individuals on the plane were to testify in an upcoming hearing. Traces

thermite, denoting explosives, were found on the bodies. Thirty-seven
people
were murdered. President Clinton recently claimed Executive Privilege as
a
reason for not disclosing certain documents to Congress relating to arms
shipments to Iraq. Do you understand, yet? Other reasons for securing
the
area involved control of vital earth grid points in Southern Iraq.
Interestingly, there are also large  underground facilities in the
Middle
East, some of them of rather ancient, and alien, origin, which still
today
contain high-tech equipment].

Mycoplasma Incognitas

I will explain this to you by saying that Mycoplasma Incognitas is
between
the size of a bacteria and a virus. It travels through a population, and
as
long as your immune system is all right it will not affect you. But,
according to the Nicholson's, who are both Ph.D. cellular biologists,
they
found that the scientists who were involved in this horrible plot
inserted
40% of the HIV envelope gene into the Mycoplasma. What this means is
that it
doesn't give you HIV, but it gives you the symptoms. So, they found this
and
realized that they had a germ warfare agent on their hands. It is the
first
biological agent identified. There have been others.

The Reigle Reports and Congressional Knowledge About the Problem Covered
Up

This is something that the government is trying to keep you from knowing
about. The Reigle report is evidence that biological and chemical
weapons
were used on our troops. It was presented to the United States Senate,
but it has been withheld from you. They don't want you to see it. A news
release went out that Senator Reigle from Michigan was a brave man for
doing
this. He is no longer in the Senate. He had to pay for the report to be
done.

The Feb 1994 news release said, "Reigle Uncovers U.S. Shipment of
Biological
Warfare Materials to Iraq Prior to Gulf War". The release went on to
say,
"there is evidence of transmission to family members. I am deeply
troubled
that the United States permitted the sale of deadly biological agents to
a
country with a known biological warfare program." There is no blood ban
stopping Gulf War veterans from donating blood to the general blood
supply
that the general population uses. Reigle also sent a letter to Secretary
of
Defense Perry on Feb 9, 1994 and talked about the exposure of Gulf War
veterans and the transmission of the disease to spouses and children. He
found out that we had been exporting these biological substances through
ATCC. This information is known to every Senator that was in office in
1994.

Why aren't they doing something about it. Why weren't you told about it?

Reigle also said to Secretary Perry, "without proper treatment and
testing,
their condition will worsen. They cannot wait. Many are now destitute,
with
their savings spent on medical care not provided by the government.

According to Senator Reigle, "the Department of Defense refuses to
acknowledge any part of the problem. Their blanket denials are not
credible.

To my mind, there is no more serious crime than an official military
cover-up of facts that could prevent more effective diagnosis and
treatment
of sick U.S. veterans. It is an astonishing example that the Defense
Department is going to deny reality."

The Veterans Administration is not treating Gulf War veterans, but only
monitoring their blood to see how well the biological warfare agents
worked.

Group To Investigate Brown Professor

PROVIDENCE, R.I. (AP) - The American Psychiatric Association said it will
investigate whether the head of Brown University's psychiatric department
failed to disclose more than $500,000 in consulting fees, most from
pharmaceutical companies whose health benefits he praised in journals and at
conferences.

Dr. Martin Keller, a noted researcher on depression, could be banned from
APA-sponsored conferences if he did not follow the group's policies for
financial disclosures, association spokeswoman Lynn Writsel said Wednesday.

The Boston Globe reported this week that Keller failed to disclose that he
was paid the consulting fees in 1998. Most of the money came from
pharmaceutical companies whose drugs he lauded in medical journals and at the
APA's annual meeting this year and last, the newspaper reported.

Keller, of Newton, Mass., did not return telephone messages left at his home
and office.

The Globe reported that Keller received consulting fees from companies such
as Pfizer Inc., Bristol-Myers Squibb, Wyeth-Ayerst, and Eli Lilly - all of
which market antidepressants he praised in a series of medical research
reports.

The school said Keller followed the school's rules to the letter. It requires
annual conflict-of-interest reports for researchers who make more than
$10,000 or 10 percent in equity. The reports are reviewed by a misconduct
committee and the dean of the graduate school.

But the school does not require disclosure of specific dollar amounts earned.

Writsel said an association committee will review Keller's case later this
month. If the committee determines punishment is necessary, it could range
from a warning to a ban from making any presentations at future meetings.

Panel Subpoenas Pollution Document

WASHINGTON (AP) - A House panel voted Wednesday to subpoena the State
Department for a document on the government's negotiations with Canada and
Europe over the reduction of air pollution.

The State Department so far has not turned over an unedited copy of a set of
instructions for officials negotiating on issues regarding nitrous oxide
emissions that cross national borders, said Rep. Fred Upton, R-Mich.,
chairman of the House Commerce Committee's investigations subcommittee.

Nitrous oxide is emitted from large industrial plants. The subcommittee voted
10-0 to issue the subpoena for the document, which is related to the United
Nations Economic Commission for Europe's Convention on Long-Range
Transboundary Pollution.

The document ``is necessary for the committee to confirm that the
Environmental Protection Agency has sufficient legal authority for
implementation of the convention,'' Upton said.

The department - responding to oral and written requests - has only given the
subcommittee a version of the document that has certain sections blacked out,
he said.

``The State Department's basis for withholding the document is that the
(document) contains `sensitive discussions of an internal, deliberative
nature and also contains information pertinent to our ongoing discussions
with Canada on amendments to the U.S.-Canadian air quality agreement,'''
Upton said.

The subcommittee is sensitive to those negotiations, he said, but the State
Department has not asserted any legal basis for keeping the full document
from subcommittee members.

Solana Steps Down as NATO Sec. Gen.

BRUSSELS, Belgium (AP) - Javier Solana stepped down as NATO secretary-general
Wednesday after four eventful years, pledging to continue working for the
security of Europe in his new post as the European Union's foreign policy
representative.

``I am going to continue working with the same agenda -the agenda of security
in Europe,'' Solana said at NATO headquarters on his last day in office. The
former Spanish foreign minister is scheduled to begin his new EU post Oct.
18.

Solana will be replaced by Britain's defense secretary, George Robertson.

``Without any doubt, he will be a splendid secretary general. He has profound
experience in defense matters, political matters,'' Solana said.

In his farewell news conference, Solana recalled his often tumultuous time as
NATO's top civilian official. He focused on the air campaign against
Yugoslavia, which forced the retreat of Serb forces from Kosovo, and the
entry into NATO of its first new allies from the old East bloc.

Solana said the March 16 flag-raising ceremony at NATO headquarters to mark
the entry of Poland, Hungary and the Czech Republic into the alliance had
been one of the most memorable moments of his term.

``It represents the triumph of justice over history,'' Solana said at the
time. The entry of the three eastern European countries raised the number of
NATO countries from 16 to 19.

He also recalled visiting Kosovo Albanian refugees in Macedonia in May.

``Less than a month later, I saw some of these people again in Kosovo, back
in their homes,'' he said.

Tens of thousands of refugees streamed into Macedonia and Albania during the
conflict in Kosovo and many flooded back into their homeland after the
fighting ended June 10.

Solana said another high point was the signing of the Russia-NATO Founding
Act of Mutual Relations, Cooperation and Security in May 1997.

The agreement, signed in Paris, was aimed at promoting closer cooperation
between Russia and NATO on security issues to allay Moscow's concerns over
the alliance's overtures toward eastern European nations.

``These are years that will be very difficult to forget. They have had a
tremendous impact on my political and personal life,'' he said.

Solana is no stranger to the EU, serving as Spain's foreign minister while
his country held the rotating presidency of the EU, in the second half of
1994. He became NATO secretary-general in December 1995.

The evidence that a bomb went off in the concrete
room is solid, and I believe the physical evidence
proves that a bomb went off in the concrete room.

However, the following facts I just learned make
me feel it's probably impossible to prove that the
source of that bomb was not the Davidians. Records
of purchases made by the Davidians from gun dealer
Henry McMahon prove that during 1992 the Davidians
acquired these explosives and explosives materials:

* 40-50 pounds of black gun powder
* 90 pounds of aluminum metal powder
* 30 pounds of Potassium Nitrate
* 5 pounds of Magnesium metal powder
* 1 pound of Igniter cord (a class C explosive)

That's a lot of explosive power and ingredients
for such power! The Davidians also did business
with other gun dealers. I'd be willing to bet that
they stored those explosives in the concrete room,
which would be wise (assuming it's not filled with
women and children). Now, if there is reason to
believe that there's that kind of explosive power
in a house, and a massive explosion occurs in that
house, the most probable explanation is NOT that
someone else entered the house and planted a bomb.

The list of purchased explosives above was raised
in court and not contested by the Davidians nor
their lawyers. The only issue raised in response
was that it was legal to purchase those items.
While I was recently informed that they had some
black powder, but I did not realize how much.

I've been told that the explosive agents above
are not high explosives. However, according to
one explosives resource, 4 onces of a 2-to-1
mixture of an oxidizer like Potassium Nitrate
and Aluminum Powder is equal to one stick of
dynamite. Therefore, just those two agents in the
list above have power of at least 182 sticks of
dynamite! In a closed space, that might do some
serious damage; and throw in 50 pounds of black
powder to boot... KaBoom! This assumes of course
that they were mixed properly, but I really doubt
that those explosives ingredients were purchased
along with a pound of Igniter cord not to be mixed.

THE DOWNWARD-BENT REBAR

As I noted, melted glass was found inside the room.
This made me wonder if the downward-bent rebar may
have been a result of it starting to melt. I was
informed that the melting point of steel is 2800
degrees. I also found that the "glass transition
temperature" is 932 degrees, in both cases, in
Fahrenheit. So the glass could melt and the steel
not melt. However, I've just learned that the
temperatures inside the room reached above 2000
degrees, so it's possible that the rebar started
to melt and in so doing began to sag downward.
I've seen video of the room after the house was
gone and fire was blazing out of the top part of
the doorway, so it was probably also blazing out
of the hole. I wonder what was burning so fiercely?

It's also possible that the sudden explosion of
a large cache of explosives inside the room would
blow the hole that we see through the roof, and
it's very plausible that it would distribute the
debris on the inside as we've seen. Or explosives
stored in the room above the concrete room could
account for the damage seen. So it seems to me
that the evidence pointing to a bomb is most
probably linked to the probably unintentional
ignition of explosives that the Davidians had.

It's also been suggested that the hole in the
roof was caused by a military shaped charge, but
I can't find any evidence of the existence of
shaped charges that would not also take out rebar.

IN CLOSING...

Well, I stand behind my initial proof that a bomb
exploded and demolished the interior of the room,
and I think it was proper to raise this issue and
speculate (as I did) that the government -- i.e.,
the people who were shooting at and thus trying to
kill those inside -- did it. If a dozen people are
shooting at people in a house, and then a bomb goes
off in that house, and it's admitted that some of
those people went into the house, on its face, it
stands to reason that those attempting to murder
those in the house did it. However, I now strongly
suspect the Davidian's stored a large cache of
explosives that was exploded by the fire.

That being the case, I'm stuck in the position of
thinking I should take my webpage down... again!

Despite what some people may think, I'm not out
to accuse the government of anything I can get
away with. I would not want false claims made
against anyone, even people who I think are mass
murderers -- I believe that the government did
shoot at the Davidians on the last day, and many
experts agree, and I can't think why they would

I've read two disturbing things about Ramsey Clark in the last few
months.  One that he publicly opposed a new trial for James Earl Ray re the
Martin Luther King assassination, and most recently, that as Johnson's
Attorney General, he led the attack on Jim Garrison's New Orleans
invesitgation of the JFK assassination.
I'm left wondering how many "good guys" may be bad guys playing the good
cop/bad cop game?  It seems to me if you control the bad guys and have posers
leading protests, you control the entire flow of information from beginning
to end.
The posers would provide relief for genuine protesters and become a focal
point for them, thereby distracting them from forming genuine protesting
organizations.
 How effective are these protest-advocacy groups?  Are men like Ramsey
Clark and others potential posers put in place to keep protesting/advocacy
intensity to a minimum?  I wonder the same about Oliver Stone.
How risky was it for him to make "JFK?"  Polls have shown that nearly 95%
of Americans didn't buy the lone-gunman theory anyway.  Yet, appealing to the

Actually, it's entirely feasible to implant a fetus in a man's abdominal
cavity and allow him to bring it to full term. Obviously, delivery will have
to be by Caesarian section. The "host parent" would need hormonal treatments
to support the fetus during his pregnancy, and postpartum if he intends to
nurse the infant himself. I haven't heard of this being done yet, but it's
only a matter of time...

MILWAUKEE (AP) -- With time running out to file charges against an unknown
rapist, prosecutors have taken the unusual step of using the man's DNA code
to identify him in court papers.
One unknown person is blamed for three rapes in 1993 in Milwaukee. The
statute of limitations had expired in two cases by the time an arrest
warrant for kidnapping and sexual assault was filed in early September.
The warrant identifies the assailant as "John Doe, unknown male," with
matching DNA at "genetic locations D1S7, D2S44, D5S110, D10S28 and D17S79."
Prosecutors believe that stops the clock from ticking down on the statute of
limitations, which would have expired on the third attack November 8, so the
assailant can be prosecuted if he is arrested in the future.
"This will be litigated someday, no doubt," Milwaukee County assistant
district attorney Norman Gahn said after filing the warrant. "This way, it's
been put into the system so we will preserve jurisdiction."
The step is not unprecedented. Ty Kaufman, the prosecutor in McPherson
County, Kan., said he used a DNA profile on a 1991 arrest warrant to
identify a suspect in several rapes.
"If you can identify a perpetrator by the use of some device that will give
you a positive identity, then why not use that?" he said.
The cases remain open. "We haven't found him yet," Kaufman said.
An individual's DNA -- shorthand for the genetic material deoxyribonucleic
acid -- is similar to a fingerprint in proving one's identity. DNA testing
can be done on blood and sperm.
Using it to identify otherwise unknown suspects is an extraordinary
maneuver, said Daniel D. Blinka, an associate professor at the Marquette
University Law School.
"What it indicates is that DNA evidence has come of age in the courtroom,"
Blinka said. "It's another step toward eventually saying: 'This is the
perpetrator. This is his genetic fingerprint."'
Fourteen states currently participate in a national DNA indexing system by
inputting DNA samples from known criminals and unsolved crimes. Wisconsin is
among the states that have a DNA database.
Defense attorney Ray Dall'Osto, chairman of the Wisconsin Bar Association's
criminal law section, called it "an attempt to stretch the envelope, but I
think there is a question about whether one can extend the statute by filing
a legal charge without naming the defendant."

enthronement of George II Bush would be the next logical development.

SUMTER, S.C. (AP) -- A South Carolina state senator wants the federal
government to eliminate disaster aid for farmers who build on flood plains.
"We need to help, but we don't need to help them toward a disastrous event,"
said Sen. Phil Leventis, a Democrat. "And if they build in a flood plain, it
will happen again."
Leventis said he wants to discourage growth in low-lying areas that flood
often.
Flooding in coastal North Carolina from Hurricane Floyd "has created a
public health and environmental crisis," Leventis said in a letter to South
Carolina's congressional delegation this week.
The concentrated animal production facilities and factory hog and poultry
operations in North Carolina have created major health hazards because flood
water has washed away litter piles, waste and animal carcasses.
"Hundreds of millions of gallons of manure have mixed with flood waters,"
Leventis said.
"At least 500,000 hogs and more than 4 million chickens and turkeys have
drowned," he said. "More may be dying of starvation, as their owners cannot
reach their barns to feed them."
Many of the large confined animal feeder operations are far enough from the
coast to avoid a direct hit from a hurricane, but flooding still is a
problem, he said.
"It would be foolish indeed for us to provide federal money to rebuild in
areas that aren't adequate," he said.
Leventis said he does not want to deny flood victims federal and state aid
for repairs, but wants better planning.
"I know they've experienced a disaster, but by the same token, it just
doesn't make good sense to spend relief money on an effort just to go back
in the future and make the same repairs," he said.
In 1996, Leventis worked with the South Carolina Coastal Conservation League
and the Southern Environmental Law Center to create similar legislation in
South Carolina that set boundaries for farmers to protect the state from
costly disasters.
"It is in large part because of this law, areas of our coast are not in the
same tragic situation that communities in the North Carolina coastal plain
find themselves today," he said.
The issue has become more important as the level of flooding has increased
in recent years, he said. More development has made it harder for water to
drain.

WASHINGTON (AP) -- In a sign that the Pentagon sees a growing threat from
cyber-warfare, it is assigning to U.S. Space Command the responsibility for
defending the military's computer networks, officials said today.
Space Command, headed by Air Force Gen. Richard Myers and headquartered in
Colorado Springs, Colo., also will develop cyber-attack capabilities
starting in October 2000, a senior U.S. military officer said.
The officer, who spoke on condition he not be identified, said the Pentagon
envisions possible computer attacks on enemy air defense networks, for
example, in times of war. "We want to explore that potential," he said.
In the meantime, Space Command will focus on defending the military's
computer networks from outside attack, the officer said. The Pentagon has
become increasingly concerned recently at the vulnerability of its computers
not only to private hackers but also to possible deliberate attack from
enemy forces.
These moves are part of a series of changes the Defense Department announced
today in its Unified Command Plan, which spells out the roles, missions and
structure of nine major combat commands. Under a 1986 law, the Pentagon is
required to review the command plan at least every two years.
President Clinton approved the 1999 plan on Sept. 29, although it was not
disclosed publicly until today.
Defense Secretary William Cohen was flying to Norfolk, Va., today to trumpet
another change to the command structure -- the renaming of U.S. Atlantic
Command to U.S. Joint Forces Command, headquartered in Norfolk. The change
reflects an increased emphasis on joint training among the services.
The Joint Forces Command also will have the added responsibility of running
a special task force -- to be headed by a two-star general from the reserves
-- to support civilian agencies such as the Federal Emergency Management
Agency in managing the aftermath of an incident on U.S. territory involving
a nuclear, chemical or biological weapon, a senior defense official.
This official, also speaking on condition of anonymity, said the
disaster-response capability was being established as a result of Clinton's
May 1998 order to agencies to improve their ability to handle incidents
involving weapons of mass destruction.
"The magnitude of an ... (incident) like that is immense, and we just want
to be prepared," the official said.

MOSCOW, Oct 7 (Reuters) - A Russian branch of the U.S.-based Church of
Scientology is threatened with closure after a court found it guilty of
teaching without a licence, a judge said on Thursday.
The Hubbard Humanitarian Association branch of the international group --
founded on the teachings of science fiction writer L. Ron Hubbard -- fell
foul of complex laws requiring all organisations conducting teaching courses
to obtain a permit.
"The court has declared the registration illegal and ordered the founders to
liquidate their organisation," Judge Oleg Denisevich of Ostankinsky District
Court told Reuters.
Alexei Danchenkov at the Hubbard Humanitarian Centre admitted the group had
made some minor errors when applying for a permit in 1993, but said these
had been corrected in 1997.

RUSSIAN ORTHODOX CHURCH WELCOMES RULING
Russia's mainstream Orthodox Church, long outspoken in its condemnation of
attempts by alternative religions to win over parishioners, welcomed the
ruling.
"Our church is strongly critical of them (the Church of Scientology)," said
spokeswoman Yelena Spiranskaya. "We define them as a totalitarian sect."
Scientology branches have been investigated by police in countries across
Europe, particularly Germany, where supporters likened themselves to Jews
being persecuted during the Nazi era.
German officials say the group is no more than an economic organisation
exploiting its members for profit.
Members of Scientology take personality tests and are then invited to pay
for courses and literature which the group says helps them realise their
full potential.
The doors to Moscow's Hubbard Humanitarian Association do not risk being
shut until after the group has had a chance to appeal to a higher court in
the next few weeks.
The Church of Scientology's Moscow offices were raided by police armed with
automatic weapons and bulletproof vests in February, but there was no
official word on whether this was linked to the court case.
It has not all been bad news for the group, which counts film stars Tom
Cruise and John Travolta among its members.
Moscow's popular radio station Ekho Moskvy announced on Wednesday that L.Ron
Hubbard had come first in a poll of listeners to find the "Personality of
the Century."
He beat Mahatma Gandhi, Martin Luther King, and Mother Theresa of Calcutta
to the number one spot.

Despairing Kenyans Turn to "Miracle" Churches
NAIROBI, Kenya (Reuters) - "Do you have AIDS?" the sharply dressed preacher
screams into the microphone. "Do you have cancer? Then let me tell you now,
you can be cured by the touch of Jesus Christ the Lord!"
"Hallelujah!" choruses the lunchtime crowd, mostly office workers and
hawkers, at a small park in downtown Nairobi. Enthralled by the powerful mix
of theater and theology, hundreds gather every day to sing, pray and wave
their hands.
In the last decade, ordinary Kenyans have seen wages fall, rents go up and
education and health care climb far beyond the means of the poorest.
Disillusioned by the inability of politicians and mainstream churches to
solve their problems, tens of thousands have joined a new wave of born-again
Christianity that promises, literally, heaven on Earth.
"Jesus Christ is going to take you to a place so nice you can't imagine,"
said the preacher, one of a team from Nairobi's Church of the Maximum
Miracle. "Now the Lord is going to provide for you and you will never be the
same again."
NEW CHURCHES PROMISE MIRACLES
Christianity, introduced by early missionaries two centuries ago, is firmly
rooted in Kenyan society, and some 70 percent of the population say they are
believers.
Evangelical denominations -- mainly Pentecostal -- did not arrive until the
1950s but have become by far the fastest growing congregations, offering a
direct relationship with a God who answers prayers through miracles.
"People are tired of the theoretical type of faith," Pastor Bonifes Adoyo of
the Nairobi Pentecostal Church told Reuters. "They want to experience the
supernatural, speak in tongues and see the miracles for themselves."
Competition among the new churches is fierce. On Nairobi streets, friendly
strangers fall into step to ask if you are "saved" and invite you to a
service. In the city center, posters advertising "gospel crusades" and
"miracle extravaganzas" have replaced the pictures of politicians from the
last election campaign.
"Bring the sick, AIDS cases, lame, deaf, blind, demon possessed, mentally
disturbed and all other needs," one poster implores. "They will meet Jesus."

FAIL-SAFE PRODUCT
At the Church of the Maximum Miracle, followers step up to the podium to
testify to some miraculous healing. To roars of frenzied delight, young and
old describe how chest pains have vanished and once-blind eyes can now see.
In a country where wages average less than a dollar a day, and hospital
treatment is a luxury for many, the promise of divine medical care has a
real appeal. But critics of the new churches say they are peddling false
hope to the most vulnerable members of society.
"These churches are offering a product which can't go wrong," said John
Githongo, a director of the African Strategic Research Institute and expert
on Kenyan affairs. "If you're not healed, if you don't get a job, if your
wife still dies, they say your faith wasn't enough, you didn't pray hard
enough."
And faith comes at a price. At the end of every sermon a plate is passed and
the congregation makes their meager offerings. Pastor Adoyo says the
collections are used for philanthropic purposes -- an education program for
street children and food handouts for the destitute.
But the churches' detractors say the most popular preachers, who run
networks across sub-Saharan Africa, have built huge personal fortunes.
"In a place where even university graduates can't find employment, starting
your own ministry, selling the books and all the paraphernalia that goes
with it, can be a good business opportunity," said Githongo.
Kenya's President Daniel arap Moi, himself a devout Christian, is a
supporter of the new churches and has welcomed visiting Western evangelists

Hackers Ascend Upper 'Echelon'

If the hunch of a loose-knit group of cyber-activists is correct, the above
words will trip the keyword recognition filter on a global spy system partly
managed by the US National Security Agency.

The near-mythical worldwide computer spy network reportedly scans all email,
packet traffic, telephone conversations -- and more -- around the world, in
an effort to ferret out potential terrorist or enemy communications.

Once plucked from the electronic cloud, certain keywords allegedly trigger a
recording of the conversation or email in question.
Privacy activists have used the words in their signature files for years as a
running schtick, but on 18 October, the American Justice Federation hopes to
trip up Echelon on a much wider scale.

"What is [Echelon] good for?" asked Linda Thompson, a constitutional rights
attorney and chairman of the American Justice Federation.

"If you want to say we can catch criminals with it, it is insane that anyone
should be able to snoop on anyone's conversations."

"Criminals ought to be caught after they commit a crime -- but police are not
here to invade all our privacy to catch that two percent [of criminal
communications]," she said.

On 18 April, Thompson, along with Doug McIntosh, a reporter for the
federation's news service, and members of the hacktivism mailing list
community, invite anyone concerned about the system to append a list of
intriguing words to their emails.

Zecharia Sitchin is a noted author of such books as Divine Encounters,
Genesis Revisited, and The Twelfth Planet.  Zecharia describes himself as
"An ancient investigative reporter" who connects ancient hieroglyphics from
celestial visitors. Zecharia believes they (Nibiru) have been here before
and expects them to return in this time. Much of his research has been from

 Urge your senators to ratify the Comprehensive Test Ban Treaty

 After two years of inaction, Senate majority leaders have suddenly
 called a vote on ratification of the Comprehensive Test Ban Treaty, an
 international treaty to ban nuclear weapons test explosions, for next
 Tuesday, October 12th. The last-minute scheduling of this vote, without
 the expected hearing in the Senate Foreign Relations Committee, is a
 clear attempt to defeat the treaty, which President Clinton submitted to
 the Senate for ratification in 1997.

 To date, 152 countries have signed the treaty, including Russia, China,
 Great Britain, and France. Without Senate ratification the treaty cannot
 enter into force, as all of the 44 nuclear-capable countries must adopt
 the treaty before it becomes effective. United States leadership is also
 key in gaining treaty approval from other countries, such as India.

 The Comprehensive Test Ban Treaty would protect human health and the
 environment, curb nuclear weapons proliferation, and strengthen the
 existing Nuclear Non-Proliferation Treaty. The CTBT is the
 longest-sought initiative to reduce nuclear weapons, pursued by American
 presidents since the Eisenhower administration. Furthermore, 82 percent
 of the American public, across all political divides, supports
 ratification of the treaty, which is also supported by the Department of
 Defense, the Joint Chiefs of Staff, and NATO.

 In less than a year, the United Nations will convene a special
Millennium Assembly as a global summit on the future of the world.
This event will crown a decade of preparation to launch the new
millennium on a new system of global governance. The blueprint was
published by the Commission on Global Governance in 1995. Now, a
Charter to achieve global governance has been developed for
presentation at the Millennium Assembly next September. It will be
published publicly on UN day, October 24th.  [2000]
 It is called The Charter for Global Democracy. It has already
been signed by influential leaders in 56 nations, and has the support
of civil society non-government organizations around the world. The
document is, in reality, a Charter for the abolition of individual
freedom.
 The first of 12 principles calls for the consolidation of all
international agencies under the direct authority of the United
Nations.
The second principle calls for regulation by the UN of all
transnational corporations and financial institutions, requiring an
"inter-  national code of conduct" concerning the environment and
labor standards. Principle number 3 demands an independent source of
revenue for the UN, such as the "Tobin tax" and taxes on aircraft and
shipping fuels, and licensing the use of the global commons. The
"global commons" is defined to be "outer space, the atmosphere,
non-territorial seas, and the related environment that supports human
life." Number 4 would eliminate the veto power and permanent member
status on the Security Council. Number 5 would authorize a standing UN
army. Number 6 would require UN registration of all arms and the
reduction of all national armies "as part of a multilateral global
security system" under the authority of the United Nations.  Principle
number 7 would require individual and national compliance with all UN
"Human Rights" treaties and declarations. Number 8 would activate the
International Criminal Court, make the International Court of Justice
compulsory for all nations, and give individuals the right to petition
the courts to remedy social injustice. Principle 9 calls for a new
institution to establish economic and  environmental security by
insuring "sustainable development." Number 10 calls for the
establishment of an International Environmental Court.  Number 11
calls for a declaration that climate change is an essential global
security interest that requires the creation of a "high-level action
team" to allocate carbon emission based on equal per-capita rights.
Principle number 12 calls for the cancellation of all debt owed by the
poorest nations, global poverty reductions, and for "equitable sharing
of global resources," as allocated by the United Nations.
 As preposterous as these ideas may sound to freedom-loving
Americans, most of the world considers them to be an improve- ment
over their current circumstance. The fuel that fires the global
governance movement, however, is not the desires of oppressed people,
it is the money supplied by the well-to-do elite who feel the need to
"do something" to help the less fortunate people of the world. The
strategy for advancing the movement is supplied by those who expect to
control the machinery of global governance.
 It is no coincidence that financial contributions in support of
the Charter for Global Democracy are to be made to the London office
of United Nations Association.  Dozens of documents, all promoting
some form of world government, have been circulating for most of this
decade. All contain these same principles. The Millennium Assembly
will receive these documents and meld them into the legal instruments
required to modify the existing UN Charter. It will take a year or two
for the legal documents to be prepared
and adopted, and another year or two for ratification.

THE WORLD IS TRULY STANDING AT THE THRESHOLD OF WORLD GOVERNMENT
The world is truly standing at the threshold of world government.
Woodrow Wilson brought the world to the same threshold
nearly 80 years ago; the United States decided not to enter, and the
League of Nations collapsed. Once again, it is up to the United States
to determine the future of the world. If the United States embraces
this Charter for Global Democracy, the world will be subjected to
global dominance by the United Nations.
 If the United States opts out, the world may be spared centuries
of inevitable oppression.  There is no issue of greater importance in
next year's election than where each candidate stands on global
governance and national sovereignty.  So far, this issue has not
emerged in any national campaign. The United States must prevent this

AT LAST THE PREDICTABLE IS HAPPENING- PLAIN AND SIMPLE!

After years of observing perhaps the most unusual gold market dealings in
history by some of the biggest world financial powers. and after months of
predicting that the gold market would come back, and perhaps with a
vengeance, we are happy to say that that time appears to have arrived!

After reaching a 20 year low of $252, gold has, within just a two week
period, rocketed up almost 30% to over $325 an ounce!

The question now is, what happens next? Can gold go back down? Will it
continue in this rapid uptrend?  Or will it gradually return to what some
may call normal levels for prices realized.  Through out this e-mail, we
will outline our prediction for gold. and a few other things.

For the average American, most of this is still very new, after all they
have been used to their stock brokers investing into various stocks,
mutual funds, U.S. Dollars etc..  Unfortunately, for the "average"
American, this could soon spell a major financial disaster.  Now is the
time to position yourself ahead of the crowd and get out of  harms way!!!


This "E-alert" is to inform of two very important market observations:

1. There is a near panic in the gold market-  after years of the world's
most influential central and bullion bankers manipulating the gold market
to their advantage, the rules of supply and demand are finally catching
up. By artificially depressing the price of gold while making short term
loans on millions of ounces of non-existent gold, which has led to an
enormous short position on gold futures (in the neighborhood of 10,000
tons),key
bank executives are now waking up to the reality that it has become virtually
impossible
for the gold mining industry to keep up with "all of the gold futures
contracts that
are out there."

Hence, as we have predicted, normal supply-and-demand forces may now be
poised to take over the gold market as European central banks move to
limit gold leasing.

 The Gold Anti-Trust Action Committee chairman, Bill Murphy warned that
 "most European banks were unaware of what they were getting into by shorting
so
many gold loans, and the move to restrict further leases of gold is an
attempt to
stop the bloodletting."

Kevin Crisp, treasury analyst for Counterparty Risk Management Group
Co-Chair at J.P. Morgan stated "Bullion derivatives - which include over
-the-counter gold loans, forward sales, futures and options- developed
over a decade of abundant liquidity and sliding spot prices. .-"This
market developed in a falling price environment.  We have not
stress-tested how this works with a rising price," he said. "There are
very few people who have lived through such volatile trading conditions in
the gold market.  It's hard to get your mind around the changes. No one
knows how big or complex this market is."  Folks, one thing is for sure -
The shorts are scared to death!

Bill King of M. Ramsey King Securities, Inc. made a fascinating
observation in his Oct. 6,1999 market comment, "Most everyone has missed
an important part of the 15 European central bank communique, on gold.
Most know the 15 CBs restricted gold sales and leasing, but few are aware
of, or understand the significance of the CB's statement; "The signatories
to this agreement have agreed not to expand their gold leasing and their
use of gold futures and options over this period (5 years)." Who knew
central banks used gold futures and options?  This strongly implies
central banks, including the Fed, have used gold futures and options to
manipulate gold. Now that we know central banks manipulated gold the past
X- years; will evidence emerge that CBs manipulated stock markets?"

Because there is such a massive deficit of physical gold, this market will
continue to "panic" in search of the once "barbaric", "luster loosing"
yellow metal that at one time nobody "really" wanted because it was a
"non-performing, stagnant" asset.  Well folks, gold is no longer dead, in
fact it never was! Now, a major shift in global economics is taking place
due to the price of gold rising.  It will force the gold market
manipulators to loose control of their grip on the gold market.

2. The U.S. Dollar is soon to face a few major obstacles.  The average
American has been content with the appearance of a stable U.S. dollar for
quite some time now.  The question now is, what is the source of faith
behind this currency? Will the dollar hold it's enviable position.  Is
there a meaningful risk of a fall in its purchasing power?  Uneasy lies
the head that wears the crown:  The dollar bull-market has end.  There is
reason that the U.S. ten-year note yields six percentage points more than
the Japanese ten-year note and a point and change more than the benchmark

Chinagate scandal by seeking justice.  Senator Specter, who

Washington Times, is deeply involved in the recent Teamsters
scandal, was exalted as "the one" who, through his new
subcommittee, will crack open the Chinagate scandal.
Unfortunately, he should not be the one investigating the
campaign finance scandals, but instead should be one of
the politicians who should be the "investigated."

Judicial Watch has new source information that Arlen Specter
is a part of the Teamsters scandal.  But he will not be pursued
thanks to the mutual defense pact of Democrat and Republican
senators not to hold each other accountable.

"Mr. Safire, one of the finest journalists in American history,
must put aside his friendship with Senator Specter and his
Republican heritage and continue to write critically of the

Swiss Join Russian Money Probe

So much for Swiss secrecy.


GENEVA, Oct 7, 1999 -- (Reuters) U.S. federal investigators have begun a
formal examination of possible Swiss links to the Bank of New York
money-laundering scandal, a Swiss judge said on Wednesday.

Geneva magistrate Laurent Kasper-Ansermet told Reuters his office had
its first formal meeting and began cooperating with U.S. investigators
on Wednesday in the widening money-laundering probe, described by
Interpol as the biggest of its kind.

The meeting in Geneva came just a day after a U.S. federal grand jury in
Manhattan indicted a former vice president of the Bank of New York, her
husband and an associate in the first criminal charges filed in the
international investigation.

Kasper-Ansermet, who is probing possible Swiss links in the scandal,
said he expected to deepen his formal contacts with officials of the
U.S. Federal Bureau of Investigation (FBI).

"In the framework of my investigation into the Bank of New York case,
I've just met an American delegation to see how to exchange information
with U.S. investigators. It is important because we are beginning a
formal cooperation," he said.

Kasper-Ansermet said Switzerland had yet to receive a formal request for
judicial assistance from the U.S. government but added he was expecting
such a demand soon.

A U.S. embassy spokeswoman confirmed FBI officials met Swiss
investigators in Geneva but declined to give details.

The judge said he expected to receive fresh information from U.S.
investigators to help further the probe.

"We are now working hard to try to establish cooperation as speedily as
possible between the two countries," he said.

By unsealing the indictments, investigators can now share information
with foreign governments to help determine how the vast sums of money
traveled through Bank of New York accounts to financial institutions
throughout the world.

THREE INDICTED IN MONEY-LAUNDERING PROBE

The three individuals indicted were Lucy Edwards, a former vice
president in Bank of New York's Eastern European division; her husband
Peter Berlin, a Russian émigré, and his business associate, Aleksey
Volkov.

Edwards, who worked in London, was recently fired by the bank, which was
not named in the indictment.

The charges relate to the transmission of about $7 billion through
accounts for Benex International Co and Becs International LLC at Bank
of New York. Berlin was president of both companies and Edwards was an
officer, the papers allege.

Little has surfaced in Switzerland on tangible links to the case apart
from a slow drip of revelations on frozen accounts.

It emerged last month that Swiss banks, responding to tough new laws
obliging them to report suspect funds, had frozen 26 million Swiss
francs on suspicion of links to the affair.

Separately, prosecutors in Geneva are also probing charges that a Swiss
company paid the Kremlin bribes to get renovation contracts, and
money-laundering allegedly linked to a list of 24 Russian politicians,
businessmen and their family members.

But Geneva's cantonal prosecutor Bernard Bertossa told Reuters that
investigators in Switzerland were a long way from determining the
workings of the alleged laundering scheme.

"We are pulling on a ball of string. We cannot say what we've discovered
today is the whole story. We just don't know," said Bertossa, who said
his office was probing Russian organized crime cases running into
hundreds of millions of dollars.

Bertossa said some Swiss bankers may have "problems" in the probe but
declined to say if any might face criminal charges.

Swiss banks - which handle an estimated $2 trillion in client assets or
one-third of the global offshore wealth - say they have stepped up
vigilance to prevent taking dirty deposits.

But none has been disciplined under a new money-laundering law in effect
since April 1998, which obliges banks and other financial institutions
to report suspicious deals and freeze accounts.

Pat Buchanan's new book is target of smear campaign

FOR RELEASE Tuesday, September 28, 1999

Having exhausted almost every possible smear about Pat   Buchanan,
his political adversaries are now concentrating their fire on his new book
about American foreign policy as further proof of Mr. Buchanan's "extremism"
and general wickedness.  Last week, the news about the book managed to
seep into the heads of several of Mr. Buchanan's rivals for the presidency,
and they promptly denounced him, the book and the book's argument.
Some of them might even have aides who actually read the book.

Mr. Buchanan's book, "A Republic, Not an Empire," is both a history of
American foreign policy from the days of George Washington down to those
of George Bush and an exposition of Mr. Buchanan's own views on foreign
policy in the post-Cold War era.  Whether you agree with those views or not,
any fair reading of it will show he has steeped himself in the historical
literature and pondered long and hard about his subject.  But to see that you
have to read the book -- not listen to the lies his enemies spread about it.

What's really excited Mr. Buchanan's enemies is his argument that in
the 1930s Adolf Hitler had no aggressive designs against the United States.
Hitler's ambitions, Mr. Buchanan argues, lay in Eastern Europe, against
Russia and communism, not against the West.  It was because France and
Great Britain guaranteed the security of Poland that Hitler made war on them
and occupied the former.  Once they were no longer a threat to his rear, he
turned his armies against Stalin.

That's a controversial view, of course, but Mr. Buchanan cites a number
of scholarly sources in support of it.  One way to refute it would be to cite
actual evidence that Hitler really was a threat to the United States at that
time or had aggressive designs against us in the future.  So far, not one of
the critics blasting the book has offered any such evidence.

The other charge against the book is that Mr. Buchanan denounces the
"Israeli lobby" as controlling U.S. Middle Eastern policy and thereby reveals
his own hatred of Jews.  In fact, he does criticize the Israeli lobby --
along
with the China lobby, East European lobbies, the Cuban, Greek and
Armenian lobbies.  "While the Israeli lobby is the most powerful of ethnic
lobbies," he writes, "it is not alone."

Probably the ethnic lobby Mr. Buchanan criticizes the most is the Irish
in
the nineteenth and twentieth centuries.   Since Mr. Buchanan is himself of
Irish descent, criticizing an ethnic lobby for the special interest foreign
policy
it supports doesn't mean you hate the ethnic group behind it.

Moreover, he explicitly endorses "a permanent commitment to Israel of
access to U.S. weapons to enable it to maintain a security edge."  Nowhere
does he express any support for Hitler, any hatred of Jews or any desire to
abandon Israel.  Those are simply lies spread by enemies who don't want
Americans to hear his real message, a dodge to avoid talking about his
vision of American foreign policy today.

Mr. Buchanan's main target in his book is "globalism" -- the idea that
the
United States should not only intervene throughout the planet but also should
meddle in other people's nations and problems to impose our own
preferences, even by force if necessary.  Globalism is based on the illusion
that we as Americans have a responsibility to "mankind" as an abstraction.
But we don't, he writes.

"The fatal flaw in the globalist vision is that it is utopian.  It
envisions a
world that has never existed and can never exist, because it is contrary to
fallen human nature.  History has shown again and again that men do not
give loyalty, love, and allegiance to entities greater than the nation.  No

The literature and discussion of free energy is increasing dramatically both
on the Internet and  print literature.  Recently a free energy promoter took
out a full page advertisement in USA DAILY to promote his "system".
Unfortunately the gentleman has a rap sheet for fraud in two states and has
been accepting money from unsuspecting supporters  for years..

At FTIR  (FUTURE TECHNOLOGY INTELLIGENCE REPORT) we have followed
free energy work for ten years, we know many of the principal developers and
have been made aware of the scam artists by our subscribers..

Free energy can be a minefield for the uninformed. or the naive.  It is also
of interest to the conspiracy theorist..  On the one hand there is orthodoxy
that refuses to accept or consider free energy. On the other hand is a
mountain of evidence, some reputable operators, some less than reputable and
some  merely uninformaed.

Here is a brief summary of what FTIR has found in ten years of publication

l.  A free energy device must fuflfill 2 characteristics to be acceptable to
the market place. . It must

(a)  be independently verifiied with a report from a University or a known
Laboratory
(b)  it must demonstrate over unity power (more out than in) continuously
under load.

2 In ten years and looking at hundreds of systems we have identified very few
systems that fulfill both characteristics

These are  (l)  BlackLight Power Inc  (2)  Saturna  nanotechnology system
(3) Case catalytic fusion  These are tested , verifiable and continously over
unity.(except for Case)

We have not see any electro-magnetic system that have these characteristics.
There may be some but we have not seen them  The problem appears to be in the
 "test continuously under load" phrase.  Intermittent operation.. no load,
and so on are not over unity.  You cant operate in the real world with these
limitations.

take load.  useless for the real world]

Other systems like  "coated beads" have technical problems( bead erosion) or
Pons and Fleischmann  cold fusion ( will not scale up) or Mathernitha ( DC
only)

practical developers avoid publicity.  They are too busy in the lab.

How to Curb Urban "Pollution"

 While laws regulating environmental pollution are not as strong as many
would like, and enforcement is even weaker, city officials in many
metropolitan areas will spare no expense to regulate what they see as
unwanted refuse: the homeless and the poor. In "City of Quartz: Excavating
the Future in Los Angeles," Mike Davis offers a particularly harsh window
on efforts in that city:

This conscious 'hardening' of the city surface against the poor is
especially brazen in the Manichean treatment of downtown microcosms. In
his famous study of the 'social life of small urban spaces', William Whyte
makes the point that the quality of any urban environment can be measured,
first of all, by whether there are convenient, comfortable places for
pedestrians to sit. This maxim has been warmly taken to heart by designers
of the highly-corporate precincts of Bunker Hill and the emerging 'urban
village' of South Park. As part of the city's policy of subsidizing
white-collar residential colonization in Downtown, it has spent, or plans
to spend, tens of millions of dollars of diverted tax revenue on enticing,
'soft' environments in these areas. Planners envision an opulent complex
of squares, fountains, world-class public art, exotic shrubbery, and
avant-garde street furniture along a Hope Street pedestrian corridor. In
the propaganda of official boosters, nothing is taken as a better index of
Downtown's 'liveability' than the idyll of office workers and upscale
tourists lounging or napping in the terraced gardens of California Plaza,
the 'Spanish Steps' or Grand Hope Park.

In stark contrast, a few blocks away, the city is engaged in a merciless
struggle to make public facilities and spaces as 'unliveable' as possible
for the homeless and the poor. The persistence of thousands of street
people on the fringes of Bunker Hill and the Civic Center sours the image
of designer Downtown living and betrays the laboriously constructed
illusion of a Downtown 'renaissance'. City Hall then retaliates with its
own variant of low-intensity warfare.

Although city leaders periodically essay schemes for removing indigents en
masse--deporting them to a poor farm on the edge of the desert, confining
them to camps in the mountains, or, memorably, interning them on a
derelict ferry at the Harbor--such 'final solutions' have been blocked by
council members fearful of the displacement of the homeless into their
districts. Instead the city, self-consciously adopting the idiom of urban
cold war, promotes the 'containment' (official term) of the homeless in
Skid Row along Fifth Street east of the Broadway, systematically
transforming the neighborhood into an outdoor poorhouse. But this
containment strategy breeds its own vicious circle of contradiction. By
condensing the mass of the desperate and helpless together in such a small
space, and denying adequate housing, official policy has transformed Skid
Row into probably the most dangerous ten square blocks in the world--ruled
by a grisly succession of 'Slashers', 'Night Stalkers', and more ordinary
predators. Every night on Skid Row is Friday the 13th, and,
unsurprisingly, many of the homeless seek to escape the 'Nickle' during
the night at all costs, searching safer niches in other parts of Downtown.
The city in turn tightens the noose with increased police harassment and
indigenous design deterrents.

One of the most common, but mind-numbing, of these deterrents is the Rapid
Transit District's new barrel-shaped bus bench that offers a minimal
surface for uncomfortable sitting, while making sleeping utterly
impossible. Such 'bumproof' benches are being widely introduced on the
periphery of Skid Row. Another invention, worthy of the Grand Guignol, is
the aggressive deployment of outdoor sprinklers. Several years ago the
city opened a 'Skid Row Park' along lower Fifth Street, on a corner of
Hell. To ensure that the park was not used for sleeping--that is to say,
to guarantee that it was mainly utilized for drug dealing and
prostitution--the city installed an elaborate overhead sprinkling system
programmed to drench unsuspecting sleepers at random times during the
night. The system was immediately copied by some local businessmen in
order to drive the homeless away from adjacent public sidewalks. Meanwhile
restaurants and markets have responded to the homeless by building ornate
enclosures to protect their refuse. Although no one in Los Angeles has yet
proposed adding cyanide to the garbage, as happened in Phoenix a few years
back, one popular seafood restaurant has spent $12,000 to build the

Recent events have focused many people's attention on violent
crime.  Many people are upset that not a single teacher at
Columbine High was prepared to do anything to stop a couple of
homicidal and suicidal teenagers.  Even more people are outraged
that the police sat outside for several hours while innocent
students were murdered.

Some people wonder why vicious bigots choose places like Los
Angeles and Chicago to go on murderous rampages, or why mentally
ill criminals are set free to commit further crimes.  The answers
can be found in a new book by Richard Stevens.

_Dial 911 and Die_ is a book that will open your eyes - and
possibly even save your life, or the life of someone you love.
It should be required reading for anyone who doesn't realize that
he has primary, if not sole, responsibility for protecting and
defending himself.  And it's a wonderful resource for those of us
who have accepted that responsibility in the face of overwhelming
hostility from the uninformed and politically correct.

The premise of the book is simple: the police and the government
have, with few exceptions, absolutely no responsibility to
protect you, and no responsibility to arrest or incarcerate
criminals.  You're on your own, and if you depend on the police,
you do so at your own risk.

Stevens, a practicing attorney, cites cases from every state in
the nation, as well as Canada and Puerto Rico, to illustrate this
concept.  Each case is carefully documented, with a complete
citation, as well as an explanation of the laws involved.   The
cases are shocking and horrifying.

If a prospective murderer calls the police and tells them when
and where he plans to murder someone, do they have any duty to
intervene to prevent the murder?  No.  Do the police have the
obligation to arrest someone who repeatedly violates a domestic
violence protective order?  No.  Can the police ignore an
emergency call for assistance in order to do paperwork?  Yes.  Do
the police have the obligation to respond to a 911 call for help?
No.  What if they promise that "help is on the way"?  Do they
then have an obligation to respond?  Still no.  If the police
witness a crime in progress, must they intervene to protect the
innocent?  No again.  If a police officer attacks an innocent
person, may he be held liable for criminal assault?  In most
cases, no.

As one California court wrote: "police officers have no
affirmative statutory duty to do anything."

The basis for this is the legal principle of "sovereign
immunity", which means that government is immune from liability
and has no financial or other responsibility for its actions.
Essentially, government and its agents are above the law and may
violate it at their own discretion.

Another problem is the doctrine of "public duty", i.e. that the
police have the duty to protect the "general public", but not the
duty to protect individuals.  This is in the best tradition of
"newspeak" since by definition, the "general public" _excludes_
each and every individual person.  For all practical purposes,
the police have the duty to protect everyone but the person or
persons who need their assistance.  Even in the case of riots and
civil disturbances, which would seem to fall under the "public
duty" rule, the police usually have no duty to protect the
affected people or their property.

Focusing on liability can be misleading however, and Stevens
frequently reminds the reader of this.  Even in the rare
instances where crime victims retain the right to sue the state
for inadequate, negligent or malicious police services, suing the
state is a very lengthy and expensive process.   And no amount of
money can adequately compensate victims of violent crime, or
their grieving parents, spouses or children.

The more libertarian and anarchic may respond "So what?  I don't
want or expect the government to protect me; I can do it myself."
But can they?  While government has no duty to protect people, or
even to prevent crime and apprehend criminals, it has arrogated
to itself the power to disarm them.  Government, especially in
crime-ridden cities such as Washington, D.C. and Los Angeles,
prohibits citizens from defending themselves, or even possessing
the means to do so, while simultaneously refusing to accept
responsibility for those it has rendered defenseless.   It can,
and will, prosecute and imprison courageous, responsible people
simply for defending their own lives!  (This is the only real
"weakness" of the book.  I wish Stevens had included cases where
citizens were prosecuted for daring to be responsible for their
own lives and property.)

While _Dial 911 and Die_ focuses primarily on sovereign immunity
for law enforcement failures and inadequacies, it illustrates
other disturbing problems as well.  Just as police have no duty

DO COLD, HARD AIDS FACTS LIE IN FREEZER?

Researchers looking for clues in old vials of polio vaccine

Samples of a polio vaccine recently unearthed at a research
institute on the grounds of the University of Pennsylvania here
may help solve the mystery of how AIDS was unleashed on mankind.

The polio virus material -- which could be the vaccine tested in
Africa starting in the late 1950s and suspected of being
contaminated -- was discovered during a search at The Wistar
Institute of Anatomy and Biology, according to a statement
released Thursday.

A special committee of five scientists will be informed of the
development today.

The old vaccine specimens were found among an estimated 500,
samples in a hunt for vials of a polio vaccine that theorists
speculate may have been accidentally contaminated with an AIDS-
causing monkey virus.

Finding and analyzing samples of those vaccine would be the first
steps toward testing the theory that modern medicine introduced
AIDS into human beings.

About March 4, the Wistar Institute said, workers began combing
through about 100 biologicals freezers and two freezer rooms
seeking vials of the experimental vaccine tested on about 325,000
people in Rwanda, Burundi and the former Belgian Congo (now
Zaire).

The institute said in the statement faxed to The Houston Post
that it is "attempting to decode the labels of some samples found
in the freezers by examining records and documents and by
conducting interviews."

Wistar said it doesn't know "at this stage" whether the samples
of "polio virus material" came from either the seed stocks used
to make vaccines for the Belgian Congo, Poland and other places
or from he vaccine lots used solely in the Belgian Congo trials.

The institute said it will present information it has collected
to the committee of outside scientists, which was formed two
months ago by Wistar director Giovannie Rovera and is meeting
today in New York City.

Wistar spokeswoman Martha Phan said she was "not at liberty to
reveal" the number of samples of old polio vaccine uncovered in
the search.

The possible role of Wistar in spawning AIDS among human beings
is largely shrouded in secrecy.  The man who developed the
vaccine in question and the current director of the research
institute both declined to be interviewed for this article.

And members of the special committee charged with investigating
the matter have "taken a vow not to talk to the press until we
finish whatever we come up with," according to a committee co-
chairman.

The samples sought at Wistar were of a live oral polio vaccine
developed by Dr. Hilary Koprowski.

Koprowski is the former director of Wistar, the oldest private
non- profit biomedical research and training institute in the
nation.

He supervised the vaccine's manufacture and its experimental use
in central equatorial Africa starting 35 years ago.  It was the
first live oral polio vaccine mass-tested on human beings.

If the sample found proved to be Koprowski's Congo vaccine, the
special committee will be under pressure to determine whether
that vaccine was contaminated with the AIDS virus or a precursor
virus.

Scientists most likely would use a sophisticated test called the
polymerase chain reaction, or PCR, to try to verify whether the
AIDS virus or a related virus was present.  The test looks at
minute portions of genetic material.

A co-chairman of the committee, Dr. Claudio Basilico, chairman of
the Department of Microbiology at New York University School of
Medicine declined to answer most questions.

Basilico said the committee will attempt to find out whether
contaminated polio vaccines introduced AIDS into humans "if the
truth can be determined."

The committee anticipates issuing a report, he said, probably "in
less than a year."

In a recent interview with The Daily Pennsylvanian, the
University of Pennsylvania's student newspaper, Koprowski
denounced the idea that his vaccine unintentionally may have
sparked the AIDS epidemic in people. He reportedly complained the
theory was based on wholly circumstantial evidence and arguments
from non-scientists.

Likewise, Wistar officials in a press release described the idea
as "a highly speculative theory."  But they acknowledged that it
has "generated a great deal of public interest and controversy."

In an interview in the March 19 issue of Rolling Stone magazine,
Koprowski said the vaccine samples in question were maintained in
freezers at Wistar.  According to Dr. Warren Cheston, Wistar's
vice president for external affairs, Koprowski now says he was
misquoted or misunderstood.

OTTAWA (AP) - The global AIDS epidemic is taking such a large toll in
Africa that it will measurably slow world population growth, says a
report by the Worldwatch Institute. The report reflects a change in
thinking by demographers. Previous studies concluded that AIDS would
not significantly affect global population. It was expected that
world population growth would slow due to an international effort to
provide better health care and family planning. But the spectacular
rise in African mortality rates has been a surprise. "This is new in
terms of its effect on world demographic trends," Lester Brown,
president of the Washington-based research organization, said in an
interview. "People are now talking about child-headed households
becoming common (in sub-Saharan Africa)." The report says some
countries, such as Botswana, South Africa and Zimbabwe, will lose one
fifth or more of their adult population within the next decade unless
a low-cost cure for AIDS is found. ###

MIT study assesses effects of Kyoto Protocol

CAMBRIDGE, Mass -- The first comprehensive assessment of economic,
atmospheric, climatic, and ecosystem effects of the Kyoto Protocol
on
Climate Change will hit newsstands in Nature's October 7 issue. The
study,
by researchers from MIT and the Marine Biological Laboratory at
Woods
Hole, shows that a strategy for controlling multiple gases
associated with
greenhouse warming could reduce control costs by over 60 percent
compared with controlling carbon dioxide (CO2) alone.

The study also indicates flaws in the "yardstick" by which gases are

compared under the Kyoto Protocol, an agreement now signed by 84
countries, including the U.S., that was negotiated in December 1997
with
the intent of slowing global warming.

"The main finding is that including gases other than CO2 emissions
from
fossil fuels could greatly reduce costs of meeting the Protocol,"
observes
Dr. John Reilly, lead author of the paper and associate director for
research
at the MIT Joint Program on the Science and Policy of Global Change.

"Economically efficient policies will be required that encourage
reduction
of these emissions -- not an easy task, as reductions must come from

sources as diverse as landfills, aluminum production, livestock, and

electrical switchgear."

Adds co-author Professor Ronald Prinn, head of MIT's Department of
Earth, Atmospheric, and Planetary Sciences and co-director of the
Joint
Program, "No other effort to date has comprehensively considered
both the
scientific and economic implications of the Protocol. The results
are
exciting and illuminating."

Much current analysis and policy discussion narrows climate issues
to a
debate about carbon emissions from fossil fuels. Most economic
analyses
likewise have considered only emissions of CO2 from fossil fuels.
This
situation has, according to the present study, led to an
approximately 21
percent overestimation of annual costs in 2010 for meeting Kyoto
Protocol
emissions caps in industrialized regions.

In contrast, the present study analyzes climate policy as negotiated
under
the Kyoto Agreement, including critical issues like forest "sinks"
(repositories of CO2 absorbed from the atmosphere) and non-CO2
greenhouse gases. It also explicitly considers atmospheric
interactions
among these gases, climate feedbacks, the roles of carbon monoxide
and
nitrogen oxides (key components of smog), and aerosols' cooling
effect.

Significantly for climate and ecosystems, the study shows that
inclusion of
non-CO2 gases in the Kyoto Protocol leads to greater reductions in
the
impact of greenhouse gas emissions than if only CO2 had been
included.
Achieving approximately the same reduction in warming by controlling

fossil CO2 only could cost over 60 percent more than an effort
controlling
other gases as well. Failure to consider non-CO2 greenhouse gases
and
sinks also has differential regional effects that could affect the
pattern of
emissions trading.

The Nature study also notes flaws in the yardstick used to compare
greenhouse gases under the Kyoto Protocol. The protocol, which has
not
yet been ratified by the number of countries needed before it can
enter into
force, calls for reductions in emissions of several radiative
(Earth-warming) gases to be credited against a CO2-equivalent
emissions
"cap." This cap is calculated in terms of Global Warming Potential
(GWP),
an index defining the contribution of each greenhouse gas to
atmospheric
warming relative to CO2.

The forthcoming Nature article shows, however, that use of GWPs as
applied in the Kyoto Protocol mitigates climate change considerably
more
for multi-gas strategies than for supposedly equivalent CO2-only
control
when emissions cuts are deep enough to stabilize the radiative
effects of
these gases. "This result," according to Professor Prinn, "indicates

significant weakness in the whole GWP approach, in that this
approach
does not 'level the playing field' for all possible strategies.
Instead, an
integrated systems approach appears necessary."

In fact, predictions based on the present study (which employs an
integrated global systems model) indicate that when Kyoto-specified
GWPs are used, the choice of control strategy could determine
whether or
not the radiative effects of all gases are stabilized. Differences
in effects
between strategies develop early in the 21st Century, soon after the
point
at which the researchers hypothesized that the Protocol will be
extended to
include developing countries, in which emissions of

employee has been forced into poverty while
her superiors allegedly seek retribution with
threats, intimidation and withholding her pay
after she cooperated with federal investigators
and testified before Congress about corruption
within the department.

Bonnie Kline is still employed as computer
specialist in the Interior Department's US Fish
and Wildlife Service but she has been
"drydesked" or not allowed to work. Since then
she has been depending on the financial support
of friends while battling the federal government
in a case of alleged harassment filed under
federal whistleblower laws.

With her security clearance and expertise, Kline
had access to essentially all available computer
records in her department, including those
sought by investigators seeking evidence in the
case of USFWS whistleblower James Beers.

The US Office of Special Counsel (OSC),
representing Beers in his whistleblower case
against the agency, was seeking archived
computer records supporting his claims that
USFWS officials had misused Federal Aid
funds.

Under the Federal Aid Program, funds collected
through excise taxes on hunting and fishing
products were to be used for conservation
programs among individual states.

Instead, officials allegedly diverted the money to
so-called slush funds. According to Beers,
USFWS officials plotted with animal rights
groups to undermine the hunting and fishing
conservation efforts of the agency's employees.

Kline testified in a recent congressional hearing
that senior officials at the USFWS headquarters
in Arlington, Virginia escorted her onto a
private balcony on June 17, 1998 to coerce her
to not cooperate with an investigation into the
agency's suspect spending habits.

During that impromptu meeting, Kline's bosses
allegedly threatened to destroy her career if she
cooperated with OSC investigators or if she
responded to a subpoena issued by Congress in
Beers' case, which also drew the attention of
Rep. Don Young (R-AK). Young is chairman of
the House Resources Committee that has direct
oversight of the USFWS.

"I was told that the subject of the investigation
was extremely serious and 'went right to the top.'
I was not to allow myself to be involved in these
matters in any way," Kline said. "I was then
offered a substantial pay increase if I moved to
another job immediately, but without my
security access and access to Fish Wildlife
Service communications. And to this date I am
still denied that access."

Kline ignored the threats and chose to cooperate
with OSC investigators, prompting USFWS
officials to seek retribution, according to Kline.

On August 7, 1998 Kline found a note on her
desk insinuating physical harm. "I then
discovered at that point that all of my e-mail
pass codes were gone and the code to the safe
storing the secured communications and
back-up tapes of communications had been
changed," Kline testified before Congress.

When it became apparent that her livelihood
was at stake, Kline sought legal protection and
representation from the OSC, just as Beers had
done.

Kline said the retribution she suffered ruined
her health and destroyed her "hard-earned
financial credit and reputation." Kline said her
two children are "confused and frightened" by
the punishment she received in return for her
honesty. Kline said she has been forced to live
below the federal government's definition of the
poverty level.

Kline said she has been subjected to "continuous
threatening verbal and physical gestures and
bullying" from her supervisors. "I am constantly
subjected to humiliating remarks by my
supervisor in front of my friends and fellow
employees, including disparaging remarks about
my clothing and physical appearance."

USFWS officials have allegedly ignored orders
from administrative court judge Bruce Johnson
that reprimand letters be "rescinded and
removed and expunged" from her personnel
file.

The OSC investigation of Kline's complaint
continues but not without roadblocks. Agency
officials "are only trying to delay the
investigation with hopes that I will become
financially and emotionally destroyed, and will
eventually fade away," Kline said.

Beers testified before the Resources Committee
in July alleging that he was forced from his job
after he became increasingly concerned that the
USFWS was misusing federal aid funds.

Beers was reluctant to approve "an application
from an anti-hunting and anti-State Fish and
Wildlife Agency group that wanted to put
together and distribute anti-hunting literature."

Guest Editorial...Why the big deal
   about South Canyon Road?

   This coming weekend, the 9th and 10th of
   October, a group of citizens will be holding a
   rally and work party to repair the county road
   which travels up the south fork of the Jarbidge
   Canyon. A brief explanation of the events
   which led to this rally are in order.

   In the spring of 1995, Mother Nature released a
   torrent of water down the South Canyon of the
   Jarbidge River. In a number of places the creek
   jumped its banks and washed the road out. Elko
   County was prepared to repair the road, but the
   U.S. Forest Service said there was money
   available for them to repair the road. The Forest
   Service then prepared an environmental impact
   statement which indicated the preferred
   alternative, or course of action, was to repair the
   road from the Pine Creek Campground to the
   "Wilderness Trailhead" at Snowslide Gulch.

   In September of 1997 the Forest Service
   suddenly changed its "mind" and decided not to
   repair the road. The county, knowing it had an
   emergency situation perpetuated by the action of
   the Forest Service, proceeded to repair the road.
   The Forest Service, Federal Fish and Wildlife
   Service, Trout Unlimited and various other
   assorted enemies of the people of Elko County
   blew the whistle on the county, because they
   had not obtained a permit to work with heavy
   equipment in the stream bed. Various members
   of the Environmental Commission and staff of
   the Nevada Environmental Protection Agency
   visited the site and inspected the work the
   county had done. They agreed the county had
   done no damage and in fact by moving the
   stream back into its original channel had greatly
   enhanced the fish habitat. The Nevada EPA,
   feeling that Elko County had violated the Clean
   Water Act, fined Elko County $1,000.00 a day
   for the two days they might have worked in the
   stream. This determination by the NDEPA is
   currently being litigated in the courts. The
   Forest Service then proceeded to not only
   destroy the road, but to also destroy many trees
   and riparian areas in the canyon.

   After wasting huge sums of money to destroy a
   county road and create a "war zone" in a portion
   of the canyon, the Forest Service had the
   audacity to threaten the county with a lawsuit to
   recover the money they had squandered on
   destroying the road along with many trees and
   other vegetation. The county, at a meeting in
   Wells, indicated they would discuss with the
   Forest Service any part of the threatened suit
   except ownership of the road. The county owns
   the road and the people own the vegetation and
   beauty of the Canyon. The only thing that
   should be negotiated is how much various
   officials of the Forest Service and Federal Fish
   and Wildlife Service along with extreme
   environmental groups should have to pay for
   their destruction of public property and the
   county road.

   Not all local people working for the Forest
   Service should be categorized as wanting to
   destroy a county road and decimate a portion of
   the canyon. The illogical decision to destroy the
   road and decimate the canyon had to come from
   some of the extreme environmentalists in the
   current administration.

   The people of Elko County have already had
   too many roads closed and too much wilderness
   designation. The closing of this road will only
   add more wilderness to our county. I have seen
   no improvement of our quality of life by the
   designation of wilderness areas. What it has
   done is to work to the detriment of our outdoor
   enthusiasts such as snowmobilers, hunters,
   fisherman and campers. The mining and
   ranching interests of our county have suffered
   because of wilderness designations.

  weekend's Jarbidge
  work party vowed
  last night to stay
  the course in their
  efforts to reopen
  South Canyon
  Road despite
  threats of arrest
  and mounting
  political pressure to
  quell the rebellion.

  "What we have
  here is an
  oppression of government," Elko businessman
  O.Q. "Chris" Johnson told the 45 people who
  attended the organizational meeting at
  Stockmen's Hotel and Casino. Calling those in
  attendance "patriots," Johnson said, "We're
  going to go up there with a show of support for
  what the county started to do."

  Anticipating a "multitude" in the hundreds, the
  citizens intend to remove rocks, debris and fill
  material the U.S. Forest Service used to
  obliterate a section of the road last December.

  The confrontation between the county and the
  forest service escalated last month when the
  U.S. Justice Department demanded county
  taxpayers pay $400,000 in damages for work the
  county did last fall to repair the road. The
  threatened suit also involves an ongoing
  maximum daily fine of $27,500, which to date
  amounts to $12,182,500.

  In a businesslike and determined atmosphere,
  leaders of the uprising held their final planning
  session before embarking for Jarbidge Friday to
  organize the weekend activity.

  Discounting the swirl of public comments in
  recent days from politicians and federal officials
  about the potential for violence, and deflecting
  charges of "vigilantism" and threats that
  participants face "significant criminal penalties
  and imprisonment," supporters of the two-day
  "people power" event remained undaunted.

  "We don't want any confrontation," Johnson
  said. "We would prefer there not be any
  firearms. The only way there could be any
  violence is if the forest service starts it."

  Elko County Sheriff Neil Harris said he will
  have deputies patrolling in Jarbidge to protect
  the public and ensure nothing goes wrong or
  anybody gets hurt.

  "We're not viewing it as a legal event or an
  illegal event, because we're not in a position to
  make that decision," Harris said. "Traffic is
  going to be a problem. That's one of the reasons
  I'm sending some people up there."

  Harris said he has been in "continual" contact
  with the forest service "trying to determine what
  they might do. I need to know, or I would like
  to know ahead of time if they are going to
  attempt to write citations or make arrests."

  Assemblyman John Carpenter of Elko, who
  announced the people's uprising Sept. 15 and
  has come under increasing criticism since, said
  he expects a "peaceful" weekend and predicted,
  "I think we're going to have a multitude of
  people there."

  But calls have come from all corners attempting
  to put down the uprising.

  Sen. Richard Bryan, D-Nev., said he has talked
  with Kathryn Landreth, U.S. attorney for
  Nevada, and is confident federal prosecutors
  will "respond prudently.

  "They know how potentially incendiary it is,"
  Bryan said.

  Gov. Kenny Guinn, through his spokesman
  Jack Finn, said, "This is one that should be
  resolved in the courts. That's the proper venue."

  Finn said, "He's hopeful that an agreement that
  will be palatable to both sides can be reached."

  Guinn had been lobbied by Trout Unlimited to
  intervene, but Finn said beyond the governor's
  statement, no further action from Guinn was
  anticipated.

  Trout Unlimited, a nationwide preservationist
  group, first challenged Elko County's attempt to
  rebuild the road by citing danger to the Jarbidge
  River's bull trout.

Most mischievous teenagers would be intimidated if FBI agents showed up
armed with a search warrant, asked a lot of hard questions and then seized
all the computer equipment in sight. But Chad Davis just got angry, federal
officials said.
Less than four weeks after the FBI searched the apartment where Davis, 19,
lives alone in Green Bay, Wis., he defiantly hacked into an Army computer at
the Pentagon, according to a federal complaint filed against him when he was
arrested Monday.

During the June 2 search, Davis admitted that he belonged to a notorious
hacking gang that calls itself Global Hell, and the FBI agents let him know
they were cracking down on the group. On June 28, Davis allegedly struck
back: He replaced the Army's Internet home page with the message: "Global
Hell is alive. Global Hell will not die."

Court papers depict Davis as one of the founders and leaders of the gang,
which allegedly has made repeated intrusions into computer systems at the
White House, the FBI and numerous other government offices. In addition, he
allegedly assisted in the hacking of 17 corporate and private Web sites, and
may have helped himself to two years' worth of free access to the Internet
through a local provider in Green Bay.

Davis is the only person yet arrested in a nationwide investigation of
Global Hell that has been underway for several months and has turned up more
than a dozen other suspects. Although investigators suggest that more
arrests may be coming, his apprehension shows the difficulty of tracking
down computer criminals  even those, like Davis, who are relatively brazen
and unskilled, according to federal law enforcement officials and computer
security experts.

"It is not that these are super whiz kids; it is the technology that gives
them the ability to cover their tracks enough that you can have a hard time
making a criminal case against them," said a senior federal investigator.

In the case of Global Hell, the hackers made a point of calling attention to
themselves.

"They are into bragging rights," said Drew Williams, a specialist on
computer intrusions with Axent Technologies Inc., an information security
company based in Rockville. "They are vandals who are into it for the sense
of chaos."

On May 9, Global Hell went right to the top and defaced the White House Web
site with off-color messages. Within weeks, the FBI launched raids in at
least 11 cities that involved searches and questioning of suspected members
of Global Hell, but no arrests. Several of the individuals targeted were
minors, investigators noted.

As the raids were still unfolding, Global Hell retaliated with an
unprecedented attack against the FBI Web site, flooding it with thousands of
simultaneous "hits," or requests for access, on the night of May 26. The FBI
was forced to shut down the site rather than risk damage to the computer
server. Over the next week, members of Global Hell also attacked Web sites
maintained by the Interior Department, the Senate and even the state of
Virginia.

In the meantime, however, FBI agents found two members of the group who were
willing to talk, according to court documents filed in Davis's arrest. The
investigators learned that they were looking for a hacker who went by the
cyber-nickname "Mindphasr," who had helped to found Global Hell, and who
coordinated many of its intrusions. Then they learned that Mindphasr lived
in Green Bay. And finally, by searching computer records, they got the
address of Davis's apartment.

On June 2 FBI agents arrived at the apartment, search warrant in hand. Davis
admitted that he was a member of Global Hell and even that he had hacked
into a number of nongovernment Web sites, according to an affidavit filed by
David E. Black, a special agent with the U.S. Army's Criminal Investigative
Command. However, Davis said he had not done any hacking since February.

On the night of June 27-28, someone used Davis's telephone line for four
hours, working the Internet almost until dawn, according to Black. About
2:14 a.m. an intruder gained access to the computer server housing the
Army's Web site, and the home page was replaced with the defiant message
from Global Hell. As a result, no one could use any of the normal links that
allow access both to public information as well as to nonpublic Army sites
available only to registered users with passwords.

The hacker then cleverly turned off auditing services that would have
recorded the incident, and he altered log files to disguise the intrusion.
But the hacker did not know there was a backup monitoring system that logged
the intrusion as coming from an Internet service provider in Green Bay. The

GERMANY BACKS FRENCH FEARS OVER BRITISH BEEF
GERMANY HAS backed France's call for a further scientific study of the safety
of British beef, in a move that deals a significant blow to hopes of a full
lifting of the ban on UK exports.

The German health ministry's request puts pressure on the European Commission
to re-open the entire issue of the safety of British beef, rather than start
legal proceedings against Paris for failing to lift the ban. Such a move would
delay the ending of the embargo in France and Germany, and could cause the
agreement permitting the sale of UK beef to unravel.

Last week the French suspended legal moves to end the beef embargo - imposed in
the wake of the BSE crisis - because of the findings of its independent food
safety council. Today Paris will give the EC details of the scientific basis
for its conclusions in a report expected to run to 300 pages.

Meanwhile, the German health minister, Andrea Fischer, will use a meeting in
Brussels today to press for the French dossier to receive formal examination by
the EU's scientific and veterinary committee. That position has found favour
with Denmark, and Paris expects other countries, including Belgium, to back it.
The British argue that the French have uncovered no new evidence. An official
said: "We expect that the French dossier will not contribute any new scientific
evidence. We expect it to be dismissed very quickly by the commissioner."
But a French official said the report contains "new evidence in terms of
statistics which give a clear indication that the trend of contamination in
Great Britain is not reducing as it was supposed to".

One option is for the health commissioner, David Byrne, to refer the French
report to a sub group of the scientific and veterinary committee next Thursday,
then on to the full committee a few days later. That would be a bitter blow for
the British who won political agreement last November to lift the ban which was
removed formally on 1 August after extensive checks on British abattoirs.
Germany opposed removal of the ban on British beef. Out-voted on the issue, it
has failed to allow British beef into the country until its upper house has
agreed to amend the law. The German letter to the EC argued that it will be
unable to win support for the required legal changes unless a new EU scientific
verdict on the French report has been given.

The French food safety council said that Britain still expects around 3,000
cases of BSE this year, an instance of 650 cases per million head of cattle
compared with between 1.5 and 2 per million in France. It suggests waiting
until 2001 to assess the success of the British measures. It also raised doubts
about British contentions that cattle are being contaminated only by maternal
transmission and contaminated animal feed.

This week the EC president, Romano Prodi, called for the "precautionary
principle" in dealing with food safety issues. Paris argues that it is in line
with that.

A FRENCH Eurostar train driver described yesterday how he felt his train
"became more dangerous" when it passed through the Channel Tunnel.
"Once you arrive in England at the controls of a Eurostar, the levels of safety
fall rapidly," Gerard Tavernier told Le Parisien. "The train can go through a
red light at high speed without being stopped. There is no automatic stopping
system. Everything depends on the driver. The slightest human error can be
fatal."

His comments - and others in France yesterday - fail to take account of older
safety devices that have existed on UK railways for more than half a century.
It is not possible for a driver to go through a red light in Britain without
acknowledging - and then ignoring - a warning hooter in the cab.
However, the remarks drew attention to the huge technological advances in train
security made on the Continent in the past six years.

In October 1991 the driver of a night express from the south ignored a red
light at Melun, near Paris; 11 people died in a collision with a freight train.
The driver had heard and acknowledged the warning hooter in his cab - the same
system that has existed in Britain since the 1930s - but he had unaccountably
gone through the red light anyway.

The French state railways, the SNCF, decided soon after to install a second,
more advanced system of radar-based train control. The system is broadly
similar to the automatic train protection (ATP) system that was recommended in
the UK after the Clapham Junction disaster but rejected as too costly.
The system works through radar, speed detectors in the tracks, which
automatically stop a train before a red light if the driver has failed to slow
in response to a warning amber at the previous signal. Installation on every

  The FBI has turned over to investigators
  thousands of pages of newly discovered
  internal documents that paint the most
  detailed picture yet of the aggressive
  federal tactics used during the 51-day
  siege of the Branch Davidian compound
  near Waco, Tex., in 1993 and offer a
  revealing look at the inner workings of
  the operation.

  Included among the intelligence reports,
  operational plans, logs, photos and
  videos that the bureau did not produce
  during previous congressional and
  federal probes is new information that
  agents sought approval to shoot at
  Branch Davidians who were not carrying
  weapons during the final siege but that
  headquarters rejected the request. The
  documents also outline seven instances in
  which the FBI threw or launched
  hand-held "flash-bang" grenades at
  Davidians who were exiting the
  compound earlier in the standoff.

  The new documents were discovered in
  boxes at the FBI's complex in Quantico
  after fresh subpoenas and other requests
  from the Justice Department, various
  congressional committees and former
  senator John C. Danforth (R-Mo.), who is
  spearheading a new federal probe.

  Federal officials, who asked not to be
  identified, said the FBI had not
  previously provided the records, some of
  which are stamped "Secret" or
  "Confidential," because earlier
  congressional requests were drafted too
  narrowly or the bureau overlooked the
  records.

  Sen. Charles E. Grassley (R-Iowa) said
  yesterday that the newly discovered FBI
  documents raise troubling questions.

  "The material does fill in more pieces of
  the puzzle and paints a disturbing
  picture of the FBI's judgment and tactics
  during the final days of the siege,"
  Grassley said. "Did all of the
  Waco-related documents that would
  have reflected poorly on the FBI end up
  at Quantico? How do we know all the
  documents have been turned over now?"

  The FBI documents range from the first
  day of the failed Bureau of Alcohol,
  Tobacco and Firearms raid, in which
  heavily armed Branch Davidians killed
  four agents, through the aftermath of the
  fire of April 19, 1993, that left about 75
  sect members dead. They appear to
  contain no conclusive evidence that the
  FBI contributed to the start of the fire, or
  fired at the Branch Davidians.

  But the new records do provide clues
  relevant to Danforth's inquiry regarding
  the possible use of deadly force. And,
  they give a day-by-day description of the
  FBI operations during the almost
  two-month siege, ranging from the often
  humorous daily weather report that
  included a "mud index" to intelligence
  reports on Waco-related Internet
  activities by militia groups.

  They also reveal for the first time that FBI
  officials sought medals of honor for the
  agents involved in the deadly siege;
  headquarters rejected that request too.

  Among the documents are seven drafts of
  the FBI's operational orders for the final
  siege, including two that said agents
  could use deadly force against Branch
  Davidians carrying no weapons as they
  emerged from the compound if they
  failed to respond to commands as they
  approached law enforcement officials.

  The final version of the operational
  orders reverts to standard FBI policy,
  which prohibits the use of deadly force
  except as necessary in self-defense or in
  the defense of another person.
