Mushroom Magic

As far as Mushrooms are concerned, it has always been a tasty and
exotic affair. I remember the monsoon season in Goa, when the locally
produced mushrooms, all soiled and dirty were sold on roadsides. And
my Mum dishing out a spicy curry or mild stew with them.Mushrooms take
in most of the flavours exuded by the ingredients mixed with, they
make up for surprising experiences.

Just tried my hand at a different fare this time…and as mentioned it
was a unique taste after all.

I had around 400 gms of button mushrooms.
A bunch of Scallions (Spring Onion)
Garlic cloves.6 -8 nos
And a few green chillies.
Use Olive Oil, say around 4 tablespoonful
Sauté the garlic cloves and finely chopped scallions.
Keeping the flame very low, sauté for roughly 2 mins and then add the
mushrooms, chopped into 4 parts or fine slices.
Mix them thoroughly and sprinkle a little paprika powder, as per your
taste. Keep stirring.
After 3-4 mins pour a little, (can be 5 tablespoonful) red wine,
A sprinkle of Oregano and salt …will pep it up…allow it to cook, on
low flame, covered for approximately 5 mins or till mushrooms are
cooked. Sign off with a pinch of freshly ground black pepper.
Add a dash of Soya sauce and Voila! Succulent and flavourful Garlic
Mushrooms are ready to be gobbled.

It is best served as a starter. Nevertheless can spice up the regular
Chapathi or Bread and Rice also.

  ‘Zoit ani her Kovita’,  a book of 50 Konknni poems written by Walter Menezes 
was released at an impressive function in Kepem yesterday by Pundalik Naik, 
President - Goa Konknni Akademi in the distinguished presence of Chandrakant 
(Babu) Kavalekar, MLA of Quepem and Chairman - Goa Industrial Development 
Corporation and Jose Salvador Fernandes, noted Konknni writer and lecturer.

  Photo ( L-R ): Elliton Fernandes, Jose Salvador Fernandes, Pundalik Naik, 
Chandrakant (Babu) Kavalekar and Walter Menezes.   
   
  The book release ceremony which coincided with the 50th birthday of Walter 
Menezes, was followed by a short cultural programme, ‘Nach, Goa, Nach’, 
choreographed by Pramod Mhadeshwar and presented by members of Vivekanand Kala 
Sadarikaran Manch, Keri-Sattari, Goa. Elvis Goes, Director, Kepemchim Kirnnam, 
John Rodrigues, music teacher from Agacaim and Donald Muriel also participated.
   
   Elvis Goes sang ‘Jezu, Ixtt Mhozo’ and ‘Konna Khatir Tori’, two poems which 
are part of the ‘Zoit’ collection, and set to music by Elvis himself. 
   
   John Rodrigues and Donald Muriel were at their best on the violin and the 
mouth-organ as they entertained the gathering at Pope John School Hall, Kepem 
with vintage Konknni tracks like ‘Calangute’, ‘Lisboa’, ‘Mollbavoilo Dov’ and 
‘Ken’na To Dis Yetolo’.
   
   Young Elodie Goes presented her first public performance on the violin with 
‘Zolmacho Dis Tuzo’ while Shuelle Dias recited a poem dedicated to ‘the 
birthday-boy’.
   
   Special book-marks containing a poem, ‘Candle in the Night’ written by 
Walter Menezes in memory of Mother Teresa were presented to Sister Jacein, 
Superior of Missionaries of Charity, Kepem and all the guests.
   
   The function was compered by Elliton Fernandes, Dr. Gauri Shenvi Kudchadkar 
and Anisha Menezes. Dr. Cinderella Menezes delivered the vote of thanks.

Lady constables tell tales of horror


PANJIM, FEB 25 - It will probably take a month for 22-year old police 
constable Teja Budgo from Indian Reserve Batallion (IRB) to fully recover 
from severe injuries she suffered while on bandobast duty on Tuesday night 
when miscreants from the mob showered stones on the cops.


She was among forty-five policemen who were injured in the onslaught of 
stones by protestors who had come to the town police station demanding to 
transfer of police inspector and arrest of all the persons involved in the 
assault of Ryan Godinho - supporter of Taleigao MLA Babush Monserrate.


I ran to escape stones hurled from the back when something very hard hit my 
fingers on the right hand, tells Teja who has become extremely weak after 
the attack. She has been forced to take complete bed rest.


It was only when I was inside the police station I discovered blood oozing 
down from my hair, and I collapsed. I can't remember when I was hit on my 
head, she recalls painfully. She has ten stitches right on her head, and 
the wound is still raw.


Her middle finger on the right hand has turned blue. She has problem moving 
around because her knee is swollen, and hurts. Teja is sole bread winner in 
the family of six, and is eager to join work.


Her ailing mother and retired father are though worried about her health, 
they too want her to go back to work when declared fit. It is her duty, 
says her father Jayeshwar Budgo, but her grandmother is worried to death.


It's unusual for a well built 24year-old Milinda Fadte to lie down even for 
five minutes, but for a week now she has been confined to her house thanks 
to her head injury. She has four stitches which are likely to be removed 
tomorrow.


Not just stones but broken bottles and tiles were hurled at us from the 
back. But I can't recall who hit me, says bored Milinda who otherwise loves 
to play cricket during off-duty.


Milanda was on bandobast duty at INOX. They were asked to report at town 
police station at 7.30 when Taleigao MLA Babush Monserrrate with his 
supporters staged a dharna at Panjim police station.


We went straight to the spot without carrying shields nor helmets, she 
says.


No wonder ill-prepared Panjim police were at the receiving end as seniors 
failed to gauge the situation and take pre-emptive action while agitators 
went berserk.


Head constables Nirmala Mapshekar and Sunita Karapur both hurt in the attack 
say they never expected that they would be attacked.


I have been in service since 1989 but never faced such violent protestors, 
says Nirmala. We never expected that  things would go out of hand, and that 
we will be under attack, pointed out Sunita whose leg was sprained as she 
ran when chaos ruled as protestors pelted stones and police men ran 
helter-skelter.


Of the injured 45 police men - 17 had head injuries who faced agitated and 
incited protestors without any protection of shields or helmets. While few 
have resumed work many are yet to recover.

Panaji (PTI): Goa government has rolled out a red
carpet to NRGs (Non Resident Indians of Goan origin)
intending to invest in developmental projects in the
coastal state. 

The NRGs can finance any public welfare scheme in
their villages. The state government will also chip in
with their fundings, Goa NRI Commissioner Eduardo
Faleiro told reporters on Monday morning. 

Faleiro, a former External Affairs Minister, said that
the scheme 'My Village' has been carved out
considering strong interests evinced by NRGs in
contributing to the development of their villages. 

Some of our expatriates are keen to participate in
the development of their villages and towns in Goa,
Faleiro said conceding that the state government has
no exact record of NRGs across the world. 

The scheme, which aims at augmenting the village level
infrastructure, expects the fundings to come in for
schools, libraries, gymnasiums, playgrounds, hospital
equipments, shelters for the old and handicapped and
other projects. 

The maintenance and upkeep of such assets would be
ensured by a government organisation such as the local
panchayat or a non-government organization, the NRI
Commissioner said. 

The high level committee headed by Faleiro will clear
the projects and work will start only after NRG
advances 50 per cent of the project cost. The balance
will be borne by the state government from the budget
of the Commissionerate up to a ceiling of Rs 10 lakh. 

A signboard carrying the name of concerned NRG and his
contribution will be permanently and prominently
displayed at the site, Faleiro said.

It is important to know more about Success Stories which does not always
mean high profile stories, but even small successes in our locality,
neighborhood, villages or cities. The more we find out about them and get
inspired, the better it will be for us to achieve success that might be
waiting to come our way. However, we need to make sure discussing Success
Stories at regular intervals must have the desired effect of providing
inspiration to Goans and not arousing useless emotions like envy and
resentment. Success Stories also need to be discussed on a regular basis and
projected as role models for our Generation Next to offset the regular media
blitz created by present or future politicians, or the so called social
workers and what have you, who harpe on their achievements through paid
media commercials. In a democratic setup as long as media space is cheap in
Goa, these sort off personal advertisements are difficult to stop, but the
fallout of these paid commercials, is it confuses Goans the definition of
success. Therefore it becomes important to discuss Genuine Success Stories
to offset the phony ones. This will help the Generation Next and Goans to
differentiate Genuine Success Stories and change their perception towards
success.[Plastino D'Costa]

This is a good idea and should be pursued especially by management
educational institutions like Goa University and Goa Institute of Management
or even the BBA colleges.

A variation on the author's theme of success stories is the management case
study. These provide a basis for class discussion by enabling students to
put themselves in the shoes of the decision makers involved in the cases.
This is a low risk way for students to learn about management.

But it may be high cost for the institutions because they have to encourage
their faculty to go out into the real world and document salient
organisations for such discussion purposes instead of simply relying on
lectures of management principles. The organisations have to give official
clearance for the use of internal data and interview material. It is not
easy but any B-school worth the name has to engage in this activity.

Note that case studies may superficially appear to be success stories. But
delving into the data provided would show the dark side of things too -- in
a good case (as opposed to the PR infomercials he mentions).



[Goanet] Shades of RFA syndrome

In today's HERALD there is an incendiary article titled A wake up call by
Diana Pinto. It says:  It was only the people's protest that saved Goa
from destruction through the Regional Plan 2011. Again in the case of the
SEZs it is only when the people came out in the streets to assert their
collective will that the Chief Minister cared to look at the issue
seriously. **Even today the government has not cared to institute an
independent, objective enquiry.** No wonder trust in the government has sunk
to such abysmal levels; the people  look upon any project with suspicion and
mistrust. First of all, this seems symptomatic of the Ready Fire Aim (RFA)
syndrome. Instigate opposition, get people out on the street and when the
government backs down, ask for an 'independent enquiry'. The funny thing is
that the onus is placed on the government, which is supposedly mistrusted,
to come up with one!

What's going on here? It's obvious that the opponents have some preconceived
notions, justified by mistrust and suspicion of government, and they
resort to unseemly agitations in a knee jerk reaction which end up spoiling
Goa's good name. Goans should see through this diabolical game and try to
nip it in the bud (no puns intended).

Let me add some more on Bombay and 'Bomboikars'

When they come to Goa for their annual summer vacation, all they bring for us
is 'Bomboiche Chonne', 'vasoichi Kellim' banana and sometime 'Bomboichim Boram'
but never bring bombay ducks (bombil).
On their return, they take from us loads of Goan guddies like Tandud (Rice),
Cheurisam, Ambe, ponnos, nal, soro etc plus they got all the VIP treatment and
good food like sorpotel, asad-gisad-rosad, xacuti, variety of 'soro'

Whe we go to bombay, if were are lucky, they would call us just once and the
dinner table had very limited items (no chance of asking more) with
'nousgoracho soro'. Once we are in bombay, they think our 'kudd' (club) is our
home.

I also remember these following popular songs which are associated with Bombay
(now mumbai).

Al JAZEERA is not a favourite of Pres Bush and his Govt. It is though

Could be that the truth or unbiased reports put out by Al Jazeera, who
have recently also recuited, Frost,( BBC) Riz Khan ( ex CNN)
among others, will not show India in a good light ?

Qatar is vying to become the King pin operator in the Gulf. Are there

the young innocent son of the strongman of Taleigao as per the news on the 
local dailies. The recent incident between the Panjim Police and the strongman 
from Taleigao is in the news continuously. If the same incident had happened to 
an ordinary citizen like me and you, would it had been continuous hit news? If 
an ordinary,innocent person can be falsely charged and put behind the bars, why 
can’t a MLA or a minister? The great Parrikar’s two great different statements 
one  favoring and other exactly opposite to the first proves how cheap quality 
politician he is?The statements by the lost
 M.L.A from Curtorim,Mr. Francisco Sardinha and the home minister,Ravi Naik 
blaming the communal opposition leader once again confirms how low they stand 
morally. 
   
  How many times the elected members in power have used the Goa Police the way 
they want? How many times the politicians in power have instructed the Police 
to lift the innocents from their homes just because they have campaigned 
against them during the last elections? Has Babush never involved in such 
incidents when in power? Has the people in power don’t ask for their favorite 
cops in their respective Police stations which falls under their 
constituencies? The Goa Police has been known for dancing to the tunes of the 
politicians in Power.Sorry to say that most of the Police Offiicers has bought 
the jobs form  the politicians in power. 
   
  
  Why the Police had to misbehave with the wife of Babush?Why the Police had to 
touch the innocent son of the ex-minister in the BJP as well as in the Congress 
government?This is where the Police lost the Public sympathy.Their act against 
Jennifer and her son,Amit confirmed that there is not much difference between 
the goondas and the men in uniform.After that ugly incident the capital city 
started to stink like anything due to the 
  non-collection of the garbage by the concerned laborers as they went on 
strike to seek justice for their beloved Mayor who also turned out to be the 
Police victim on that fateful Tuesday.
   
  Calling for Bandhs and going on strikes will only affect common people like 
me and you and not the real Culprits,the politicians.Go and knock the doors of 
the concerned ministers and the  authorities,dump the garbage infront of their 
houses to seek justice,please don’t victimize the common people.One can’t trust 
a politician at any cost,they are the same ones who had plans to sell Goa and 
goenkars in the name of Regional Plan,SEZ's etc. for  all,they all belongs to 
one family and let them sort out their own problems,we the common people should

* Iced Green Tea* -  Steep about 6 bags of your favorite green tea (I like
the one with passionfruit and mango flavoring)  in about 8 ounces of hot
water until very dark.  (Sometimes I leave it overnight)  Remove bags and
pour into 2 gallon jug.  Add water until it is as light as you like it.  For
sweetening,  I add one packet of artificial sweetener for the whole jug and
it is just right for me.   If you prefer to avoid this,  you can add a
little apple juice (about a cup)  or any other fruit juice.  Chill and
enjoy.

Another good iced tea is *Red Zinger *with apple juice for sweetening.  Try
any of your favorite teas iced.

In my house right now,  my kids and I have a drink we call *the usual*.
We drink it all day long.  It is very simple -  just seltzer or club soda
with a splash of cranberry juice.  Very refreshing and not too sweet.  Try
it -  much better than soda!

BICHOLIM FEB 26: Bicholim police today arrested a house maid in
connection with a theft of golden bangles worth

Rs 28,000.


According to the available information one Margaret Fernendes from
Gokulwadi Sanquelim had kept her golden

bangles on the TV while going to the church on Sunday. After two days
when she checked she found the bangles

missing. She inquired with her maid, Abole alias Taramati Tivrekar,
from Desai Nagar Sanquelim, who failed to return to work later.


Today, Fernandes registered a complaint with the Bicholim police
against the maid. Tivrekar was arrested under section

381 IPC and was remanded to seven days police custody. Police is
further investigating the case.

Wonderful for drizzling over salads, as a dip or marinade, for rubbing into
meat or chicken before cooking ... an elegant bottle of flavored extra
virgin olive oil also makes a novel and attractive gift.

You can buy superb ready-infused olive oil from specialized shops.

But, maybe you wish to try your hand at concocting your own? ...



*what type of olive oil?*
First of all, you'll need to select your oil ...

Choose a quality - preferably affordable! - extra virgin olive oil.

*Why extra virgin?...* Well, because of its superior taste - not to mention
amazing health benefits!

Unfortunately, the United States is not, as yet, a member of the
International Olive Oil Council. Consequently, any US oil labelled as being
extra virgin is meaningless.



*Avoiding contamination*
When flavoring olive oils at home which you plan to keep for several months,
you must be extremely careful to avoid botulism.
*What should I do to avoid botulism then?*
Well, bacteria will not develop on oil, but it can grow on water, so
absolutely no water should be allowed into your oil.

Because of this, you musn't use fresh herbs, garlic, lemon etc ... unless
you're only infusing small quantities of oil, which you'll store in the
fridge and use within a few days.

Instead, use dried herbs to make any flavored olive oils you wish to keep
longer than a week.

You'll discover two basic recipes below ... first, an infused olive oil
recipe using dried herbs, which can be stored for up to one year ...
followed by a flavored extra virgin olive oil recipe using fresh herbs for
more immediate use.


*How to flavor olive oil - using dried herbs*

 1. First of all, you'll need to choose your herbs and prepare them.
Sprigs of dried rosemary or thyme look visually extremely attractive in a
bottle ... not to mention tasty! Other dried herbs you may wish to consider
are basil, tarragon, oregano, bay leaves, parsely, mint ...

You can either buy your herbs ready-dried from a shop ... or dry your own.

If choosing the latter, you'll need to gently rinse your fresh herbs, pat
dry, tie in bunches with string, then hang upside-down in an airy but
warmish room for a few weeks, until the stalks no longer bend but break.

Or ... you could use a food dehydrator.

2. Next, select bottles/containers that can be tightly sealed.

Sterilize by placing in boiling water for 10 minutes, ensuring they're
completely dried afterwards.

3. Fill the bottle/container up to a quarter full with your dried herbs and
top with extra virgin olive oil, using a small funnel if necessary.

4. Close tightly and leave to infuse in a dark place, away from heat, for
around a month before using.

*Using this method, your flavored olive oils can be kept up to one year.*

With this second method, you'll be using fresh herbs.
Mix a day prior to use, to give the flavors time to infuse. Store in the
fridge - covered with cling-film - removing about an hour before needed so
that it returns to room temperature.

You'll be able to keep it several days in the fridge ... but no longer than
a week.

Mix together the following ingrediants - or those which appeal or you have
in the cupboard - to achieve a delicious infused olive oil ...

2 cups of extra virgin olive oil
1 sprig fresh rosemary
1 sprig fresh thyme
1 sprig fresh oregano
2 fresh bay leaves
1 clove garlic - peeled and crushed
Few red pepper flakes or chili (optional)

SCIENCE FIESTA 2008 INAUGURATED: February 26, 2008: The
Science Fiesta 2008 has been launched, with the theme of
'Interface of Science and Society'. It is organized by Goa
Science Centre in association with the Department of Science,
Technology and Environment, Government of Goa and National
Council of Science Museums at Goa Science Centre and has been
launched at at Miramar today. It is being held to commemorate
the National Science Day 2008.

National Science Day is being celebrated every year on the
28th February to commemorate the discovery of the Raman
Effect by Sir C.V.Raman for which he was awarded the Nobel
Prize. The celebration is aimed at focusing attention on
Indian science and scientists and their role in India's
development.

Director National Institute of Oceanography Dr. Satish Shetye
stressed the need to create a favourable atmosphere which
would help inspire students.

Activities like poster exhibitions, demonstrating the magic
of sciences; puppet shows on scientific themes, popular
science book exhibition, popular science lectures on
important aspects of physics and on general science and
technology, and night sky watch activities have been proposed
for the visitors expected during the period.

Project Coordinator Goa Science centre Shri V. N. Joshi
welcomed the guests. Goa minister Churchill Alemao also
inaugurated pictorial science exhibition titled Story of
Poles'. Director of Science and Technology Michael D'Souza

COMMUNITY POLYTEC COURSE AT ECOXIM, BARDEZ: February 26,
2008: Radha Krishna Sanskrit Sounstha and Government
Polytechnic held a prize distribution at Ekoshi on Sunday.

The Community Polytechnic wing of Government Polytechnic
Altinho had conducted various short term courses for the
women in Ekoshi which included, soft-toy making and
artificial jewelry making. Certificates to the successful
trainees were presented on the occasion at the hands of the
dignitaries.

TRAINING FOR SCOUTMASTERS AND GUIDECAPTAINS: Feb 26, 2008.
The Bharat Scouts and Guides, Goa State has planned several
courses to be conducted for the Scoutmasters and
Guide-captains in the month of April this year. The
Association has requested the schools to depute their
teachers for the course.

The Basic Course for Scoutmasters will be held from April 17
to April 26, 2008.  The course fee will be Rs. 800 and
development fe Rs. 150. For Guide-captains, the equivalent
course will be from Apr 20-26, costing Rs 600 and a
development fee of Rs 150.

The Advance Course for Scoutmasters will be held from April
19 to April 26, 2008, with course-fee and development fee
pegged at Rs 800 and Rs 150 respectively. Guide-captains will
have a fee of Rs 700 and Rs 150 for the parallel course from
Apr 20-26.

All courses will be conducted at Don Bosco Novitiate (Odxel)
Taleigao. The reporting time on the first day of the course
is 11.00 am, before lunch.

Scoutmasters who have completed one year after attending a
Basic Course of 10 days duration and who runs a unit
effectively and Guide-captain who have completed six months
after basic course can attend the advance course.

Schools have been asked to send the names of the participants
in the prescribed format by March 15, 2008 to the State
Secretary, The Bharat Scouts and Guides, Goa State, Near Cine
National, Panaji Goa. The Courses are approved and
recommended by the Department of Sports and Youths Affairs,
Government of Goa, says a DI press note.

timings of the popular low-cost express train connecting Goa
and Mumbai, the Janshatabdi Express (Train Number 2051/2052)
have been revised w.e.f. February 27, 2008.

But the changes will only movel the timings of the train by a
few minutes, says an official press note from the Konkan
Railway.

Train No. 2051 Dn CSTM-Margao Janshatabdi Exp. which used to
arrive at Margao station at 1355 hrs, is now scheduled to
arrive at 1410 hrs from Feb 27.

Train No. 2052 Up Margao-CSTM Janshatabdi Exp. which used to
depart from Margao station at 1420 hrs will now leave at 1430
hrs from Feb 27, 2008.

I am not for one minute suggesting how the lady of the house protects her 
belongings but perhaps she ought to be more careful.  She took off her bangles 
and left them out in the open for two days before she decided she would 
retrieve them.
   
  She did not find them so automatically it was the maid's fault.  I do not 
condone theft, especially if you trust someone to work in your house, has the 
trust of the family  of the employer, but is it reasonable to assume someone 
who flaunts their wealth in front of a poor lady, who has obviously no 
generous or sufficient income in her household to maintain any sensible living,

  I would not have called the police but asked the maid to return the bangles  
apologise to her to her for leaving them around for TWO DAYS, unattended and 
thank her for looking after them for me.
   
  At least that is what I would hope I would have done in this matter, but I 
really do wonder if calling the police in this matter would have served anyone 
better?  The poor lady, a maid for this lady, so do we know how many people had 
access to the bangles?  Access to the house?  Was this lady living alone?  Had 
she got members of her family around?  Youngsters around?  Any other people 
about?  Why leave her stuff unsecured?  I dont think this case merits this maid 
to be turned into a criminal, for its the owner of the valuables who is at 
fault, not a momentary lapse, this was TWO days later.  
   
  I feel sorry for this maid, possibly the sole breadwinner in the family or 
one that is contributing heavily, albeit (and I assume this is true), with said 
bracelets, so no worries for the family, for a while...

  BICHOLIM FEB 26: Bicholim police today arrested a house maid in
connection with a theft of golden bangles worth Rs 28,000. According to the 
available information one Margaret Fernendes from Gokulwadi Sanquelim had kept 
her golden bangles on the TV while going to the church on Sunday. After two 
days when she checked she found the bangles missing. She inquired with her 
maid, Abole alias Taramati Tivrekar, from Desai Nagar Sanquelim, who failed to 
return to work later. Today, Fernandes registered a complaint with the Bicholim 
police against the maid. Tivrekar was arrested under section 381 IPC and was 
remanded to seven days police custody. Police is
further investigating the case.

After days of widespread media police-bashing and Monserrate-sympathizing,
Dr.Francisco Colaco's views in the media came as a complete breath of fresh
air. It was nice to see an objective opinion appear in the press that
inexplicably teamed up with the politicans to bash the police. The media
coverage of this unfortunate event was disheartening, to say the least.
Every major media house chose to portray the Monserrates and the Mayor as
innocent sheep who narrowly escaped from the slaughterhouse. It's
unfortunate that no one sympathized with the several policemen who sustained
injuries during the clash. I now do.

All said and done, the police are not blameless, infact some of them are
indeed guilty of goondagiri themselves. The events that unfolded on Black
Tuesday are a blotch on Goa's image. The Police seemed to have taken out all
their frustrations on being politically used, in one unholy night. I
certainly do not condone the Police action of attacking Monserrate's
headquarters, his innocent 17-year old son, Amit, and his friend. But, just
as an observation, many of us would vaguely remember an incident as reported
in the press around Nov 6, 07,  when Amit was reportedly involved in a minor
accident with a motorcyclist, and, after making a call, a horde of goons
apparently descended upon the hapless motorcyclist. Cops were reportedly all
around, but couldn't do anything. At that time, no one felt sorry for the
motorcyclist. Now everyone feels sorry for the Monserrates. We sure live in
a strange society, with extremely short public memory. Babush Monserrate's
antics are well-known, but now we seem to have forgotten his past and we
sympathise with just another victim of police brutality. But it's
interesting to know that, whether we like it or not, whether it's legal or
not, whether you're rich or poor, the law of nature prevails, and, what goes
around, comes around.

This, however, does not justify the violence both by the people of Taleigao
and the police. All wrong-doers, on both sides of the fence, ought to be
punished. Both the members of the mob and the police should be subject to
judicial inquiry. Just like Mr.Monserrate, the public too have full faith in
the Judiciary (especially after the Aldeia case). Hopefully truth and
justice will prevail. Satyamev Jayathe.

  compete across Europe with local channels who rightly have a regional bias.
  And why advertise on Indian channels? By the way, if it somehow escaped your
  attention, the figures are in crores.

RESPONSE: The BBC is funded by taxation levied on every household,
through the issue of a licence. O.A.Ps above 70 are exempted. To my
knowledge the BBC does not do advertising.

While this initiative should be applauded, would it not be proper if these 
worthy gentlemen enlighten the citizens of India what efforts they made to do 
something about their suggestions while they were in power? An effective way to 
solve problems is when one is part of the solution, and not merely sermonise.

I hope the media is able to put this question to them.

Obviously, I do not share many of your opinions and presumptions. I am also
not concerned to answer all your queries, specially those I consider
irrelevant.

You also seek answers on behalf of others, which the others obviously do not
want.

You consider the BJP as the lesser of the two evils. The people residing and
voting in Goa do not. From 2 MLA to 10 MLAs and a peak of 17 MLAs [never 21
plus needed] before plummeting to 14 MLAs at present is the chart of the
BJPs popularity in Goa ...with the electorate at least. So obviously, the
people do not share your opinion on the BJP or Manhar Parrikar as CM, though
he is even MY favourite as a MLA for Panaji. If the stink continues in
Panaji till tonight, his electorate may change its opinion. That is a
different matter.

Although you are a newcomer to the Goanet, you seem to have got the right
opinion about it. I am in total agreement with you on item E] below ...but
we may not agree on the list of names there to ;-)

Alemao, Mr Pratapsinh Rane , Mr S C Jamir , Mrs Sonia Gandhi,
Mr L K Advani and Mr Manmohan Singh.
Those who genuinely have the interests of Goa and the Goan
peoples at heart have appreciated my phone calls . .

B ) Whatever political stand I am taking is what I feel is the
best option for Goa at present. My opinion may well be wrong

C ) I am aware that there are many grey areas which can be
debated ad nauseam ( and will avoid getting involved in such

Finally someone agrees with me :-)
Yes, it's a fact that RC priests will always attack believers/protestants
but will not have anything to say to those from other faiths. It had
confused me for a long time. I've heard a lot lot of these RC priests
condemning believers. At one stage I even felt that RC priests felt insecure
so were attacking other sects. If these priests were so serious, they should
quit being diplomatic and condemn all religions equally, but no, everything
is okay, except leaving the RCC and joining a non-Catholic Christian
denomination.

And about temptation, I myself didn't understand how exactly the offer of
healing is 'temptation'. But then, a Catholic priest said it, so I can't
question it. All priests seem to have inherited the papal trait of
infallibility, and if I question it, I'll be condemned a heretic.

Again, Dr. Helekar bobs and weaves, and misrepresents
the problem.  Nobody I know to be sensible has claimed 
that bhaile and ghatis are the root cause of the 
destruction of Goa (if there is a root cause at all).  
I have made the case several times here that they 
represent ONE problem, and in my view, a major one 
now.  Dr. Helekar can refute or confirm my assessment, 
but only if he would first deign to step into the field 
laboratory.

For once he should ingest the medicine he has been 
administering to others: come and spend time here in 
the theatre, see it for yourself, then when you have had 
sufficient brush with the reality of Goa today, go ahead 
and form your opinion.  If you choose to not follow up 
on this suggestion, I will understand, and I say that
in all seriousness.  We all have constraints - family, 
career, job, circumstances etc etc.

As things stand, my xenophobic rant has one virtue
over Dr. Helekar's pious cant: it comes out of experience
in the field.  Dr. Helekar, on the other hand, seems to 
be no more than a long-distance opinionista.

 By all accounts, both proximal and distal, the
 mutilation of the Goan landscape is driven by greed,
 particularly of the wealthy and the powerful in the
 heart of Goa, and also by an enduring insensitivity of
 the native Goan populace to institutionalized
 corruption.

Destruction of landscape is ONE of the major problems
afflicting Goa.  There are several others, many of them
interlinked.  The platitudes you write above are all too
well known.  They add nothing to what we already know.
Insight into the what, why, and, how-can-we-fix-this-
-mess? takes a great deal more than facile pecks at 
the keyboard.

Govt scraps 8 Goa SEZs

First reversal after last year's protests in the state.

As many as eight Special Economic Zones (SEZs) proposals in Goa were
scrapped at one stroke by the inter-ministerial Board of Approvals,
which met here today. The Board also decided to ask 12 developers in
the state why their zones should not be cancelled.

This is the first incident of a reversal of a Central policy,
following a strong anti-SEZ movement in Goa last year that had
threatened to bring down the Digambar Kamat-led Congress government.

SEZs are underwritten by a central law passed by Parliament in 2005
that permits special taxation and other fiscal benefits to the
developers and the units inside these zones.

The Goa government, on December 31, 2007, had recommended that the
Centre scrap all the zones in the state following widespread public
protests. Anti-SEZ protesters had argued that the zones will put extra
pressure on the already fragile infrastructure in the state and lead
to a dilution of the Goan identity.

Their argument was that �outsiders� would flood Goa in search of SEZ
jobs that the locals will not be able to fill. This cancellation is
the first time in history that ethnic issues have led to reversal of
central industrial policy.

Formally approved zones that are facing withdrawal of status include
Inox Mercantile Company�s 48-hectare Biotech zone in Verna,
Panchbhoomi Infrastructure Pvt Ltd�s 18.5-hectare infotech zone in
North Goa and a 48-hectare Infotech zone of Paradigm Logistics in
Verna.

�We are following the principle of natural justice and are sending
showcause notices to 12 formally approved zones. Proposals that were
sent by the state and were yet to be considered by the Board of
Approvals will be treated as withdrawn,� said Commerce Secretary Gopal
Krishna Pillai, who heads the board.

Three controversial SEZs in Goa � Cipla�s Meditab Specialities,
Raheja�s IT/ITeS SEZ and Peninsula Pharma�s bio-tech SEZ � which were
formally notified were, however, given a temporary reprieve, as the
board decided to launch formal talks with the Goa government on the
issue. The Goa government has been insistent on their denotification
and scrapping.

The commerce ministry believes scrapping zones will send a wrong
signal to foreign investors. The ministry argues that even in the case
of denotification of the three zones, the industrial units built by
the developers will continue to exist.

Sources said that Cipla had already invested more than Rs 200 crore in
building two units at the Meditab zone.

Initially, the commerce ministry was of the view that notified zones
could not be de-notified. But Commerce Minister Kamal Nath had
subsequently said that denotification was an option that could be
exercised. The matter was then referred to the law ministry.

Sources said issues relating to compensation to SEZ developers, as
they have already pumped in money to set up industrial infrastructure,
will have to be addressed.

The commerce ministry is hopeful that even if 20 SEZs in the state are
axed, the three notified SEZs would continue to function.

Former minister Mathany Saldhana, who is leading the anti-SEZ
agitation, said: �We consider today�s development a partial victory,
but nevertheless the first major step in saving our state that could
have lost its cultural heritage against the tide of the migrants
coming in for jobs. It would also have ruined Goa�s environment.
However, we vow not to rest till the three SEZs that have been
notified are completely withdrawn by the government�.

The Board of Approval today also gave formal approval to 10 zones, and
in-principle approval to 14 other zones spread across the country.

GOA�S PARADISE REGAINED

2007 September-December: Widespread protests in Goa against SEZs. Goa
government recommends to the Centre scrapping of all SEZs in the state
and denotification of three others.

2008 January: Commerce ministry officials say the SEZ Act does not
provide for denotification. Goa Chief Minister Digambar Kamat meets
Commerce Minister Kamal Nath, who says denotification is possible.
Issue referred to the law ministry.

2008 February: Law ministry says denotification of SEZs involves
compensation of the developers, who have already invested in
construction inside the zones.

Board of Approval decides that proposals of eight zones, which it had
not considered, will stand withdrawn.

Also decides to send showcause notices to 12 other formally and
in-principally approved zones.

RESPONSE: Rajan, when you say 'preparing', you are giving the rest of us 
some hope that Goa is not dead yet...:-)


Briefly.Manohar Parrikar's perspective and vision to bring 
SEZ/industries to Goa, especially the pharma/bio-focused and IT Parks was a 
good one. Unfortunately they were not realised before he was prematurely 
disposed as CM. They are certainly environmentally friendlier than the 
polluting mines. However the implementation of the SEZ was skewed by the 
current government.


As far as GMAS/Mathany is concerned.the Goanet archives will attest to 
Mathany calling SEZ a 'disaster' in July 200312 months later Parrikar 
inducted him into the cabinet and possibly bought his silence. Now if 
Mathany was genuinely against establishing a SEZ in Goa, don't you think he 
should have protested at the time in 2003 or 2004 especially when he was 
part of the government? If he protested, I have no knowledge of it. Is this 
not the same politician who in Sep 2004 promised to quit the cabinet if the 
River Princess was not towed away by January 2005? If he quit, it did not 
make it to the Goanet Archives either. Oh yes, the Congress opposition at 
the time termed the River Princes an ecological time bomb waiting to 
explode causing long term marine pollution besides being an eyesore. BAH!!


It was really surprising to see Parrikar support/be a part of GMAS and 
oppose SEZ (in 2007) even though he promoted SEZ as a Chief Miniser (in 
2003/04). There is possibly some ambiguity in his stance - he possibly does 
support a SEZ policy for Goa but not in the format implemented in the 3 
cases.


As far as cancelling the approved SEZs, are there not legal restrictions to 
denotify them?? Some reports indicate they may require some legislative 
intervention.


It is unfortunate that grassroots attempts against mining does not seem to 
take a hold among the populace like the SEZ issue seems to have.

   whether you had a passing interest or a burning desire in discussing
   that matter is entirely irrelevant.
   As I have mentioned before , the only reason I was delaying my
   action on this front was because I was awaiting the emergence of
   a more genial atmosphere on Goanet for a rheotoric free discussion
   on the issue. In the past , Manohar Parrikar has been castigated on
   this forum with many fraudulent allegations ( for instance cancelling
   the easter SUNDAY holiday has been termed a communal action )
   Furthermore , those defending Manohar Parrikar have been labelled
   as  pimps  ,a term I would not use in private, let alone in public.
   It is entirely to my advantage that I lay all Mr Parrikar's ( factual
   or fictitious ) misdemenours on the table and thrash out the grain
   from the chaff ( and will do so within this week ) 
   Having said all that, I have no hesitation in saying I am truely 
   sorry to you and other goanetters for delaying what I had made
   a promise about.
 
 
   I hope Mr M Lobo and other goanetters have noted that this is
   about the n-th public apology I have made on Goanet ( in the
   fraction of the time I have spent on this forum in comparison to
   many ). I hope all appreciate that it does require a degree of both
   humility and courage to do so. I have kept a very low threshold
   to admit my faults  ( and I hope you have all noted that my follies
   have been much less serious than those of some others , for instance 
   the one's who were responsible for the unsavoury incidents I started
   this thread with ).

Footprint [area used in Goa], by agriculture, tourism, manufacturing

sub-judice in the Supreme Court] Regional Plan 2011 [on page 84], showing
the mining proposed even in the Wild life Sanctuary area.

There is a Pull-out map of all the Portuguese [Estado de India Portugesa]
colonial period Mining Concessions with their listing on the obverse. These
include the mining leases/concessions now activated even in the
Advalpal-Pirna area by the Salgaocar Mining Industry Ltd
[www.smilindia.com] which
makes one think one is in Bicholim or Snaguem mining belt already. It is
obviously not an exhaustive list as it stops with applications received by
the Ministry of Environment  Forests up to 25 October, 2006. There is lots

The proceeds of this book go to a special fund to deal with this problem of
MINEs. It is closer home now than you expect. Soon the tourists will be able

per plan. The dust is already visible in the morning sky!

not know why Anand-bab phoned me, please ask him. In particular ask him what
he spoke to me around 8.30 P.M. on 16 November, 2007 ...a few days before
the GMAS hunger strike and IFFI. We met at the end of the SVM rally at Don
Bosco ground on the day of the strike. I then met you at the Captain of
Ports jetty, too. It is not just that Virgincar called you and me. You
contacted me , too. Remember?

Dr.Anand Virgincar was ...and possibly still is ...for PARRIKAR as CM with
Cristao MLAs so that Manohar-bab does not become totally communal. Do you
want to deny that for him, Rajan-bab? Do you remember that Anand-bab was one
of the persons whose names figured in the pro-Parrikar advertisements before
the 02 June Assembly elections alongside Dr. Anil Desai's  and my former
neighbour, Dr. Selwyn Albuquerque, among others? Wanna deny that?

I have said it before, and I am repeating it again, I am not opposed to
Manohar Parikar as an MLA or Leader of the Opposition or even a Minister. It
is too grave a risk to have him as a CM again. There is no way to restrain
him when he is in power. He is like a classMonitor ...a greater terror
than the teacher!

Oh! You saw Dr. Oscar Rebello, the Convenor of GBA, dancing or is it someone
else that you are referring to prancing around in his Birthday suit.
Please upload the photos and send the link to the Goanet ...as you normally
do.

Please do not market your half-baked opinions as the Truth. The GBA is alive
and working. It is no amateur photography exhibition  to pack up and go home
at the end of the day ... although some of the BJP leaning members fail to
show up at the meetings and comment from the galleries. Where is the YFG and
the GMAS that you were promoting through your photographs? May be they can
volunteer to clean up Panaji while the workers affiliated to the BJP-backed
labour union continue their strike. I dare say , I support their cause
[suspension of the errant Police Officers] though not their action of
holding the city to ransom by letting it rot in situ.No photos from you on

Violence begets violence and does not solve anything. It should be rejected. 
The 300 or so people
who attacked the police are also responsible, not just the MLA and the police 
for what transpired.
The people should also be held accountable - we cannot hold politicians, police 
to a high standard
when we indulge in similar behavior and then complain there is a breakdown of 
law and order.

It has been clarified by the Archbishop that he has sent letters of
solidarity to all the injured parties whose addresses he knew .. Babush,
Police and Tony-bab. This has been reported by most newspapers on Monday.

The names and addresses of the curious or uninterested bystanders and
persons passing by that area at the time of the riot ...and battered by the
police allegedly without arrest, will possibly be available with the Panaji
Town Police, now that P.I. Sudesh Naik, Dy.S.P. Mohan Naik and SP Neeraj
Thakur are transferred. Or perhaps, newspapers can open a helpline to
receive such complaints of police harrasment ... or 19 February or
otherwise.

Our CM is a man of few words, lots of smiles and even more plans. He has
spoken enough to 1. transfer three  cops 2. assuage Tony-bab 3. get Joquim
and CS to talk to Manohar Parrikar and most importantly for the citizens
living/working/visiting Panaji to get the stinking garbage removed last
night! I have seen that happen at 8.00 P.M.

Judicial or Magisterial probe  or any probe at all will be
considered. If the notified and gazetted Interim Report of the Task Force on
Regional Plan due on 15 December, 2007 is NOT yet out ...and NOBODY IS
COMPLAINING YET... anything can happen to the Enquiry Report, if one is
ordered at all. If the word Sussegado describes Goa ...it better describes
our CM and his cronies!

What was it to study in a convent made up of wooden floors and leaking
roofs? What does it mean to nostalgically remember the past and our
schooldays as our next generation takes our place at benches we once
sat on? What does puppy love mean to a convent girl? And what did
boarding life translate into in those decades?

Alumni and alumnae groups have a useful role to play in any society,
more so in an emigration-oriented one like Goa.

This book is a compilation of essays penned by past-pupils of St.
Mary's Convent, a prominent six-decade old institution located in the
North Goa town of Mapusa, in coastal western India. It emerged from a
'virtual community' built in cyberspace for past-pupils of that
institution, an electronic mailing list called 'greenchillies'. See

There was a time, in my mis-spent youth, when I read every edition of Punch. 
They had some great stuff there. It helped that everyone read the magazine for 
satire in its purest form. Having said that, I will add that net groups is the 
wrong place for satirical notes. I have learnt this the hard way. 
 
I still have a difficult time understanding some writers on Goanet. However, 
when I get to meet them in person, I  realized that these people use 
satirical/sarcastic words all the time to get their point across. These 
satirical words are hard for me to catch when a new writer uses them. I am glad 
you cleared this matter.

Davis Cup players revolt against Paes

As if Leander Paes and Mahesh Bhupathi pointing fingers at each other in the 
media was not enough, Indian tennis was thrown into another controversy 
after four Davis Cup players have reportedly refused to play in the next tie 
against Japan if Paes was continued as the team captain.


India's top two singles players -- Prakash Amritraj and Rohan Bopanna --  
supported by Bhupathi and Karan Rastogi, who was not in the squad for the 
tie against Uzbekistan, have written to the All India Tennis Association 
saying they will not play under Paes and have made their grievances clear.


AITA chief Anil Khanna, on Sunday, confirmed to have received the letter.

Amritraj and Bopanna, while insisting that their stand had nothing to do 
with the earlier clashes between Paes and Bhupathi, said that the captain is 
putting his interests above the team's and taking credit by winning matches 
he has no business playing.


Paes played the live fifth rubber against Pakistan in 2006 and then against 
Kazakhstan last year in the relegation play-off matches to steer Indian to 
victory. Both times, the Indian captain played the No. 2 singles players of 
the teams -- Aqeel Khan and Dmitriy Makeyev .


Prakash and I don't want to play under Leander. If he is the captain I will 
not play the Davis Cup, Bopanna was quoted as saying in Indian newspaper 
DNA.


There is no need for him to come in and play reverse singles against 
Pakistan and Kazakhstan. He's insisting on playing the fifth match even 
against players we can beat.


This man has taken the joy away from playing the Davis Cup, Amritraj said 
of India's most successful Davis Cup player.


Paes had chosen debutant Somdev Dev Varman over India No.1 Amritraj in the 
first singles against Uzbekistan in the recently concluded tie in 
Uzbekistan. Amritraj, termed unprofessional by his captain then came back 
to play the reverse singles and rescued India with a 6-3, 3-6, 6-3, 6-2 win 
over Farrukh Dustov.


That event was seen as the last straw in the growing unrest against Paes. 
The players have objected to Paes' critical attitude towards them in the 
press and believe he does not fulfill the larger role of a captain -- not 
encouraging or communicating with the teammates enough outside the Davis Cup 
weeks.

Unfortunately, our local Government - read Panchayat -  labours in
blissful ignorance or could it be illgotten gains?.
Only a people's movement can return the harmony of this once peaceful,
sleepy village.
Please let's rouse ourselves. Dr. Victor has been fighting a poor,
lone battle against the builder (today, any one with a cement stain on
his clothes is a builder). Again the issues are sewage, garbage,
water, electricity, roads.
The panchayat members brush away roads as not their concern - the
standard reply you get is Tem PWD chea hatin assa  I've lived in Goa
for the past 46 years and never before has my road in Attafondem been
so busy as it is today. There was a time when our 'Banana Club' used
to play badminton on the road infront of Dr. Sylvester Nazare's house.
We happily tied the net across the road and played away. Traffic which
passed (seldom) seemed to be quite obliged when we raised the net (for
two/ three whelers) or quickly untied the net for four wheelers.
Today?
Sewage and swimming pools are a matter of concern as there is fear of
ground water contamination. Given the low water table in the low lying
areas of Calizor for instance, any building activity on a mass scale
in Alto Lourdes is surely going to affect all those residents below.
Swimming pool effluent is dangerous because of its chemical
contamination. It may be argued that people safely swim in the pools.
Okay - but to have effluent dumped everyday? Isn't this going to bring
the contaminants to a serious level?
Where is the water coming from, anyway? If they tap ground water
sources, there is likely to be a serious problem of depletion of water
table. Even if they use public water supply, is it enough? With
tankers already coming to Moira every summer, isn't this a matter of
alarm? Every builder swears that his complex will not use public
water, okay, but once the project is handed over?..?
As far as electricity is concerned, we all know the state of affairs.
With high end complexes projected even in orchard zones -O! the
building lobby knows how to get around this bagatele. Many have close
relatives/ cronies working in the TCP Department, and with each unit
costing upwards of 1 crore or thereabouts, a trifle like overcoming
restrictions only requires application of little vitamin M in the
right places and our building lobby is skilled in that!. Lalu in his
budget has improved the lot of porters. So there will be no dearth of
coolies to carry the suitcases!
Again there is an issue of changed demographics in Moira. With so many
people coming in - not all are going to be foreign nationals - we may
well be forced to ask questions like Whose Moira is it any way? - a
la Raj Thakare.
The more serious matter is that we all know the issues but who will
bell the cat?
