ISPF ends. If you exit ISPF, allow the exec to run, then reenter ISPF

I edit my REXX to add a statement 'ISPFCL' and
after logon I just press 'F3' to exit ISPF and then my
REXX is got executed and it automatically invoke ISPF
again.So my life woud be easier:)

RACF enforces program control via two mechanisms:
One mechanism is data set access. In order to execute a program,
the user must have at least execute access to the library that the program
resides in.
