The 2250 was definitely a big attached-processor graphics display station. Mr. Gilmore should remember it well. The 2260 was a pretty dumb terminal. I wrote a system pre-CICS that supported the 2260. I wrote the low level screen formatting. I don't recall its being supported as a console either.

I don't know what TSS option 14 and PRIVPGM are but the following may help. RACF enforces program control via two mechanisms: One mechanism is data set access. In order to execute a program, the user must have at least execute access to the library that the program resides in.
