LUSOPHONE COMMUNITIES... SCATTERED ACROSS THE GLOBE, CAUGHT IN HISTORY
Constantino Hermanns Xavier

-
Xavier is a Portuguese Masters student (International Relations) of Goan
origin. He is editor of Supergoa.com and coordinator of the Forum
Portugal-Goa. He has taken a look at the eight member countries of the
Community of Portuguese-Speaking Countries (CPLP) in a weekly Global Goan
column that he has done for the Press in Goa since October 2003. See
http://www.goanobserver.com/globalgoan.htm
-

By now we have sailed to all eight member-countries of the Community of
Portuguese-Speaking Countries (CPLP). The Portuguese heritage and impact on
Goa, Daman and Diu is known to most of the readers. So, have we come to an
end of our Lusophone tour? No. The global Lusophone reality is far more than
the institutional setup created with the CPLP. Lusophonia is far more than
just Portugal and the Portuguese language.

It is a common global heritage. There is a larger dimension of small,
semi-diluted and forgotten Lusophone realities scattered around the world.
These communities have the right to be an active part of Lusophonia. Today
we thus move around five continents to rediscover all these small elements
that compose this Lusophone dimension.

Anywhere on the coasts of Asia, America and Africa you can still find a
fort, a church, a geographical name or a family name, that come from
Portugal. The Dutch Governor Antonio Van Diemen said in 1642: Most of the
Portuguese in Asia look upon this region as their fatherland, and think no
more about Portugal.

This symbolizes an essential particularity of Portuguese colonization.
Within a negative framework of a many-times violent colonization it also
permitted a positive emergence of hybrid identities.

Let us start in Africa.

In Senegal, the city of Ziguinchor has the Portuguese Creole language and
names still present. It is located within the region of Casamanse and its
separatist tendencies are many times justified with the fact that it is a
Lusophone society contrasting with Francophone Senegal.

On the so-called Slave Coast, next to Nigeria, there's the Portuguese Fort
of Sao Joao Baptista de Ajuda (today Ouidah), built in 1680. Many see its
annexation by the Kingdom of Dahomey (now Benin) in 1961 as the beginning of
the end of Portuguese colonial period.

Further south is the tiny nation of Equatorial Guinea, which has been
seeking to be part of the CPLP and where Portuguese surnames and Portuguese
Creole language exist. We could cross the Atlantic Ocean for Lusophone South
America (and, to a certain extent, North America), but we have visited
Brazil before.

Let us instead move to the West African coast and visit Kenya. Here there is
a Portuguese discoverers landmark in Malindi (Padrao, from 1498) and in
Mombasa there's the large Forte de Jesus, which was recently renovated by
the Calouste Gulbenkian Foundation.

In neighbouring Tanzania there is the Portuguese fort of Gereza (1505), on
the historical Kilwa Kisiwani island, which is on the World Heritage list.

Contact between the Portuguese and the Africans also influenced the local
Swahili language, which has more than 120 words of Portuguese origin.

Moving North to the Middle East we have the monumental Portuguese fort of
Hormuz with its impressive underground water cisterns (in present Southern
Iran; first conquered by Afonso de Albuquerque in 1507). There are many more
beautiful 16th century forts in this region, like in Saudi Arabia (Tarut
fort), Oman, Yemen, Bahrain, or even on the Island of Sokotra (now belonging
to Great Britain).

Let us cross the Indian Ocean to Burma and meet the people of Portuguese
descent called Bayingys. They are Catholics and still live scattered in 13
villages in Sagaing Division in Upper Burma.

In Bangladesh, there is the Rosary Church in Dhaka, recently renovated along
with its historical Catholic cemetery. Just across the border, in today's
East Bengal, the Kolkata census of 1911 counted 254 Portuguese-speaking
people, 10 Portuguese and 644 Goans.

Southwards, we have historical Ceylon (now Sri Lanka) with a strong
Portuguese presence that lasted over a century. A Eurasian community
(Portuguese Burghers), Portuguese surnames (Perera, Silva), personal names
(Pransisku=Francisco) and titles (Sinno, Dona), are proofs of this
influence.

Many of the forts like in Batticaloa (1628), Trincomalee (1624) and Jaffna
(1560) were damaged or demolished during the civil war.

FLYING START: The 35th edition of the International Film Festival of India
got off to a flying start, quite literally, with a spectacular rope dance by
leading lady and danseuse Isha Sherwani at the opening ceremony. Union
Minister for Information and Broadcasting Jaipal Reddy - sharing the stage
with Goa Governor SC Jamir, thespian Dilip Kumar, Chief Minister Manohar
Parrikar, IB Secretary Naveen Chawla, actor Amir Khan and festival director
Neelam Kapur - promised new legislation to protect Intellectual Property
Rights calling piracy a deadly menace.Governor Jamir stated that modern
Indian films were attracting viewers for the wrong reasons such as the
graphic portrayal of violence and sex. He also thanked the Centre for
announcing that Goa would be the permanent venue for IFFI. The dignitaries
lit the ceremonial lamp before retreating into the audience to watch a
stunning performance by internationally acclaimed composer AR Rehman,
accompanied by percussionist Sivamani and their troupe. (GT)

APPLAUSE FOR AN EVENING: For months IFFI was in the realm of the reel. On a
barmy evening on Monday (Nov 30) the stars descended to make IFFI real.
Never mind that celebs didn't take the last boat from Sinquerim jetty to the
newly built jetty on the other side of the Mandovi. Never mind the traffic
jams that caused hiccups and heartaches. Never mind the dharnas that
threatened to put IFFI in the doldrums, that some folk went without
electricity or water. All in all this was an evening to remember. Panaji was
dressed for the wedding, a marriage of hard work and culmination of various
nuts and bolts being put in place for the right time.Reddy praised Goa and
Goans saying, The sunny beaches are matched only by the warmth of the Goan
people..Dilip Kumar said, May God always return that smile that you see on
the face of every man you meet in Goa. (GT)

ENTERTAINMENT HUB OF ASIA: Hosting the International Film Festival of India
seems to be just the beginning for the State in the entertainment sector.
The state government's next goal is to make Goa the entertainment hub of
Asia. This was stated by a jubilant Chief Minister Manohar Parrikar at the
inaugural ceremony. (H)

FLOATS MARK OPENING OF IFFI: The city reverberated to the jazzy fusion of
percussion instruments of Carnival and Shigmo as a colourful floats
pageantry preceded the 35th IFFI on Monday evening. In all, 14 floats took
part in the parade most of them depicting the Goan culture and traditional
occupations like farming. The first float was depicting the national bird -
peacock and embedded with national flags of different countries and photo
features of old heritage houses from Panaji. The second float was a
traditional float led by Emiliano D'Cruz. (GT)

CHAOS AT KALA: The small capacity, inadequate barricading and a confused
police force contributed to chaotic scenes at the gates of the Kala Academy,
the venue that hosted the inaugural ceremony of the IFFI. Thespian Dilip
Kumar was among the prominent personalities who were caught up in the
traffic jam. Local invitees had got in by 5.15 pm inside the auditorium, and
when the film stars and film professionals reached the venue, they were
surprised that they had to hunt for seats. (H)

OUR FIRST TIME: cm: An exuberant, but tired looking Chief Minister Manohar
Parrikar promised that the International Film festival of India would be a
globally recognized event in the next three to five years. I am aware of
the traffic jams and programme delays. But we are doing it for the first
time, he said. (GT)

GT'S FINAL CUT: From today till the end of the festival, readers of
Gomantak Times will make the cut. The Final Cut. A four-page daily
supplement, which captures the highs, reports the lows and freeze frames,
moments of joy and togetherness that makes IFFI a festival that will
showcase great cinema and cement great bonds.

RELICS VENERATION WILL CONTINUE: The Rector of Bom Jesus Basilica Fr Savio
Barreto has dispelled rumours that the veneration of the Sacred relics of St
Francis Xavier will be stopped to the public on December 2 and three. These
rumours are totally false and misleading, Fr

Goa CM seeks to cash in on festival

PANAJI: Goa Chief Minister Manohar Parikkar is anxious to emerge a hero from
the International Film Festival of India (IFFI) that begins here on Monday,
but he may find himself facing irate home crowds instead, already fed up
with traffic jams and other problems.

Weeks of attempts to renovate the state capital in time for the 12-day event
and the resulting traffic snarls have left citizens with mixed feelings of
irritation and pride at hosting the prestigious event at its new permanent
venue for the first time.

But it all costs money. And the lavish expenditure, estimated to be in the
region of Rs 1.5 billion to Rs 2 billion, has attracted a lot of criticism,
particularly as the state has been facing a heavy debt burden in recent
years.

The Reliance Energy board is meeting today in the backdrop of last weeks
resignations by six of its directors, all of whom were later requested by
chairman and managing director Anil Ambani to reconsider their decision.

Meanwhile, Reliance Energy Ltd has offered to sell three of its power plants
to south India based power companies.

The GVK, Lanco and GMR groups have been approached for the power plants
buy-out. Mandated by Reliance Energy, ICICI Securities has already held
initial discussions with the three players, say officials.

The 220 megawatt combined cycle BSES Andhra Power Ltd., 165 MW BSES Kerala
Ltd and 48 MW naptha-powered Goa power station are up for sale.

Reliance has offered to sell all three projects together to a single buyer
under a comprehensive package deal.

But all the three prospective buyers have shown reluctance to take over the
Goa and Kerala projects. Instead, they have asked the advisor to look at a
deal involving only the Andhra power station.

We are not keen on buying the other two stations (Goa and Kerala)... they
are nothing but lemons, an official with a prospective bidder says.

RE: Goan Voices' of Nov 28 on IFFI: A Cultural Milestone for Goa

It remains to be seen as to whether IFFI is a cultural milestone or a
financial millstone. To me, it doesnt make much sense to think in terms of a
cultural milestone for 'Goa'. We are talking about IFFI not FFG. It
has to be a cultural milestone for INDIA. Let's face it this will be some
time in coming.

For all his brave efforts, our honorable CM is still noted for building the
infrastructure (despite some dabbling in film societies for the past 9
months) and will continue to remain so. After all, he has now created huge
expectations for more of the same (i.e. beautification) in other parts of
Goa. He has yet to make a worthwhile mark on our fim culture.

His main challenge is to harmonise the fissiparous Indian film industry to
back Goa as the Permanent Venue for IFFI. We have seen no sign of that so
far. He has, of course, been visibly obsequious to the IB Minister who
ultimately calls the shots regarding permanent venue. Let's wish the CM all
the luck as the financial viability of the huge investments made may depend
heavily on that decision.

Have you heard a good, fairly original, Goan joke you'd like to share with
Goanet? Here's one which I picked up from someone (forget who, think it
was Jack) in the media circuit. The context is Goa of the early 'nineties,
amidst the backdrop of intense political toppling-games of those
times. (You need to hear this, with all garnishings, in Konkani. It sounds
far better.) Maybe, current day Goa with its one-man Cabinets and palace
coups by stealth, could throw up its own form of humour.

All resemblances with reality are only coincidental and unintended.
THE ILLUSIONS OF POWER
Dr Wilfred de Souza visits the IPHB (Institute of Psychiatry and Human
Behaviour... in less-enlightened times, called the Mental Hospital) when
it was still at Altinho. As he enters, he sees an elderly man sitting
forlorn, and apparently lost in thought.

Like all busy politicians, the good doctor hurriedly and in a
businesslike-manner makes his rounds to inspect the hospital. Everything
seems just fine, even if only prepared so for the scheduled surprise
inspection.

But one thing is a bit worrying. By the time the visit is over, the old
man is still seated where he was, in exactly the same position he was when
Souza entered the hospital. Nobody seems to have disturbed him, and the
man himself seems disturbed by nothing happening in the world.

So, Dotor goes up to him.
'Koso asa? Kitem zala re tuka?' (How are you? What's the matter?)
Silence.
'Tu khoi'suhlo?' (Where are you from?)
Still silence. This is unnerving. Which politician is used to not getting
a reply when he speaks?

'Borem dista attam?' (Do you feel better now?)
Still more of a pregnant silence. Something's got to be done
So, at this, there's a change in tracks.
'Maka vokota? Hanv Dotor Willie deputy chief minister.' (Do you
recognise me? I'm the deputy chief minister, Dr Willie.)

After a short studied silence, the patience replies: 'Kaim nozo. Zatoloi
boro. Hanv hanga bhitor sorlo tenna, aslolo chief minister.' (Never mind.
You'll get better. When I entered this place, I was the chief minister!)

-x-x-x-
Have an interesting joke? Share one of yours! The last great one that did
the rounds on the Net (and still does) was, I think, the Remo
Fernandes-inspired 'When Microsoft (Daktulo Pochpochit) Comes Out In
Konkani'.

St. Francisco Xavier - his life and times (Part 6)

By Dr. Jose Colaco

On his return to his headquarters in Goa, he was as dismayed as ever at the
level to which the Portuguese and the other elite residents of Old Goa, had
sunk. They were quite openly promiscuous, kept concubines, neglected the poor
and needy and were cruel to the servants and slaves. Their corrupt ways, greed
and exploitation of the poor had reached limits, Fr. Francisco could stomach
no more. He saw their behaviour and carryings-on as a betrayal of Christ and
of Christianity. Accordingly, in 1545, he wrote to King Joao III of Portugal
in the strongest of terms. He reminded the King that God had given these far-
flung lands to Portugal not to enrich the treasury of Portugal but to extend
the 'kingdom of God'. He admonished him for not punishing these evil, power-
hungry and corrupt Portuguese officials.

In August of 1545, Fr. Francisco set sail to Malacca in present day Malaysia.
He used the same missionary methods he had developed in Goa and perfected in
South India. He journeyed from Malacca to the islands of the Pacific rim. It
was a series of treacherous sea voyages. The land was not so safe either - not
with the head hunters around. But he plodded on with semingly unlimited
energy. On one of his journeys in these islands, he is known to have lost his
crucifix during a tempest. The distress, which Fr. Francisco experienced, was
intense but short-lived, as his crucifix was found the next day - attached to
a crab which was coming ashore. For the Jesuit and those with him at the time,
it was nothing short of a miracle. He returned to Malacca, where he was
introduced to Anjiro, a Japanese man who had sought refuge with the Poruguese
and was christened as Paolo. This new convert expressed a strong desire to
meet with this Fr. Francisco, a priest all Malacca was talking about. With
his moderate knowledge of Portuguese, Paolo impressed him. This was 'a man
who wanted to know more about the faith'. A conversation with Paolo led Fr.
Francisco to believe that the Japanese might be the most inquiring minds of
any of the lands, he had visited thus far. Paolo convinced Fr. Francisco that
the Japanese would turn to Christ if they were convinced that Christians
practiced what they preached. He made up his mind. He was going to Japan -
despite the perilous seas and the piratous Chinese he would meet enroute.

He returned to Goa in 1548. A new Viceroy, Dom Joao de Castro was in office.
The Portuguese elite and some members of the clergy in the city, still
smarting from the stinging comments about them by Fr. Francisco to their King,
began a smear campaign against the Jesuit. The Viceroy was advised that Fr.
Francisco was a 'meddler' and 'mischief maker', who was 'partial' to his
fellow Spaniards. Upon meeting Fr. Francisco, however, Dom Joao realised that
he was an honest and religious man who had a gripe against the immorality and
corruption among the government officials in Goa. Thereafter, he frequently
sought advice and guidance from Fr. Francisco.

Fr. Francisco formally took over teaching at the College of the Holy Faith in
1548. This college trained secular priests from all over Asia and the eastern
seaboard of Africa. These 'natives of distant lands' travelled back to their
homelands to carry on the work of the Church. ( The majority of priests in Goa
today are secular. They provide for the flock of Goan Catholics in parishes
all over Goa. ) Fr. Francisco's next journey would be to Japan.

The evil ways of the Portuguese officials and elite in Old Goa, the perils of
the numerous sea journeys to the far flung lands, the complicated politics of
the days - some involving the duplicity and cunning of the Portuguese
commandants in those lands - the struggles with the poor fisherfolk on either
side of the Cabo Camurim, the anxiety over the risks these poor people faced
for having converted to the Christian way of life and the horrible massacre of
the Mannars by the Hindus must have caused deep anguish to Fr. Francisco.

The Paravas, however, resisted all the pressure they faced from the
neighbouring peoples. They have remained faithful to Christianity till this
day - a fine testimony to the effort of Fr. Francisco. Conversions from
Hinduism on the Indian subcontinent have mainly been from the lower classes
and castes. It was also a means for the people of the lower castes to escape
the unmitigated, unrelenting subjugation to and humiliation by the upper
castes. After all, the structure of the caste system

Please, could someone explain to me: what exactly was the vision of
Dayanand Bhausaheb Bandodkar? This claim gets repeated a number of
times, and after a while comes to be taken as truth.

Dear Filho de Albuquerque:
Yours is too simplistic a viewpoint, and does serious injustice to the
issue being debated. Dismissing anyone as a crook hardly explains the
complex issues involved. More so, as we all know that in the 'sixties
(compared to the current day) people hardly entered politics as a source
of making a fast buck.

Whether it was Dayanand Bandodkar or Jack Sequeira, both firmly believed
that they were in politics for deeper reasons. They believed in an
ideology, even if you didn't agree with it! In Bandodkar's case, this
would have been ushering a capitalist revolution (as against the
semi-feudal strongly stratified society prevalent) and affecting a
structural change in shifting power away from the traditional elites
towards those in the middle of the structure (defined both in caste and
communal terms, even if somewhat simplistically and camouflaged under
broad terms like the 'Bahujan Samaj').

All that I have argued in my earlier post is that I disagree strongly with
claims that Bandodkar had any grand vision for Goa or was a statesman (as
gets widely accepted in today's political discourse). But to argue that he
was Bandodkar D' Bandido as your subject-line simplistically puts it, is
far from reality. I guess you didn't like Bandodkar's politics... and
probably never understood it.

BTW, I'm reverting back to the earlier subject-line of this thread, to
avert another thread-hijacking attempt, and ensure against further
slander-by-selecting-changing-of-subject-line ;-)

Even the modern day political robber-barons are playing a political role
in terms of allowing one or the other business lobbies to get a foothold
and grow in Goa. Take the case of many of the 'nineties politicians, who
filled their own pockets while allowing real estate to drastically change
the skyline and economics of Goa. Even Parrikar's rule, while many of us
may see it merely as a communally-defined gambit, is attempting a
redefinition of power-sharing within Hindu Goa.

BTW, I was intrigued by your nome d'guerre. Is your dad 500+ years old?
You do seem to sound like someone I know... and so is your modus operandi

From The Far Eastern Economics Review
 Issue cover-dated November 04, 2004
 ASIA LIFE: HOT STUFF
 Journey to Asia
 By Alex Ortolani
It's hard to imagine Asian cuisine without chillies. Gone would be
India's famous curries, Hunan's spicy General Tso's chicken, or the
 fiery dishes of Thailand.
But despite its wide use in Asia, the chilli, which is the fruit of
plants of the Capsicum genus, originally came from South America. It
made its way to Europe via Spanish explorers in the 15th century, and
was later brought to India and Southeast Asia by Portuguese and Arab
spice traders. As Nils-Bertil Wallin of Yale University notes, one
botanist of the 16th century referred to chilli peppers from the
Indian region of Goa as Pernambuco Peppers, after the area in
 Brazil.
Tracking the chilli pepper from Southeast Asia to China and Japan is
more difficult. Some say Portuguese traders brought it, but Indians
and Arabs had been trading with China long before Europeans arrived.
Furthermore, Hunan and Sichuan provinces, where recipes are full of
chilli peppers, did much of their trading through the Silk Road, not
 coastal routes.
There are various species of chilli now grown in Asia. The cayenne
variety is widely used in India, and the spicy Thai Dragon and bird's
eye chilli give a kick to many dishes. Part of the chilli's popularity
is due to the fact that it dries well, is slow to rot and is good for
roasting. Chilli farmer David Webb also attributes the fruit's success
in tropical Asian countries to the weather. Eating chillies causes
people to sweat, he says, thus turning up the body's natural
 air-conditioner

THOUGHT FOR THE DAY: Gelolo portun enam. (No one goes away and then
comes back.) domnic fernandes [EMAIL PROTECTED]

EXPOSITION 2004 PHOTO FEATURE: A small photo feature on the Exposition
of the Sacred Remains of St Francis Xavier which opened at Old Goa on
November 21. Please Check at
http://goacom.com/goanow/exposition/Exposition2004.htm

These
rumours are totally false and misleading, Fr Barretto told Herald.

I believe Helga is referring to the Iraq's Faw
offensive in 1988. For the last few years of the
Iraq-Iran war, Iraq pretty much lost all the Iranian
territory it captured in the early 80's.
For most people in the middle east and for the US, the
prospect of an Iraqi defeat to the Iranian
fundamentalists was a very scary proposition.

The US and the west in general conveniently ignored
the fact that it was Iraq that started the war. It did
not matter, afterall, secular Iraq was fighting the
islamic fundamentalists in Iran. As a child growing up
in Kuwait, we accepted that this was a necessary
war. Likewise, we (and the US) did not really care
that the Kurds were gassed in Halabja. Saddam was in
effect given carte blanche by the world and the US to
do what was necessary to win the war. Likewise, the
gas attacks on Iran's soldiers was considered
acceptable. The use of WMD and genocide was apparently
acceptable so long as it was in the name of fighting
fundamentalism, but can be conveniently redefined as
such, some 20 years later.

India which was heavily involved in setting up and
training Iraq's airforce, pulled out all its staff
from Iraq at the start of the war in 1979 in order to
maintain its strict policy of neutrality. Several of
my classmate's friends whose families were posted or
due to be posted in Iraq by the Indian Air force had
their Iraq assignments cancelled.

Conversely, there has been much speculation that the
US stepped in to provide Iraq intelligence information
when things began to look bad for Iraq. In 1988, when
it seemed that Iran was on the verge of capturing
Iraq's Faw peninsula and thus cutting of Iraq's ocean
access, the Iraqies launched a sudden surprisingly
well planned counter offensive that routed the
Iranians and pushed them back deep into Iranian
territory. Iraq's victory was stunning. It is believed
that US intelligence and satellite imagery helped Iraq
win this crucial battle.

Within months of this victory, Iran agreed to a cease
fire. Until this defeat, Iran did not accept any
ceasefire and was aiming for absolute victory and the
overthrow of Saddam.

US aid for Iraq in the gulf war was also prevalent in
other ways. Due to the bad shape of Iraq's ports, much
of Iraq's oil was implcitly re-exported via Kuwait,
which in turn was secured by the US navy. The US
navy's role was to protect Kuwait's tankers from Iran'
navy and sea bourne mines.

It is amazing how time changes alliances. Your phony
friend of today become your phony enemy tomorrow,
thanks to a phony war on terror.

Oddly, post 9/11 we used to read a lot of articles
 on the role played by
the west in bring this 'evil man' Sadaam to power
and once the NYT had a
small article about how the CIA had supplied
 satellite imagery to Sadaam
showing the movements of the Iranian troops as they
 approached and probably
were poised to take over the small coast that Iraq
 possesses. For Iraq,
losing that would have spelt doom or so the article
 said. The images gave

Dear Fred,
I will intersperse my comments to save on repetition. Samir's comparison of
Parrikar and Hitler does not stand to reason. Those two are/were national
leaders who made their own laws and rules. Parrikar was never a Federal
leader and has got himself re-elected as per rules not framed by him. One
may not agree with hias tactics;but he has definitely not broken the rules
of the game. So I will ignore Samir's emotional oubursts. They defy logic.
...
 From: Frederick Noronha(FN) [EMAIL PROTECTED]
Of course it would be unfair to blame Bandodkar alone; but then let's not
make him a demi-god in Goa's political history. If anything, politicians of
that period seem larger than life because critical studies of their roles
are yet to be undertaken.

Miguel: As you have pointed out below, the long serving Jt.Secretary to the
Governor of Goa has obtained his doctorate on a thesis on Bhausaheb years as
CM[1963 to death].He is not a demi-god. To many poor Goans he is God
incarnate! That he would not have survived the present day politics is
another matter. We would fail to recognise God if he moved next door.

Bandodkar (and Dr Jack Sequeira) aided the communal polarisation of Goan
society in the 'sixties. If they hadn't to shape things, the situation
might have been quite different.

Miguel: Communal polarization was a colonial hangover. It was not totally
communal, at that: the Portuguese-speaking Hindu Saraswats and the Catholics
always ganged up against the bahujan samaj that Bhausaheb championed. Read
the names of United Goans and it will be quite revealing. Ditto for the
later day Konkani agitation. It was perhaps because of this that my father
was an ardent Bhausaheb supporter while being a strong votary of Konkani[
much to the dismay of his Portuguese speaking, UG party supporting
relatives.]

His style of governance was a vast improvement on its predecessor -- not
unexpectedly, given that the latter was a colonial dictatorship which
allowed for no civil liberties, let alone face the pressures of electoral
politics.

Miguel: If you remove PIDE and Agente Monteiro, the Portuguese colonial rule
was not all that bad. There was a nominated Parliament in Panjim, too. One
did not elect one's leaders; neither were legislators manipulated by money
and muscle power. the Regidore was quite as efficacious [if not efficient]
as the Municipal Commissioner of Panjim today. Just take stray cattle ,pigs
and dogs as an example and you will see what I mean.

If one reads N. Radhakrishnan's biography of Bandodkar, the oft repeated
claim that he was a chief minister with a vision comes quickly unstuck.

Miguel: A major part of Dr.Radhakrishnan's research on Bhausaheb is said to
be vicarious. It may not be wrong to suggest that he is in good company as
far as Ph.D from Goa University go. As per one thesis, earthworms thrive in
mining reject dumps. Some computer professionals may even believe this.

What do others feel on this issue?
Re Parrikar, I don't agree with the way Miguel has posited the issue. The
question isn't whether a Luizinho, Sardinha, Jitendra or Rane is better.
Yes, we in Goa have an acute lack of political vision. In large measure,
we need to blame ourselves; we have failed to articulate our collective
interests in a way that makes long-term sense, and we are quick to fall
for divide-and-rule politics. In addition, the dominance of politics for
the last quarter-century by the same clique has left hardly any choice to
 choose from.

Miguel: That's the point. Currently,PARRIKAR IS THE BEST. Or, if you prefer,
CURRENTLY, parrikar is the best. There is no escaping that
conclusionunless one imports a NRI CM and hires 21 MLAs on a 5-year
contract with severe penalties for premature termination of contract. I do
not believe that is the alternative model you have in mind.

 But that's not the point.
Parrikar has built up a group of cheer-leaders, whose words he has by now
come to believe himself. A largely uncritical media helps to further
create a larger-than-life image. **He runs a one-man government, the
impacts of which would be felt by a Goa over a long period of time.** The
real question is: how does his public image compare with the reality?
Studying this closely could throw up interesting answers.

Miguel: I fully agree with one sentence of yours above. It is technically
wrong[ as he does have a cabinet, that he was forced to prune by law], but
functionally almost correct. His public image is of a bush-shirt and chappal
wearing , no nonsense, plain-speaking man

MONSG. DALGADO ACADEMY.
During my recent visit to Goa I had a privilege to attend the meeting
convened by the people connected with Monsg. Dalgado Academy. It was in
Panjim at TB Cunha Hall in the first week of October. It was well attended
by the Romivadis including priests and noted writers and tiatrists. While
speaking, the president Mr. Tomazinho Cardoso applauded the Gulf Goans for
helping Konkani movement in Goa especially during the language agitation and
repeated it by saying that amongst the expatriate Goans only the Gulf Goans
have helped Konkani movement. Yes, it was a fact, among the Gulf Goans,
Kuwait Goans have helped Konkani movement the most. It was very tragic that
expatriate Goans beyond the Gulf area remained silent on this important
issue during those turbulent days of Konkani agitation. Goa without Konkani
is like a dead body without a soul. Those who claim to be the promoters of
Goa they should know that Konkani and Konkani alone will keep Goa intact as
Goa. Recently very many expatriate Goans from beyond the borders of Gulf
are highlighting their views in electronic media on Goa and from their
statements and activities as depicted in the electronic media it looks they
have lot of concern for Goa. But, if I go back to a few years, I just
cannot imagine why these very same people remained silent on Konkani issue.
Were these expatriate Goans beyond the borders of Gulf too small sucking the
breasts of their mothers when Goa’s Konkani was in need of their help? Or
they disliked Konkani but liked Goa minus Konkani?

To support the cause of Konkani and to get statehood for Goa all the
Romivadis joined together and raised their voice in unison. Their
sacrifices made for the attainment of official status for Konkani and
thereby statehood for Goa were enormous. All the Konkani martyrs who laid
down their lives for the cause of Konkani were Romivadis and not a single
Nagrivadi. During the language agitation in mid eighties overwhelming
majority of people who used to participate in the rallies and meetings in
Panjim were Romivadis and very few Nagrivadis. The very many Konkani
agitationists and activists who got Police lathis on their backs like young
turk the late Pacheco and myself were Romivadis and very few Nagrivadis like
Gurunath Kelekar and Damodar Mauzo. The money that poured in Goa for helping
the movement of Konkani was from the Romivadis. All the cash flow came from
Kuwait and other Gulf areas belonged only to the Romivadis. Only the
microscopic minority in the non-Romivadi group supported the cause of
Konkani movement but WHILE ENJOYING THE BENEFITS OF KONKANI SUCCESS IT WAS
THIS MICROSCOPIC MINORITY KNOWN AS NAGRIVADI GROUP WHO GOT EVERYTHING ON
SILVER PLATTER. Agitation, money, martyrdom came from Romivadis but benefits
gone to few Konknivadis known as Nagrivadis and these Nagrivadis are become
so thick skinned that they don’t even think of the sacrifices made by the
Romivadis for the attainment of success for Konkani. I cannot believe how
ungrateful these Nagrivadis are. The Sahitya Academy Awards are become the
monopoly of these Nagrivadis. The imposition of Konkani of the Marathi type
is under the discretion of the few Saraswat Brahminic Nagrivadis. They
think they are the pundits of Konkani just because they know Nagri Konknni
because of their primary education in Marathi. The Konknni they imposed on
Goa is Marathik Konknni meant to suit their own benefits. By doing this, I
get a feeling that these Nagrivadis want to play a communal war by
side-stepping Christians. May be this is one of the reasons many of the
Christians are getting frustrated in Goa and because of this frustration
they are leaving Goa and migrating to other countries. If this is the case
then I am sure it will be a big boost for de-Christianisation of Goa by the
enemies of Christians. The efforts of Christians in protecting and
promoting Konkani cause are really enormous. In the Church they followed
for centuries Konkani while in the temples and mosques Konkani was
discarded. The Christians kept Konkani alive in Dramas in the form of
Tiatro while in Nattoks Konkani was totally forgotten. Christians kept
Konkani alive through their Konkani writings in Roman script while
Nagrivadis used Marathi more. If at all Konkani is kept alive till today it
is only because of the Christians and to discard them just because they
write in Roman script is not correct. Very many of the Nagrivadis still
think that Roman script writers are of low standard and as such they

Govt cautions wedding service providers against tax default
UNI New Delhi Nov 29: The finance ministry today warned service providers
like mandap keepers, pandal and shamiana keepers and outdoor caterers for
wedding functions to duly charge service tax and deposit it with the
government, failing which penal action would be taken. The premises of
service providers may be surveyed and searched, an official release said.

During the peak wedding season, ministry of finance has issued instructions
to all the commissioners of central excise and service tax to issue notices
to service providers who are rendering taxable services relating to
marriages and not paying due service tax on the full value of services
charged by them from their customers, the release said.

It said the Central Excise and service tax officers have been directed to
keep strict vigil on the service providers who are rendering taxable
services during the busy marriage season. The taxable services relating to
solemnizing of marriages are mandap keepers, pandal and shamiana keepers,
outdoor caterers, photographers, video recording services, beauty parlours,
travel agents, tour operators and rent-a-cab operators. These service
providers have been asked to collect service tax at the rate of 10 per cent
and education cess at the rate of two per cent from their customers and
deposit the same in the bank.

These service providers have been warned that if they do not collect due
service tax from their customers and deposit the same, they are liable to
penal action, the release said.

I just finished reading an article at

which had the following:

---
Once upon a time, a poor widow sends her young son
Hans into the village to fetch a simple meal, and
along the way into town he discovers a lump of gold.
Thrilled, he heads back home to show his mother his
amazing good luck. But no sooner has he started back
than he meets a knight who persuades him to exchange
the gold for the knight’s steed. “The better for
plowing!” the knight assures the boy. Further down the
way, a farmer explains that the widow can’t eat a
horse, so why not exchange the horse for the farmer’s
cow? After making this seemingly reasonable bargain,
the boy continues home but then meets up with a
neighbor carrying a goose under his arm. Of course the
widow wants a meal today, says the neighbor, so why
not exchange cow for goose? Done. Finally, nearly
home, he meets up with a boy who tells him that if he
exchanges the goose for a whetstone he can keep his
knife sharpened for slaughtering any number of geese
in the future. Done again. But when he gets home he
notices the clumsy stone in his pocket and, puzzled at
its presence, throws it away before crossing the
threshold of his home, none the sadder and certainly
none the wiser.

Anyone who has followed the path taken by Protestant
theology in the past two centuries, and by Catholic

equal-opportunity legislation, at least here in Aussie

As far as I know, the name of Panaji's waterfront road is Dayanand Bandodkar
Road, and Mahatma Gandhi Road (or MG Road) is the one which goes from the
old Secretariat building (Idalcao Palace) westwards, passing by the Azad
Maidan. The two roads run parallel to each other. Am I wrong?

GOA BUILDS A ROAD PAVED WITH GOLD... ALMOST

 From Pamela D'Mello
 asianage at sancharnet.in

Panaji, Nov 27: For an Indian road it comes paved with gold, almost. At Rs
6.5 crore (Rs 65 million) a kilometre, the four laning of Panaji's
waterfront Mahatma Gandhi Road has come at a collosal Rs 52 crore (Rs 520
million) for an eight kilometre stretch.

As Goa's Rs 120 crore (Rs 1200 million) International Film Festival of
India-related expenditure comes to completion in this quaint state
capital,
the opposition Congress have called for financial disclosure of what
they
 term as an extravagant waste.

An average road costs Rs 15 lakhs (Rs 1.5 million) a kilometre, says
former
Congress MP Shantaram Naik, as Opposition members made a strongly worded
criticism of the public money spent over IFFI, almost all of it in chief
minister Manohar Parrikar's constituency of Panaji.

Some 2000 ornamental and street lamps have been imported from Belgium at a
cost ranging between Rs 60,000 to Rs 150,000 each, while Rs 20 lakh (two
million rupees) have been spent on three lights at a temporary jetty.

We are not against IFFI, and will pursue its permanent hosting in Goa.
It's
the modus operandi of the chief minister we object to, Congress' party
president in Goa Luizinho Faleiro said at a press conference here.

Money has been burnt without the approval of the legislature,
disregarding
the Opposition, NGOs and permissions required under the law of the land,
he
charged, Rs 100 crore (Rs 1000 million) worth of existing buildings and
infrastructure were demolished to hurriedly make way for a new Rs 24 crore
(Rs 240 million) multiplex, currently being operated by INOX Leisure Ltd.

With that sort of money one could have built 10 Apollo hospitals, 200
kilometres of road and 500 health centres, Mr Faleiro said.

A Rs 25 crore (Rs 250 million) upgradation of the state's Kala Academy --
three quarters of it spent to put in projectors the use of which after the
film festival is still unclear -- and Rs 135 lakhs (Rs 13.5 million) on
nine
plasma televisions, audio and cooling equipment has similarly raised
 eyebrows here.

Panaji's upgrade is beginning to rankle as comparisons are made between
cratered roads in tourist hub areas of Calangute, interior village roads,
and
 erratic power and water services.

A Rs 28 crore (Rs 280 million) new Secretariat and Rs 36 crore (Rs 360
million) on a new Legislative Assembly complex are some of the more
expensive Goa government projects in recent years in a state which has
growing financial difficulties and a debt burden. (ENDS)

This is not for raising a dispute with Samirbab again. This same question
was asked to me in person. I asked a lawyer. The answer to a PIL was NO. The

This afternoon, I met Tony Barreto of the Goa Social and Cultural Centre,
the organizers of the Mando Festival. Parrikar has offered Goa Social and
Cultural Centre office premises on a nominal rent of Re.1/-. Tony was
hesitant to accept it. This is a study in contrast. Anyone would grab such
an opportunity.

I spoke to Tony about the Gomant Vishwa Sammelan and the possibility of
including Mando in it. He writes off GVS as a sham. What about bootleg
culture being presented as Goan culture in the vacuum? Who is responsible?
If the high priests of culture seat on high horses and will not present the
real culture of Goa, they deserve to see the bootleg version being dished
out before their very eyes! The Mando Festival is presented in Don Bosco
Hall that is better suited for Pretty home exhibitions than a musical
programme. The Gomant Darshan is presented in Dinanath Mangeshkar Kala
Mandir when it is better suited for a natak ghar in Dapoli or Khed. Who is
to blame? Parrikar? RSS? or the self-appointed custodians of Goan culture?

My apologies for an error that creeped into my recent posting on the Mando.
The grant for Shwaas is not Rs.3.5 lakhs..it is Rs.21 lakhs...perhaps
more money than the Goa Social and Cultural Centre has ever handled in all
its time!

We did have some positive interaction about the way forward. I hope the Goa
Social and Cultural Centre will not remain with its anachronistic views.
Money is not an endit certainly is the means to success in a capitalist
world. We are living in a world with almost no surviving communism.
Communist parties yes, communism,NO. It is all about money, honey.

Viva Goa.

Good news for Goans travelling to Goa for Exposition and X'Mas.
As per the information, Indian Airlines will be operating 3 additional
flights to Goa on 12th, 19th 22nd December apart from the normal two

many of our Goans who find it difficult to travel to Goa during this season.

IFFI-Goa to get global recognition within 5 yrs: CM
NT Staff Reporter

Panaji, Nov 28: The Chief Minister, Mr Manohar Parrikar today said that the
state government has completed the required infrastructure facilities for
holding the 35th International Film Festival of India (IFFI) within eight
months and fulfilled the assurance given to the directorate of film festival
(DFF) for holding the festival in Goa.

Addressing a press conference at the IFFI conference hall at Kala Academy
this afternoon, Mr Parrikar said the state government was committed to
achieve success like Cannes film festival within next four to five years and
that nobody should think that Goa is interested in becoming replica of
Cannes.

I have confidence that within next four to five years IFFI-Goa will get
prominent recognition globally, Mr Parrikar said.

Mr Parrikar said Goa was initially selected as the festival venue by the
former IB minister, Ms Sushma Swaraj, when she visited Goa for election
campaign two years ago. The core committee of the ministry has also favoured
Goa as an ideal venue for holding film festival and Kala Academy and Campal
area was selected by the members of this committee in 2003.

Mr Parrikar said the Centre has decided to make Goa the permanent venue for
IFFI. He further said that these views were reiterated by the Union Minister
of Information and Broadcasting, Mr Jaipal Reddy during a meeting last month
in New Delhi.

He said in spite of change in the government at the Centre, the central
government stood firm on Goa being the venue for 35th IFFI, even though some
locals were disappointed.

Stating that while fulfilling the assurance over creating facilities for
IFFI, Mr Parrikar said the government has also added some more
infrastructures for Panaji city, which was of paramount importance. The
state government has spend around Rs 50 crore on creating IFFI
infrastructure, while another Rs 30 crore has been spent on beatification of
the city.

Mr Parrikar said since this is being first IFFI is being organised in Goa
there might have been some inconvenience to the media persons and delegates,
but assured to resolve the difficulties by tomorrow.

Stating that there were no differences with the DFF, Mr Parrikar said since
bureaucratic tangle is attached to government departments, the things are
not moving fast. In order to avoid the bureaucratic angle, Mr Parrikar said
the ESG was established by the government so as to expedite the mater. The
festivals such as IFFI should be free from red-tapism, Mr Parrikar said.

Mr Parrikar said a hospitality counter would cater to the needs of the media
persons and delegates from tomorrow. To a question, Mr Parrikar said state
government was spending around Rs 6 to 7 crore on the IFFI.

World acclaimed --Goa ---Indias tiniest 25th State

dominion (1510 - 1961) OR Kashi of the South
reflecting its age old temples in the central and ghat

1961) witnessed a grande parade of eight pageantry
floats with the lead float a tableau depicting a Bird
and the IFFI logo (unfortunately placed at the rear)
with preety young girls daintifully dancing atop from
the Pato end end (east of the capital city of Panaji)
meandering its way along India's longest promenade
adjoining the Mandovi river at 1510 hrs on the opening
day 29th November,2004 of the 10 day pageantry of 35th
Indian Film Festival Goa 2004.

The crowds lined up on both the sides today being
declared a half working day.. The North Goa MP Mr
Shripad Naik and the Chairperson of the Corporation of
City of Panaji Mr Ashok Naik flagged the parade.

Many were taken up by surprise at the float parade
many newsmen of National and iternational media
quizzed MP Shripad Naik the Chairman of the Organising
committee the reason why the Carnaval floats were on
display. Mr Naik was at pains to explain that it was
not a Caranaval parade alone but also depicted the
shigmo mell etc which also is a part of Goan culture
There was a farmers and agricultural household the niz
goencars (gawda float ) and as usual the dance groups.

Children men women stood alongside the freshly laid
pavement looking cheerfully as the parade depicting
Goan cultural aspects passed by the Adil Shah Palace
now in vacant possession until its new tenants arrive,
the Hotel Mandovi Bhagwan Mahavir Park (Children's
Park) the IFFI main office (Old GMC heritage complex)
Several of them were seen on roof tops and the famous
Hotel Mandovi, there were several Indian and foreign
nationals as well

The parade converged at the Main venue of the
Festival the 945 seat restructed and renovated Kala
Academy amphitheatre

At around 1730 hrs there was a big crowd at the Kala
Academy there were in addition to the delegate passes
for which those that had some connection with films
etc could apply for on paying a fee of Rs 200/- an
invitation card issued but unfortunately the cards far
exceeded the seats.

The Chief Minister Mr Manohar Parrikar was quizzed by
this writer for the reason for issue of excess
passes, but he pleaded helplessness and as a way out
promised them a separate viewing in the adjoining
theatre on screens. This was accepted much to the
dismay of the genuine visitors.

This writer contacted some of the delgates and they
fumbled for not having been assured to the seats
what does reservation for VIPs mean ? asked Andre
Nicolai and Ricarda if are to stand out and watch on
screens we might as well watch on the national
telecast too night.

Outside the gates numerous delegates could not get a
glimpse of the function. One of the reasons for the
chaos was that the locals had taken a sizable passes
to distribute to their political supporters. It was a
last minute decision to hold the function indoors when
ace musician Mr A Rehman insisted on indoor
performance, as a against an outdoor performance which
could have benefitted many.

The noted film personalities were Ms Shabana Azmi Mr
Javed Akhtar were prominent so also Mira Nair was seen
moving around with fellow citizens from her state
pleading for entry.

Since 1952 when the first festival was held in India
this is the first time it is being held in Goa

Meanwhile The Hollywood Chamber of Commerce which
consists of owners, managers, presidents and other key
representatives from a spectrum of businesses and
organizations around the Hollywood community, credited
the Hollywood Sign and the Walk of Fame, a Mr David
Smith surp[risingly confirmed via email to this writer
the Hollywood stars will not be attending

There are several programmes lined up for the 10 day
event outside the main venue Kala Academy and the
Childrens Park.

The entire venue was kept under surveillance of the
Central Reserve Police and Goa Police a total of 500 .
The Union Minister for Information and Broadcast
Mr Jaipal Reddy the thespian film actor Dilip Kumar
were all present and also Amir Khan.

Chief Minister Manohar Parrikar speaking to news man
said that Goa was not a replica of Cannes we have our
own identity, the infrastructure for the IFFI is in
place we have added more for the tourism aspect as
well. He said that there is no doubt that Goa will be
a permanent venue despite opposition from the local
government.

Agreed. That's a mischevious heading. But thanks to the IFFI, a handful of
films from Portugal (five to be precise) will be making their presence felt in
Goa.

35th IFFI is screening a special 'retrospective' on Portuguese films. The films
being screened are:

* Adao e Eva / Adam And Eve 1995, 35 mm color 104 minutes
Director: Joaquim Leitao
This film is about a bisexual TV reporter Catarina Menezes who decides to have
a baby without the interferences of a father. She plans to seduce a Spanish
humanitarian doctor, Rafael, in order to have the child. It all works out until
her current live-in girlfriend finds out that she is pregnant and gets very
upset. She tells her that she is about to make her life a living hell. With all
this going on in her life, she takes comfort in the arms of a fellow journalist.

* Hell/Inferno 2002, 35 mm, color, 100 minutes
Director Joaquim Leitao
A group of ex-special commondos of the Portuguese Army is surrounded by a band
of Spanish drug traffickers accidentally. The old soldiers will have to forget
their quarrels to be united and remember the old times with the objective of
saving the lives of two of them who have been taken hostage in a dark brothel
off the highway.

* Temptation / Tentacao 1997, 35 mm colour
Director Joaqum Leitao
Father Antonio decides to help Lena, a drug addict in prison. The friendship
between the two becomes so strong that it angers the inhabitants of the small
Portuguese city of Vila Daires. When all seems to go well, a tragedy hits
Lena's family.

* Gold River / O Rio do Ouro 1988, 35 mm, colour 135 mins
Director Paulo Rocha
An old couple mary and live on the river, where their neice Melitta is rescued
by Antonio. Carolina is desperate with jealousy and seizes the opportunity to
discover the secret of Melitta who a gipsy goldsmith had seen before fleeing.

St. Francisco Xavier - his life and times (Part 5)

By Dr. Jose Colaco

Upon arrival, Fr. Francisco walked over to the Hospice and took-up his
residence there. He then had an audience with Bishop Juan de Albuquerque, in
order to explain his mission to him. Fr. Francisco also presented his
credentials as a Papal Nuncio, to the Bishop. But he offered his services
entirely at the disposal of the Bishop's command and guidance. The Bishop,
recognising Fr. Francisco's sincerity and humility bade, him to go forth and
serve according to the dictates of his heart and conscience. Fr. Francisco
made Old Goa his headquarters.

From his base at the Hospice in Old Goa, Fr. Francisco commenced his
missionary work with astonishing zeal and with amazingly little rest. During
the course of a normal day, he would be nursing the sick, comforting the dying
and administering the Sacraments of Penance and Holy Communion to them. He
would then visit the prisons where he often counselled the inmates to repent
for their sins of the past and change their way of life. He would then proceed
to the Igreja da Nossa Senhora in order to teach the little children to pray.
Similar classes were also held for adults. Fr. Francisco was well known in the
city as the priest who called upon the people of the town to prayers - by
walking around the streets and ringing the bell. He celebrated Sunday Mass at
the Igreja before proceeding to the Home for the Lepers on the outskirts of
the city. There he would administer Communion to the lepers after
administering the Sacrament of Penance.

Fr. Francisco preached in Portuguese and his words had to be translated into
Konkani, the native language of Goa, as Portuguese was not understood by many
Goan residents of Old Goa. Fr. Francisco attempted to overcome this language
barrier by setting-into-tune most of the common prayers and teaching. He had
also brought with him from Europe, a printing press but was unable to set it
up. Inspite of their inability to fully comprehend what Fr. Francisco was
preaching and teaching, a large number of Goans were overwhelmed by this '
holy man ' and his simple, humble, selfless and saintly ways. These Goans
converted to Christianity and swelled the church attendances. The set-tunes,
too, had become very popular among the Goans - they were heard singing
these 'songs' even as they worked with their fishing nets and in their rice
fields. They were also very popular with the little children. This state of
affairs, of course, delighted Fr. Francisco, very much.

He had also been approached about the development of the College of the Holy
Faith, for the spiritual education of citizens of various nations. It was
envisaged that these men, of different races and nations, would return to
their homeland and spread the Word to the natives of those lands. Fr.
Francisco was an obvious choice as a director. He had already served as a
professor in Paris. He, however, was unable to assist in this project, at this
time. He was commanded by the Portuguese Governor of Goa, Dom Martim Afonso de
Souza, to proceed to the Fishery Coast of South India.

This is a curious turn of events. A mere four months after his arrival in Goa,
he was commanded to leave and go elsewhere. There was work he had commenced
and there was no replacement yet. Besides, there was more work to be
accomplished in Goa. He was barely over the hurdle of Konkani and did not have
a clue of Tamil or Malayalam - and yet, this hurried departure from Goa. It is
true, that the Portuguese had a vital spice interest to deal with in South
India; but the exit of Fr. Francisco may have served another purpose. Were his
sermons and admonishments becoming too much of an interference in
the 'Portuguese way of life' in Goa ? Was this tiny Jesuit touching a raw
nerve among them or was he 'rocking the boat' a bit-too much for their
comfort ? Was political pressure applied from within Goa to ensure Fr.
Francisco's absence from Goa ?.

Fr. Francisco left Goa for the Fishery Coast at the end of September 1542. In
his letters to Rome, he records that he is being sent to Cabo Camurim or
present day Kanya Kumari - the southern most tip of India. He was concerned
about the perils of the sea voyage and the heat. But he overcame his concerns
by accepting these perils and hardships and making them a source of comfort
and consolation for him.

IFFI in Goa, Cannes style
Screenings on beaches and a film festival on riverbank, a la Cannes, are
the special attractions of the 35th International Film Festival of India,
which starts Monday, November 29, in Goa.

Veteran actor Dilip Kumar will inaugurate the festival with Union
Information and Broadcasting Minister Jaipal Reddy as one of the chief
guests.

A R Rahman's musical show, based on compositions of Subhash Ghai's film
Kisna, will follow. About 60 musicians will accompany him.

Mira Nair's Vanity Fair will be the first movie to be screened. The new
Hollywood release, Alexander, will battle for eyeballs on the closing day,
December 9.

The state government's Entertainment Society of Goa has created a
beautiful ambience along the Mandovi river in Panaji for the festival. A
glitzy multiplex and the newly-renovated Kala Academy complex are salient
features.

The riverside on the Dayanand Bandodkar Marg will be converted into a
film festival venue. Film professionals can meet, interact, debate and
exchange experiences here, says IFFI Director Neelam Kapur. Goa would be
the ideal permanent venue for IFFI, she feels.

Hollywood stars could not be contacted to attend the festival due to time
constraints, say the organizers.

At least 200 films and 2000 delegates are expected, mainly from within the
country. About 800 delegates and 90 films are confirmed as of now.

Besides important films at the four-screen multiplex for the juries, IFFI
will also screen Indian and regional films in other theatres.

India go down to Spain
November 28, 2004 18:05 IST

India squandered a two-goal lead to go down 2-3 against Olympic
semi-finalists Spain in the first of the two-match hockey Test series in
Chandigarh on Sunday.

A rollicking start saw the hosts going up 2-0 by the 18th minute but the
Spaniards bounced back to level the scores in the first half itself.

Eduard Arbos scored the winner just three minutes before the final whistle
of the match that was played as part of preparations for next week's
Champions Trophy in Pakistan.

Sandeep Singh's penalty corner conversion gave the team a 1-0 lead in the
14th minute before Hari Prasad swelled it further with a field goal four
minutes later to put the visitors on the back foot.

But Spain got their act together, despite being under tremendous pressure,
and levelled the score within a span of four minutes.

Santiago Freixa's double strike in the 26th and 30th minute took the teams
to the half-time with a 2-2 scoreline.

India paid the price for failing to capitalise on some easy chances after
the break as the visitors grew in confidence and kept on attacking the
Indian defence with some well executed moves.

Immediately after resumption, India wasted as many as four easy chances.
Poor finishing made their task all the more difficult and prevented them
from taking the lead against the Spaniards who looked a lot more composed
in the second half.

India's failure to put up good defence in the dying stages proved costly
yet again as Arbos scored just minutes before close, much to the delight
of his teammates.

Poor conversion of penalty corners continued to haunt the hosts who scored
just once from the four penalty corners they earned during the match.

Spain also had trouble in converting from set-pieces, missing all the
three penalty corners they got.

Captain Dilip Tirkey went off the ground for a few minutes during the
match due to an ankle problem and his temporary absence compounded the
problems for the Indians

 You said

The issue is 95%+ of Popes, Cardinals, Saints are European. No
equality for non-Europeans. In
addition, the Papal election is a MALE exercise where over 50% of the
Catholic population are

Maybe you could try and find out WHY Jesus had all 12 Male

Maybe you could first start with God and ask him why he is Male ?

Parrikar's nailing the opposition leaders comes out of a sense of convenience,
rather than conviction. For instance, Monserrate is not targetted because
he is needed for the support.

But more than that, the extravagent spending of money and giving out contracts
to his buddies without any proper procedures makes Parrikar hardly any different
from previous corrupt CMs. The misplaced priorities that choose to ignore
more important concerns such as employment for people further worsens the
situation.

I can sense that some
people are getting carried away by the glitter of IFFI and
the new road. But if you go a bit deeper, not get carried away by the
stars, the starlets, and the glitter and
ask the question: is this worth it, is this going
to bring back returns, and more so how it is going to help the local people,
you will not find right answers. Much more could have been done with Rs. 150
crores. Thousands could have been given employment thus improving the
standard of life of an average Goan rather than that of
only his buddies and those
who own the 5 star hotels.

The worsening position of the Goan economy is Parrikar's legacy that future
govt.s will have to deal with.

of their write-ups, which is:

The need of the hour is not to fix the blame but to
chart the course for the future. But one cannot
forget and forgive what has been happening to Goa at
the hands of our political fathers.

Parrikar, if he is seriously working on the X-Files,
is an excellent news for Goa and Goans. Someone had to
do it. We thought that the whole dirty bag will be
left for Goa Su-Raj to open and give it a thorough
airing. We do hope that Parrikar will also spruce up

R V PRABHUGAONKAR/TIMES NEWS NETWORK

PANAJI: Chief Minister Manohar Parrikar has got his
hands on some `X Files' and is ready to dynamite
three
former CMs.

Sources in the state administration say classified
information on irregularities committed during the
tenure of the last three chief ministers have been
collected by the secretariat on instructions from the
government.

With this, Parrikar is trying to keep his promise to
Goans to eliminate all `Narkasuras' (symbol of all
evil) plaguing Goa politics, before Christmas. Former
chief ministers Luizinho Faleiro and Francisco
Sardinha of the Congress and Wilfred D'Souza of the
Nationalist Congress Party are said to be in the
list.

Parrikar has gone on record to state that he has
enough information and evidence against some elected
representatives. It may be recalled that he had
nailed
three Congress stalwarts -- Dayanand Narvekar,
Somnath
Zuarkar and Mauvin Godinho -- reducing their
political
clout.

While Sardinha and D'Souza had earlier shared power
with Parrikar, Faleiro had governed the state as
Congressman. Parrikar himself knows what secrets and
skeletons have been shoved into the closet during the
previous regimes.

He had earlier filed an FIR against Rachelle Faleiro,
wife of Luizinho Faleiro, in connection with a land
deal at Kesarval. On the defensive, Ms Faleiro had
challenged the BJP government to prove allegations
levelled against her.

His strategy: Expose the hypocrisy of heavyweights in
the opposition, blow their political cover and weaken
them, and indirectly, their party.

Sources in the administration declined to elaborate
on
the X Files, and what they contain. However, the move
has sent shock waves in Congress circles, but none in
the party was ready to react.

Though the BJP-led coalition has been doing well
during the last year, Parrikar's gambit is seen as a
survival tactic. He is trying to dislodge any threats
-- internal or external -- to the government by
identifying the forces working against it.

The effort to collect information against three
former
chief ministers is also a step directed towards the
security and stability of the government. At the BJP
office in Panaji, sources exhibited ignorance about
any such moves launched by either the party or the
government.

India today is a country to reckon with in the field of IT. India's exports
are close tp $10 billion in IT. How much does Goa has as its share? Not
much.

In Bangalore alone, more than a lakh software enigneers (could be even 2 lakh)
work. Here are some of the salary figures for software engineers.

1) A fresh software engineer can command anywhere from Rs. 10 K to Rs. 25 K
per month.

2) A manager would get around Rs. 75 K to Rs 1 Lakh a month.

3) A senior experienced hat could make from Rs. 1 lakhs to even Rs. 3 lakhs
a month.

4) Some top shots make much more than Rs. 3 lakhs a month.

This is just to give you an idea of what Goa is losing. A govt. has to
have priorities when it spends valuable money. It is not just about
showing muscle power on coming up with buildings. Someone mentioned
that so many schools, hospitals etc could have been started with the
Rs. 150 crores.

As far as IT is concerned, if this money was invested in an IT industry,
with a very conservative estimate, at least 6000 new jobs could have been
created. Wouldn't it be better than hosting 3000 delegates instead?

A person who has a job lives life with dignity, and that I think is the
most important need in Goa today. As the poet Manoharrai Sardessai said
years ago:

Parrikar has built up a group of cheer-leaders, whose words he has by now
come to believe himself. A largely uncritical media helps to further
create a larger-than-life image. He runs a one-man government, the
impacts of which would be felt by a Goa over a long period of time. The
real question is: how does his public image compare with the reality?
Studying this closely could throw up interesting answers.

We need to remind ourselves that every chief minister who has been in
power in the past has won fulsome praise from friends (in the media and
elsewhere) who know to swim with the tide. After they're gone, it's the
very same persons who curse them.

My guess is that the myth-building exercises won't continue after Parrikar
is out of power, whether that's in two months, two years or 20 years. FN

Well said FN, I find quite a few cheer leaders here on goanet too.

Wish they would step outside panjim and check for themselfs, how others are
finding it difficult to cope with life without water and electricity.

And what about the River Princess? still lying forgotten??. Nevertheless
will make a nice viewing spot for those coming for IFFI. And is Mathany
Saldhana still the Tourism Minister? I wonder if he still remembers his
words...for that matter I do. 'Come January and its either he goes, or the
River Princes'.

Some 250 families in
Batticaloa spoke Portuguese Creole as late as 1984 but

Some Goans seems to forget the recent past CM's works.
Taking liberty to forward something I found that you

Goa Su-Raj, at one time has quoted Jack Kenedy in one
of their write-ups, which is:

The need of the hour is not to fix the blame but to
chart the course for the future. But one cannot
forget and forgive what has been happening to Goa at
the hands of our political fathers.

Parrikar, if he is seriously working on the X-Files,
is an excellent news for Goa and Goans. Someone had to
do it. We thought that the whole dirty bag will be
left for Goa Su-Raj to open and give it a thorough
airing. We do hope that Parrikar will also spruce up
the Aguada jail. We are sure a lot of VIPs will need
the hospitality of this institution.

Parrikar's secret agents gather data on ex-CMs
 R V PRABHUGAONKAR/TIMES NEWS NETWORK

PANAJI: Chief Minister Manohar Parrikar has got his
hands on some `X Files' and is ready to dynamite
three
 former CMs.

Sources in the state administration say classified
information on irregularities committed during the
tenure of the last three chief ministers have been
collected by the secretariat on instructions from the
 government.

With this, Parrikar is trying to keep his promise to
Goans to eliminate all `Narkasuras' (symbol of all
evil) plaguing Goa politics, before Christmas. Former
chief ministers Luizinho Faleiro and Francisco
Sardinha of the Congress and Wilfred D'Souza of the
Nationalist Congress Party are said to be in the
list.

Parrikar has gone on record to state that he has
enough information and evidence against some elected
representatives. It may be recalled that he had
nailed
three Congress stalwarts -- Dayanand Narvekar,
Somnath
Zuarkar and Mauvin Godinho -- reducing their
political
 clout.

While Sardinha and D'Souza had earlier shared power
with Parrikar, Faleiro had governed the state as
Congressman. Parrikar himself knows what secrets and
skeletons have been shoved into the closet during the
 previous regimes.

He had earlier filed an FIR against Rachelle Faleiro,
wife of Luizinho Faleiro, in connection with a land
deal at Kesarval. On the defensive, Ms Faleiro had
challenged the BJP government to prove allegations
 levelled against her.

His strategy: Expose the hypocrisy of heavyweights in
the opposition, blow their political cover and weaken
 them, and indirectly, their party.

Sources in the administration declined to elaborate
on
the X Files, and what they contain. However, the move
has sent shock waves in Congress circles, but none in
the party was ready to react.

Though the BJP-led coalition has been doing well
during the last year, Parrikar's gambit is seen as a
survival tactic. He is trying to dislodge any threats
-- internal or external -- to the government by
identifying the forces working against it.

The effort to collect information against three
former
chief ministers is also a step directed towards the
security and stability of the government. At the BJP
office in Panaji, sources exhibited ignorance about
any such moves launched by either the party or the
 government.

AVC-Kuwait (Assolna-Velim-Cuncolim) sponsored by Dawat Restaurant-Kuwait
made history by winning the Bahrain Gulf Goans Football Tournament held
on 14th November 2004 at Al Qadasiya Football Stadium in Manama Bahrain.

AVC defeated Goan Welfare Association Qatar 1-0 in the finals to win the
coveted trophy and thus becoming the only Goan team from Kuwait to win
an outstation tournament in the modern era.

All together 16 teams from Bahrain, Qatar and Kuwait took part in the
tournament, which were divided in 4 groups, and AVC topped group B to
qualify for the quarterfinals. In the quarterfinals AVC beat Canacona
and in the semifinals demolished star studded and favorites Navelim 4-0.
Star medio and Captain of AVC Agnelo Miranda who scored the championship
goal was awarded the trophy for the highest scorer and thus proved to
the goan public in the gulf that he is still the best goan player in the
region having already bagged the best player award in Dubai. AVC played
a total of 6 matches without conceding any goal and for this AVC’s
coach, and goalkeeper Alvaro Dias was commended by the organizers for
keeping a clean slate in the tournament.

It was an all round performance by the AVC team with superb performance
by new recruit Roland and veteran Francis Fernandes in the attack. Medio
Agnelo Miranda and Duarte Ferrao mesmerized the opposition with their
deft placements. Godfrey Aguiar, Elvis Camelo and Alex Sequeira
marshaled the defence rock solid not allowing the opposition any space.
Coach and veteran Ace goalkeeper Alvaro Dias made terrific saves to deny
the opposition any chance of recovery.

The tournament was conducted in a grand style by the Bahrain Goans and
compliments to Gabriel Crasto and Francis Correia for their cooperation
and support provided for the outstation teams. The unity amongst the
goans in Bahrain was at full display, which is very rare elsewhere in
the region. A word of thanks to the Chief Guest and the Parish Priest of
Sacred Heart Church in Bahrain Fr. Felicio Diniz for having a special
mass for the two finalists .AVC felt privileged by this gesture.

It was a dream come true for the AVC team and management and this
achievement will be remembered for many years to come. Congratulatory
messages are still pouring in from like-minded goans and soccer
aficionados. AVC team has already been invited again in Bahrain and in
Qatar for future soccer tournaments.

Congratulations AVC-Kuwait Team and Keep up the good work.

AYURVEDA: the science of life

It is possible that a few of the ayurvedic remedies
would turn out to be of some benefit. However,
articles like the one above are gross overstatements
and false advertisements of the validity and
usefulness of ayurveda. The above article is full of
false assertions. It propagates a significant amount
of misinformation on the science of life as we
understand it today.

Ayurveda is based on simple but strong principles,
which till date remain uncontradicted.

Almost all, if not all, of the principles of ayurveda
have actually been contradicted by modern science. For
example, earth, water, wind, fire and space are not
the basic elements of nature.

Theory of tridosha forms the first step of Ayurveda.

The theory of tridosha is not supported by any
scientific fact.

Vata, which is the combination of air and space, is
the principle of kinetic energy and controls all the
movements of the body and mind, right from intake of
food to evolution of thought.

Kinetic energy is the energy of objects in motion.
Movements of the body and of the food in the gut are
controlled by the contraction of muscles. The
movements of the mind and thought are mediated by
electrical and chemical processes in the brain.

Kapha is the combination of earth and water and is
the principle of potential energy and is responsible
for the stability and lubrication.

Potential energy is stored energy, e. g. of an object
under the influence of a force field, such as a ball
on the top of an inclined plane. Stability as it
applies to the structure and function of the body is
derived from the stability of the chemical bonds of
its molecules and the orderliness of the chemical and
electrical processes taking place within it. The
synovial fluid is responsible for the lubrication of
the joints, and mucus for the lubrication of the
alimentary and respiratory tracts.

Pitta is the combination of fire and water and
controls the balance between kinetic and potential
energy. Its function involves transformation or
digestion. It is responsible for the transformation
of food that enters the gut or the sensory data that
reaches the brain.

The balance between kinetic and potential energy of
any object is controlled by the physical forces that
influence it at any given time. Digestion of food is a
chemical process. Transformation of sensory data in
the brain is an electrochemical process.

The field of action of the tridoshas is the body
which is made up of seven tissues-Saptadhatus
[Ras ;Rakta; Mamsa ;Meda; Asthi ;Majja ;Shukra]

There are four basic types of tissue in the body. Each
type is further differentiated into many subtypes. Ras
is not a tissue. Mamsa, meda, asthi, majja and shukra
are each composed of many different tissue subtypes.

Cheers,

Santosh

Re: Melinda Powell's of Nov 28 on Panjim Ablaze ...

I too took a drive yesterday to check out things before the road is closed
for ten days. My main purpose was to have alook at the plasma screen at
Miramar. I have never seen a plasma screen except maybe occasionally in
appliance showrooms of shopping malls. These are 30-40 inch state of the art
gizmos while the Miramar one is touted to be 70x30 (sq) FEET! A search on
the Net revealed that even Olympic screens are LED types not plasma
screens. If the Miramar one is a plasma screen then I am a monkey's uncle.
To me it looked like plain old (XXXL) white sheets on plywood backing.
Projection seemed like it would be effected from a machan like structure
50 yards in front. For all you know this would be from a good old 16 mm (or
thereabouts) projector! Almost every report I have seen so far dutifully
says the Miramar get up is a plasma screen! Any technical experts out
there who can shed light on this subject?
