Currently, Industry Canada will accept FCC test data for devices subject to ICES-003. I'd have your test lab provide you a test report for ICES-003 based on the FCC data. Also, be sure that your labeling and information to the user meet IC requirements. You mentioned Declaration of Conformity.

Another little detail that gets lost in the shuffle is that while the FCC will accept CISPR 22 test data showing comliance to the those limits, the FCC also requires that the tests be done according to ANSI C63.4 which specifies that the mains power be the usual USA voltage and frequency;
