I changed the pictures locations to D drive, moved all the picture files and everything went smoothly. Opened the first family file (.fdb) named Sage, reset the pictures location to D:\genprogpics\Sage and saved the change.. Accessed a person's file and the relevant pictures showed up fine.

From my experience the Legacy default location does not mater. In my database the default is still C:/Legacy/Pictures. But all of my pictures are located in C:/Genealogy Records/ and then subfolder and sometimes even a subfolder of that. And Legacy can always find the pictures. If you will go

I did. It works, as per your instructions. So, in actual fact, Default location of picture, sound, video and document files on Options - Locations could read Default MASTER location of picture, sound, video and document files, the word master being my addition. That's what caused my confusion.
