nine-volume report called "Guatemala: Memory Of Silence." Created as part of the 1996 peace accord that ended Guatemala's civil war, the Commission and its 272 staff members interviewed combatants on both sides of the conflict, gathered news reports and eyewitness accounts from across the country, and extensively examined declassified U.S. government documents. The result? The U.N.'s Commission concludes that for decades, the United States knowingly gave money, training, and other vital support to a military regime that committed atrocities as a matter of policy, and even "acts of genocide" against the Mayan people. Thus Clinton's latest appalling damn-near apology. It's a common rationalization that in a civil war, both sides commit atrocities in roughly equal amounts. But the Commission examined 42,275 separate human-rights violations -- torture, executions, systematic rape, and so on, including 626 documented incidents the Commission could only describe as "massacres." The final score: 93% were committed by U.S.-supported government paramilitary forces. 4% cannot be attributed with certainty. 3% were committed by rebels. And worse, as Amnesty International and other independent observers have reported for years, the vast majority of victims were non-combatant civilians. Merely trying to form an opposition political party was reason enough to be killed. So was being a trade unionist, a student or professor, a journalist, a church official, a child or elderly person from the same village as a suspected rebel, a doctor who merely treated another victim, or even a widow of one of the disappeared simply asking for the body. But most of the casualties were Mayan Indians. Since the rebels didn't have the military strength to be able to hold cities, they hid in rural areas populated primarily by Mayans. So the Guatemalan government simply slaughtered entire villages, engaging in "the massive extermination of defenseless Mayan communities." 200,000 people died. The Commission also concludes that massacres -- which rose to the level of "genocide" during the war's peak years in the early 1980s -- were not random acts of field commanders beyond government control. The genocide was deliberate policy. And U.S. support and training of the paramilitary was crucial, having "a significant bearing on human-rights violations." Unfortunately, the report doesn't name specific officers and government officials responsible. But that's not terribly surprising: last year, Roman Catholic bishop Juan Jose Gerardi issued a report on wartime atrocities that did just that. A few days later, Father Gerardi was bludgeoned to death with a concrete block. This is the country Bill Clinton now lauds as "a battlefield of ideology [that] has been transformed into a marketplace of ideas." Some marketplace. Ca-chunk. Thank you, come again. Thing is, the Commission's findings aren't really news at all. What's new here is the depth of documentation, and that the information is coming from an official source. That the Guatemalan military committed genocide and widespread atrocities has been widely known for many years. That the U.S. supported and trained the Guatemalan military, along with repressive security forces in numerous other countries, is a matter of public record. In September 1996, the U.S. Department of Defense admitted that manuals used until recently to train Latin American soldiers included numerous illegal practices, including summary execution. And in January of 1997, two CIA manuals on interrogation were declassified that contained plain references to electrical and chemical torture. (One of the CIA's manuals, prepared for their 1954 covert war in Guatemala, is a 21-page "Study of Assassination" which admits that murder "is not morally justifiable" -- and then explains how to kill by whopping someone with "a hammer, axe, wrench, screw driver, fire poker, kitchen knife, lamp stand, or

Greetings from Swiss exile! When I lived in my native California, I went to the cinema almost every day and saw one or two films. I did the same when I lived in New York City. I love films. I think they incorporate many different art forms. Unfortunately, here in Swiss Hell, about the only films we get are the lousiest mainstream HollyWeird films - the violent, ignorant type. I'm always craving good films, and this craving has gone on for the entire eight long years that I've been exiled here in this pathetic excuse for a "country". I saw some previews for a film called "Patch Adams" a few weeks ago, but whenever we see previews, we usually have to wait at least six months until the films arrive here. Sometimes, they never arrive at all. I've been feeling quite depressed for a number of reasons. One is the great pain I'm in from my various dis-eases. My migraine headaches and tinnitus are always with me. My birthday's this coming Thursday, and this has made me even more depressed and sad. When I returned from recording in Italy yesterday, I picked up the local newspaper and found out that there was a pre-premiere (complete with apero) at the local cinema of "Patch Adams". It cost much more than the normal $20 or so that films cost here, but I was willing to sacrifice for the possibility of seeing a good film. The previews didn't show much. It just seemed like a film about a clown breaking hospital rules by going in there and cheering up the suffering patients. Due to my wilting memory, I had forgotten who Patch Adams is. I had no idea he was a doctor. I assumed he was only a clown. I arrived at 5:15 PM for the film, which was to begin at 5:45 and saw many people there. It was a strange setting: clowns were everywhere - in the lobby, outside in the arcade, everywhere. They were blowing bubbles and making most people laugh - even some of the normally mean, grouchy Swiss. Oddly, about one-third of more of the people there were Americans! One normally doesn't see Americans in Bern. In Zuerich there are many, including many who live there. In Geneva, Lucerne, and other cantons, Americans and British are to be seen, but not in Bern. Reason: no one in their right mind would come to this pitiful, evil city for ANY reason, not even to pass through. The major international airports are in Zuerich and Geneva. I noticed that inside the lobby, there were a lot of reporters trying to interview a clown who appeared to be about 60-years-old, but in excellent physical condition. He was about 6' 6"; he had broad shoulders, a gigantic "gunfighter" moustache, and thick long grey hair which reached his waist and had rubber band type "ponytail holders" in several places throughout his long, majestic mane. He was speaking American English - without any of the regional accents that exist in America - he sounded more like a well-educated man from Connecticut or somewhere in that area. Perhaps California. There were numerous glamourous blondes very openly lusting over him, as if he were a rock star; everyone else reacted to him as if he were Jesus Christ, come back to Earth. He had an amazing presence, which I would have to say was definitely Christ-like. I asked one of the Bernese usherettes if he was perhaps Patch Adams. She told me he wasn't, and pointed to another clown, outside the lobby, whom she said was indeed Patch Adams. I went to the other clown, whom not as many people were paying attention to, and no one was lusting over. I heard him speaking American English, too. I asked him where he was from. He said "Lee's Summit, Missouri". I quickly told him about how the FBI had convinced my wife to get an illegal "quickie" divorce and kidnap our two small daughters, and how my youngest daughter, Shannon, had finally written me two months ago from her home in (guess where?) Lee's Summit, Missouri. I told him that I was so relieved to hear from her, and that she hadn't responded to my registered letter or gift package, which I assume were intercepted by her mother. He surprised me by nearly crying. He truly cared! He said "...that's the most terrible story I've ever heard." I told him how George Bush had destroyed my life and sent me here in exile. He wasn't one bit surprised. I asked him if he was Patch Adams, and he said he was not - the tall man inside whom I'm suspected was Patch Adams was, in fact, Patch Adams. The ignornant Bernese usherette was wrong. Bernese are usually wrong about everything, although each one of them considers themselves an authority on everything. If not, then what are these stories? I propose that the "abduction experience" in some way enriches the lives of abductees by either purging their troubled psyches, or allows them to undergo an "arthritic sci-fi shamanic jaunt" (without the burden of leaving the comfort of bedroom and home). They undergo a self-described horrific ordeal, which sets them apart, identifies them and, regardless of angry denials, makes them special, either to investigators, researchers, the media, or their circle of friends. (In anticipated response to the claim that when abductees refuse to "go public," request anonymity, do not pursue a book contract, or appear on TV shows, this in any way automatically anoints the story truthful. I submit that writing to a researcher, having a prominent UFO personality read one's diaries, letters and poems, to be counseled and comforted by interested parties for hours, and discussing one's entire life in detail is enough satisfaction already and quite flattering, without the taxing demands of a book deal or an appearance on The Jerry Springer Show). We cannot ignore the uneasy fact that throughout the past few years most of the current literature on alien abductions that has been presented by John Mack, David Jacobs, Edith Fiore, et al. contains a strong sexual component. If these alien sexual episodes are not taking place in physical reality, then they certainly should be classified as "sexual fantasies." The field is flooded with details of human/alien sexual encounters. Significantly, David Jacobs explores the sexual nature of abductions quite thoroughly in his book, Secret Life, Firsthand Accounts of UFO Abductions. Several of the abductees Jacobs interviewed "report that [sexual] arousal occurs through manual genital manipulation during Mindscan." (Page 106.) The following few excerpts are from well-known books in the field. They are by no means the only references I could have chosen. Obesity, severe and constant medical problems, and sexual dysfunctioning are all given ample and florid coverage. Does the abduction experience itself produce such an exacting array of damaging side effects? Researchers would like us to believe this is so. However, is it possible that a life plagued by these conditions produces the alien abduction experience, not the other way around? Have aliens become the scapegoats for life-threatening and ostracizing obesity, failed relationships and marriages, sexual inadequacies, lifelong medical problems, and chronic masturbation, etc.? There has been much emotionally based consternation about my generalizing comments about alleged dysfunction relating to abductees. Let me provide some substantiating facts in the words of abductees themselves and the researchers who champion their experiences. I feel "honored" to be worth a reply by Victoria Alexander after the
insignificant period of two years. Given the length of her article
and the substantial number of quotes, I can understand what took her
so long. It´s just unfortunate that in all these two years she could
not spare the time to read MY article "Preliminary Findings of Project
MILAB" (December 1996) carefully.
It is obvious that Mrs. Alexander wrote her recent response under the
false impression that I try to explain ALL alleged alien abduction
cases as kidnappings by covert military personnel ("hundreds...[even
thausends] of women who are victims of unwanted military
surveillance...,"
Victoria Alexander, March 1999). Nowhere in my article did I state such
numbers. To the contrary I stated that "only some" abductees report such
events.
Furthermore, if Mrs. Alexander believes that in a budget as huge as as
SDI (several tens of billions of US dollars), there is no chance to
transfer funds to black projects, then I urge her to study the
literature
about the funding of the Manhattan-Project or she should read Tim
Wiener's
book "Blank Check - The Pentagon´s Black Budget", (New York, Warner
Books,
1991). All these projects have been accomplished within the US
governments
budgetary structure, and no one knew!
That the US government budget structure "can not be fooled" has been
visibly
proven by the "Iran Contra" affair !
Contrary to her believe, the core of the investigated MILAB cases have
first been reviewed by professional medical therapists before they were
included in my work. Many of the normal psychological problems Mrs.
Alexander
has quoted in no less than 4 long pages were already considered by
several
professional therapists. Although such psychological conditions can and
do
happen, they in no way can be used to explain ALL MILAB or alleged alien
abduction cases, as shown in our forthcoming book "MILABS!"

Again Mrs. Alexander reads things into my article which simply are not
there:
When I mentioned "triangulation of radio devices" by "three satellites
or specially equipped helicopters" I in no way mentioned GPS!
Triangulation
techniques exist as long as radio waves are being emitted thats almost
a century for ground based devices and several decades for satellite
systems.
Satellite triangulation is not necessarily confined to the GPS era.
YES, Dr. Lammer believes covert military operations can track and tag
abductees without a hitch - IF they carry an implanted bio-chip or
electrodes. That such technology exists for decades now can be checked
in the public literature.
For instance the German government developed a brain implant for remote
monitoring of physiological parameters in people for heart attack
prevention
or other medical purposes (Bochdansky, Alexander: Ein Chip im Kopf
schlaegt
Alarm, Modern Times, Austrian TV2, January 9, 1998). This bio-telemetric
brain implant has the size of a rice grain (0.8 x 2 mm).
Of course for monitoring alleged alien abductees (eg. location via
triangulation) one would not have to use satellites - three cars or
fixed installations (such as Handy-phone antenna masts) would be
perfectly
adequate. Such systems are already operational for keeping track of
criminals
on probation.
I recommend that Mrs. Alexander asks her husband John B. Alexander about
the work of Mrs. Debra Spencer (Wide Area Continous Offender Monitoring,
SPIE Proceedings, Vol. 2938, 166 - 177, 1996), who should be familiar to
him from the SPIE conference 1996, where he was one of the Chairmans.
While we are writing about "Offender Monitoring" it must be wishful
thinking
by Mrs. Alexander that such people like Colonel Khaddafi, General
Noriega
and Saddam Hussein carry implanted devices. Otherwise what reason had
she
to compare them with alleged alien abductees.
A note on her comment about the lack of continous overhead
reconnaissance
from space platforms during "Operation Desert Storm": this has to do
with the
laws of orbital mechanics and not with possible other applications for
such
satellites. If Mrs. Alexander has applied her version of " basic logic"
to my article and concluded my theory "flawed at the most fundamental
level",
hers must have been "FUZZY" logic !

(CNNS, 03/23/99) -- A new report in the National Examiner
provides nuts-and-bolts info on the assassination of Princess
Diana. ("Hit Squad Assassinated Di," by Art Dworken. National
Examiner, 3/23/99.)
Princess Diana was killed on August 31, 1997, in what was then
referred to as a "car accident." However, widespread skepticism
existed from the start, with many convinced that Lady Diana was
murdered.
Piecing together the National Examiner story, the following
scenario unfolds:
(1) Henri Paul, driver of the Diana death-mobile, was on the
payroll of MI-6 (British intelligence), as an informer. Mr. Paul
reported to British intelligence, for example, on several
meetings held between Mohamed Al Fayed and "a notorious
international arms dealer" (Adnan Khashoggi?), at the Ritz Hotel,
in Paris.
(2) Richard Tomlinson, a "renegade British spy," now hiding in
Switzerland, says he has seen documents describing an MI-6 plan
to murder Slobodan Milosevich, the Yugoslav Lincoln. The MI-6
"Kill Milosevich" plan included the detail, "The accident should
happen in a place where the chance of fatal injury is as high as
possible -- like a tunnel."
(3) Shortly before Diana's death, MI-6 agents arrived in Paris.
One of these agents went to the British Embassy right after
Diana's "accident" and fed them disinformation.
(4) Diana's Mercedes would not normally have gone into the Alma
tunnel, but was somehow forced to detour into it. The normal
route was either suddenly blocked, or Diana's car was steered by
hounding motorcycles into the tunnel of death.
(5) Waiting for Diana's car were "rogue intelligence agents loyal
to the British monarchy." Reported by witnesses was a brilliant
flash of light seen just prior to the car crash. That flash of
light was "a high-powered laser beam used to temporarily blind
the driver of the target vehicle."
(6) Additional information from the Exegesis web site (not
included in the National Examiner article) shows that a fetus
carried by Princess Diana, apparently the result of her union
with Dodi Fayed, was taken from her womb and destroyed while she
was in the ambulance, enroute to the hospital. According to a
report carried by Exegesis, it took 67 minutes for the ambulance
to travel from the Alma tunnel to the hospital, a distance of
under 4 miles. ("Who Are the Real Stooges?" Exegesis web site)
The question arises as to how "rogue" were the "rogue
intelligence agents" who implemented Diana's murder. The "rogue"
status may be real, or may be a cover available to facilitate
"plausible denial."

Thanks, Gary Dear Editor: The R-J recently reported that legislation has once again been introduced in the Nevada legislature to force or at least permit fluoridation of Clark County drinking water. I dont think adding rat poison (sodium fluoride) to our drinking water is a very good idea. The literature I have seen indicates that some people already may be ingesting too much fluorine. Other statements which caught my attention include: Most of the advanced European countries ban adding rat poison to drinking water. The Canadian Dental Association recommends: Fluoride supplements should not be recommended for children less than three years old. Rat poison causes premature aging, increased bone fracture rate, genetic damage, skin eruptions, high cancer rates, couch potato syndrome, demolition of the bodys immune system, and dental fluorosis (fluoride poisoning). The largest U.S. study on fluoridation and tooth decay, which was conducted by the US Public Health Service, of over 39,000 school children ages 5-17, from 84 areas around the U.S. showed that the number of decayed, missing, and filled permanent teeth per child was virtually the same in fluoridated and nonfluoridated areas. If the majority of Nevada state legislators still insist on adding rat poison to our drinking water, then at least provide Clark County voters the opportunity to vote for themselves whether or not they really want their water rates raised to pay for having rat poison added to their drinking water. Also, every hotel should have prominent signs by their drinking fountains reminding their guests of how wonderful it is to have their drinking water "improved" with rat poison. Sincerely, Gary C. The Command, Control, Communications, Computers and Intelligence systems, known as C4I, is compromised by security problems and also by a military culture prone to treating such problems as a lesser priority, the National Research Council reported. "The rate at which information systems are being relied on outstrips the rate at which they are being protected," it said. "The time needed to develop and deploy effective defenses in cyberspace is much longer than the time required to develop and mount an attack." Despite evidence of security lapses in C4I -- which handles communications and warning tasks all along the chain of command -- the Pentagon's "words regarding the importance of information systems security have not been matched by comparable action," the report said. "Troops in the field did not appear to take the protection of their C4I systems nearly as seriously as they do other aspects of defense," said the report, which Congress ordered the Pentagon to commission in 1995. The council is an independent organization chartered by Congress to advise the government. The report indicated the problems were due more to the Pentagon's management of the systems than to the technology itself. It cited C4I workers' lack of stature compared with traditional combat forces, compatibility problems between the services and a need for more budget flexibility on the matter from both the Defense Department and Congress. After a white judge pronounced sentence, police loaded Nicholas Steyn into an armored vehicle for his own protection as scores of blacks protested outside the courthouse of a small town east of Johannesburg. Shouts of "Kill the farmer! Kill the Boer! Unfair!" erupted inside the court building in Delmas. Boer is a reference to Afrikaners, the descendants of Dutch colonists. Outside, soldiers and police pointed automatic rifles to keep the crowd at bay. The killing of 6-month-old Angelina Zwane last April drew frequent protests and even condemnation from President Nelson Mandela and other government figures. They said the shooting was evidence that racism still existed in South Africa, even though apartheid ended with the country's first all-race election in 1994. Steyn, 42, was convicted March 4 of culpable homicide and assault. He had been charged with murder and attempted murder for firing shots as three black children, one of them carrying the baby, crossed a field near Johannesburg. A bullet fatally struck Angelina and then lodged in the back of the infant's cousin, 11-year-old Francina Dlamini. Justice Minister Dullah Omar expressed "shock" at the five-year suspended sentence handed down by Magistrate Tjibbe Spoelstra. He ordered the head of the magistrate's court to produce a report on the case. A spokesman for Omar said the minister could then refer the matter to the national prosecutor, who has the power to reopen the case. "It hurts" that Steyn is free, said Angelina's mother, Violet Dlamini. Local African National Congress officials said they would file a civil suit against Steyn, and that the family would push for an appeal of the sentence by the state. Steyn said he fired only as a warning, and claimed South African news media distorted what happened. A forensic expert testifying for Steyn said the bullet that struck Angelina had ricocheted off a telephone pole. Sibusiso Gamede, national director of the Black Lawyers Association, blasted the sentence as a "serious joke." "It tells me the justice system needs a serious transformation, especially if you find people who think the life of a black person is worth nothing," he said. "If it was a black man who had killed a white person, he would have been given a life sentence." Although he didn't refer specifically to Spoelstra, Gamede said the case was a reminder of the high number of apartheid-era judges remaining in the judiciary, particularly in the lower magistrate's court. Spokesman Manoel de Almeida e Silva, confirming a Reuters story Monday, said the Security Council had until Thursday to respond. "Of course, the secretary-general expects to have the support of the council," he said in answer to queries as to whether Annan would go ahead with the inquiry. The United States, among other council members, has been faulted for a delay in sending peacekeepers to Rwanda early in 1994, which France had advocated. An estimated 800,000 Tutsis and moderate Hutus were butchered between April and June 1994. The killings began the day after a plane carrying the presidents of Rwanda and Burundi was shot down April 6 by a missile as it prepared to land in Kigali, the Rwandan capital. It has been widely reported that Canadian Gen. Romeo Dallaire, who led a U.N. peacekeeping force in Rwanda at the time, sent a fax to U.N. headquarters the previous January warning of preparations for mass killings. He was refused permission to disarm the forces preparing the genocide but was authorized to pass on his information to the United States, French and Belgian ambassadors in the Rwandan capital. The primary purpose of the planned inquiry would be "to establish facts and to draw conclusions as to the response of the Organization to the tragedy," Annan said. The inquiry would be expected to "interview any person having knowledge of the events in question, and would enjoy full access to United Nations records, including internal document and cables," he said. He also intended setting a time limit for the inquiry and to issue its report as a U.N. document. But before proceeding, he asked the Security Council to confirm that it "supports this important undertaking." U.N. sources said council president Qin was proposing a positive response, provided none of the other members of the 15-nation body raised objections by Thursday. Boutros Boutros-Ghali, who was secretary-general in 1994, was reported not to have informed the council of Dallaire's January 1994 fax. Annan was head of U.N. peacekeeping at the time. Two weeks after the killings began, the council voted to reduce the U.N. force in Rwanda from 2,000 to about 270, mainly at the urging of Belgium. This followed the disarming, torture and murder by soldiers of the presidential guard of 10 Belgian U.N. peacekeepers and Prime Minister Agathe Uwilingiwimana, whom they were guarding. As the scale of the killings became apparent, the Security Council in mid-May authorized the dispatch to Rwanda of some 5,500 U.N. troops, but few arrived before the massacres ended when the Uganda-based Tutsi-dominated Rwanda Patriotic Front took control of the country. The Organization of African Unity (OAU) began its own inquiry into the Rwanda genocide early this year while France and Belgium have conducted their own investigations. Annan, who was head of U.N. peacekeeping in 1994, was sharply criticized during a visit to Rwanda in May 1998. During a visit to Belgium in January this year, Annan met relatives of the murdered Belgian peacekeepers and came under pressure to establish an independent inquiry into the U.N. performance during the Rwanda genocide. -Caveat Lector- [part 3 of 3] Reporter Roy Deane, in Idols magazine (December, 1987), listed some of the questions left hanging by the death of Jimi Hendrix: Three poor photocopies of memoes sent to the Director of the F.B.I. They were dated June '69; some passages were deleted. The way the feds work, I knew they were the bits that mattered Canadian immigration was trying to get the bureau to help deport Hendrix to the U.S. The Canadians had charged him with possession of drugs but it wouldn't hold up in court. Why they had wanted to deport him and why the F.B.I. was interested was a mystery. There was another strange thing. A few hours after Jimi was dead, all the flats he had in London or was known to crash in,were turned over. Clothes, instruments, writings, almost anything it seems, was stolen. Could this have been the final pay-off There was one last cutting, stamped "S 31 JAN 84." The headline read, "Hendrix was killed claims aide." It quoted Ed Chalpin saying, "I believe the circumstances surrounding his death are suspicious and I think he was murdered." And one other suggestion of foul play: "I'd noticed a clipping earlier. There, just a snippet. It was a report of Hendrix having been kidnapped. There was no call to the cops, no ransom - then, out of the blue, three goodies from the management company show up and bust him loose." Monika Dannemann was engaged to Hendrix at the time of his death. She recalls, "as we entered the entrance to the hospital, the ambulancemen started to move fast and put an oxygen mask on Jimi. So I knew there was something wrong there. They immediately got him into wherever and I went to one of the doctors. I had taken the packed with me it show what kind [of barbiturate] they are And he was not so concerned about the tablets, he was more concerned seeing me and Jimi - black and white - he didn't like it. ..." "A sister came to me over half an hour later - I tried in between to go in this room and each time they stopped me. She said I shouldn't worry at all, his heart had stopped, but they got it all right again, nothing to worry about." Some ten minutes later, "the sister returned and told me that he had died." The emergency admissions officer contradicts Monika's story, and claims that Hendrix died in the ambulance - even so, trained paramedics would also have performed a tracheotomy. This was done in surgery - and Hendrix was still alive after his throat was cleared. A volume of red wine coursed up from his stomach. If not negligence, the only other possibility (and the logical conclusion of events preceding the fatal ride to the hospital) is that Hendrix was murdered by suffocation. This may explain why the pathologist's report left the cause of death "open." Perhaps they could not believe that nine mild sleeping tablets should prove fatal while the patient was under the immediate care of medical personnel with any training at all. Mama Cass Elliot: As a result of Cass's marriage to her second husband, Baron Donald von Weidenman, a German nobleman, today an artist living in New York, the Mama was a Baroness. They remember part of the experience but have over 2 hours of "missing time," of which they are totally unaware at first. Barney remembers seeing huge object with "fins with red lights on the ends" and "crew members behind glass" panels at very short range. This object was more than 100 feet across and hovered 50 feet above the ground only 300 feet away for several minutes Barney watched through binoculars. SEPT. 20 Betty Hill calls her sister and tells her part of the story. Sister then calls a local physicist who suggested they check for radiation. Sister also calls local police chief who suggests they call Pease AFB, Portsmouth, N.H. Betty calls the Air Force Base, worried about radiation. The officer who answers was at first "cynical and unresponsive" but finally did ask to talk to Barney. After Barney mentioned the "fins with lights" the officer perked up and said the call was being "monitored". Barney felt that the officer was definitely interested. Barney did not mention the figures he had seen behind the glass through binoculars. SEPT. 21 Major Paul Anderson, Intelligence Officer for the 100th Bomb Group, Pease AFB, calls back, says he has stayed up all night working on a report of this incident. Asked Barney for the size of the object. Barney says it appeared as big as a dinner plate held at arms length. Major Anderson filed a report with Blue Book, #100-1-61. SEPT. 23 Betty [Barney] Hill Goes to the local Library and finds one of Major Donald Keyhoe's books on UFOs. Takes down his address. SEPT. 26 Betty Hill writes to Keyhoe in Washington, D.C., describing the incident as she remembers it. Fuller reports that NICAP (Keyhoe's organization) was getting 40,000 letters a year. SEPT. 30 Ten days after the sighting Betty Hill begins to have a series of vivid and awesome dreams, which Fuller does not tell us about. They continue for five days and then stop. OCT. 4 Keyhoe is asked to lunch by Robert Hohman and someone named C.D. Jackson, "senior engineer" for a "notable electronics company", name withheld. They are supposedly working on a paper about extra-terrestrial contacts that Nikola Tesla, David Todd and Marconi were alleged to have experienced in the early part of the century. Keyhoe tells them about the Hills. OCT. 21 Walter Webb, investigtaor for Keyhoe's NICAP and an astronomer [lec-turer] with the Hayden Planetarium, New York, N.Y., comes to interview the Hills. He is there several hours. Betty does not tell him about her dreams. Barney tells of the "captain" and others he saw through the glass. OCT. 25? Betty begins to have a series of dreams following an experience in the car. She had panicked as she and Barney had come upon a stalled auto in the road with some people standing around it. That night she dreamed of being taken into a UFO and given some sort of examination. OCT. 26 Webb's report goes to NICAP in Washington. He had not been contacted by Keyhoe directly but through the mail by Richard Hall, NICAP's secretary. He had been skeptical. He was very much impressed by the Hills, however. NOV. 3 Hohman and Jackson write the Hills asking for an interview. They tell the Hills that they are serious minded men whose interest is in "verifying the origin of these vehicles according to existing scientific theory maintained by Hermann Oberth." Oberth was of V-2 rocket fame. They did not reveal their place of employment but permission was granted. NOV. 25 Hohman and Jackson come to the house to interview the Hills.
