[NPSO]: Re: Locating Dropouts
Hello NPSO community, One of our colleagues, John Magee, asks a question and I am hoping some of you have suggestions for him. His question is below in blue; my response is in black. If you have strategies, please reply to the list so we can all learn from one another! Thanks so much! Jane Hello Jane, hope all is going well for you. Can you direct me toward any practices or strategies for locating dropouts in the I-14 longitudinal study process, and/or for promoting school reengagement? I have looked over some of the documents and round table discussions on the NPSO site, but cannot find any references to successful strategies. Many people say it is a problem that they need to address, but cannot yet point to specific successes. I know that some states/districts are actually using Face Book sites and Twitter networks to locate dropouts, and we recently participated a Schools Moving Up webinar on dropout reenrollment; but I am interested in specific strategies and practices that are currently producing results. If you can point me in the right direction I would really appreciate it. Have a great holiday! Thanks, John John D. Re: [NPSO]: Indicator 14 FAQ Update [Scanned]
Thank you for the questions, Mary. We will address these in the FAQ. Jane On 4/17/09 8:02 AM, Kampa, Mary ma...@cesa11.k12.wi.us wrote: Hi Jane, Like Oregon, Wisconsin will continue to use our current survey questions and interview this year. I have several questions I would appreciate any clarification you have or can get: 1. If a youth meets all the criteria of competitive employment (community setting, above minimum wage, more than 90 days) except they are working 16 hours per week, is that Other employment or does it not qualify as employment at all? 2. 3. For other postsecondary education or training, would programs such as mission , Peace Corps, Vista, or America Corps other postsecondary education or training? If so, how would for at least one complete term be defined for them? 4. 5. Under the definition of enrolled in higher education, OSEP states the youth must be enrolled in a community college or college/university or other institution that meets the IHE definition, in (a) an educational program or (b) a training program. Do you know what types of training programs are recognized under IHE? 6. 7. Under some other employment, family business is listed, and as examples, store, and catering are listed. If the youth is working in these settings and meet all the other criteria of competitively employed, could they be counted under competitive employment instead of some other employment, I know two youth with disabilities who have worked more than 90 days, app. 40 hours per week, earning more than minimum wage, in a locally-owned business since leaving high school. One youth's family owns the business. Are they both counted under competitive employment, or is one counted under competitive employment and one counted under some other employment because her family owns the business? Is this question actually trying to get at the non-community-based work (previously work at or from home) rather than who owns the business? If not, it will have implications for how we specifically word this question. Hello PSO colleagues, We are cancelling our monthly call for tomorrow April 8 and will let you know when we reschedule. As you know, Indicator 14 is now a new Indicator and there are significant changes. We are working with OSEP to answer the many questions we have received from you all and will get the FAQ to you as soon as possible. Once we have answers, we will also be revising tools such as our Data Collection Protocols. States will submit the new Indicator 14 data Feb. 1, 2011. We know there are questions regarding data collection this year (for students who left school in 2007-08). States can, of course, maintain existing momentum and certainly have the option of collecting the data. We understand some states plan to collect the data using their current systems; others are waiting for further clarification, others are changing their systems now to adapt to the new indicator requirements. As always we are available to discuss your post-school outcome data collection systems with you. We do hope to see you all at the Secondary Transition Institute in Charlotte, NC, May 12-14, 2009. [NPSO]: FW: [disabilitylist] NSIP March Webinar on Integrating Service Learning into an Individualized Education Program (IEP)
National Post School Outcome Data Community of Practice -- Hello Post-School Outcomes Colleagues, You may find this useful for IEP teams. Jane 03-01-09 Hi TAD Colleagues - see the announcement below about how service learning is incorporated into student IEPs. Service learning provides tremendous opportunities for students with disabilities, and this project, the National Service Inclusion Project, at ICI, was funded to address inclusive service learning. Judy -Original Message- From: bounce-785697-255...@lists.etr.org [mailto:bounce-785697-255...@lists.etr.org] On Behalf Of National Service Inclusion Project Sent: Friday, February 27, 2009 2:23 PM To: Disability Email Discussion List Subject: [disabilitylist] NSIP March Webinar on Integrating Service Learning into an Individualized Education Program (IEP) The National Service Inclusion Project (NSIP) is pleased to announce our March webinar on Integrating Service Learning into an Individualized Education Program (IEP). Date: Thursday, March 19, 2009 from 3 PM - 4 PM, EST (2 PM -3 PM, Central; 1 PM -2PM, Mountain; 12 PM -1 PM, Pacific) This session is designed to familiarize participants with the benefits of incorporating service learning into a students Individualized Education Program (IEP). An IEP is a document that outlines special education services for students with disabilities. The IEP includes any modifications that are required in the regular classroom and any additional special programs or services.* Our guest speakers will share a brief overview of the IEP process and the benefits to incorporating service learning into an IEP. Promising practices will be shared on collaborating with special education departments and how service learning projects involving high school students with and without disabilities have been successful. Service learning is a great opportunity for America's young people, with and without disabilities, from kindergarten to post-secondary. Young people get involved with their communities in tangible ways by integrating service projects with classroom learning. Service-learning engages students in the educational process, using what they learn in the classroom to address real-life issues. Students not only learn about democracy and citizenship, they become actively contributing citizens and community members through the service they perform. (http://www.learnandserve.gov/about/service_learning/index.asp) For more information on IEPs, please visit http://www.ed.gov/parents/needs/speced/iepguide/index.html * http://www.nagc.org/index.aspx?id=565 Presenters: Laura Lacey currently teaches History and Service Learning at Brooke Point High School in Stafford, VA. Last year Ms. Lacey, as an NSIP Fellow, she focused on incorporating high school students with disabilities into her service-learning classroom. Seven high school students with disabilities were integrated into programs throughout the 2007-2008 school year. The program was so successful that for the 2008-2009 school year a student with disability was enrolled into the Learn and Serve program full-time. In addition, service-learning was integrated into a special education classroom for students with Autism. Maria Paiewonsky, Ed.D, is an Education Specialist at the Institute for Community Inclusion, UMass Boston. Her primary work includes teacher preparation and professional development training and technical assistance to educators and professional staff who support youth with intellectual disabilities in high school and in postsecondary activities. As part of Dr. Paiewonsky's transition course sequence, educators who want a transition specialty are required to investigate how service learning can be included in a student's IEP or transition plan to further explore their career interests. Please email n...@umb.edu to RSVP by Tuesday, March 17th with the following info: - Name - Organization - Email - Phone - If you require CART* to participate, please also indicate so in your email - Please add any questions/comments you would like the presenters to specifically address. A confirmation email will be sent to those who RSVP, by Wednesday, March 18th with webinar connection instructions. *CART service provides instantaneous translation of the speech text using real-time software. The state is asking if others provide incentives directly to students. As others respond, it would be helpful to know about incentives at any level: directly to students, families, teachers, or districts. Thanks all! This is a great way to learn what others are doing! The purpose of this analysis is to help inform policymakers and other stakeholders about the federal policy framework and state policies currently used by selected states for addressing order of selection policy when a state VR agency anticipates that it will not have sufficient fiscal and/or personnel resources to fully serve all individuals eligible for vocational rehabilitation services The report includes descriptions of state policy frameworks concerning the establishment, implementation, and administration of the order of selection. For more information, please see the report online at http://www.communityinclusion.org/article.php?article_id=252type=projectid =50 EMPLOYMENT RATES IN THE GENERAL POPULATION AND VR REHABILITATION RATES The Vocational Rehabilitation (VR) program plays a critical role in assisting people with disabilities gaining integrated employment. In 2006, for instance, 48,876 people with intellectual or developmental disabilities (ID/DD) exited the VR program after receiving services, with 56% of those who received services finding jobs in integrated employment. The findings presented in this report show that a state's employment rate for the general population is a significant but not a strong predictor of how well a state VR agency does in assisting people with ID/DD finding integrated employment. This conclusion is important because it shows that an adverse labor market, within the limits described above, is not necessarily a barrier limiting the employment opportunities of people with ID/DD. http://www.communityinclusion.org/article.php?article_id=247 RSA'S QUICK TABLES The Rehabilitation Services Administration is pleased to announce the availability of Quick Tables on RSA's Management Information System (MIS). FYI Many of you have talked about ways to link your educational (and other agency) data bases so I want to alert you to a grant program. Check out http://edocket.access.gpo.gov/2008/pdf/E8-14534.pdf This June 26, 2008 Federal Register includes an Institute of Education Sciences RFP for states to develop statewide longitudinal data systems. The purpose is to develop statewide longitudinal data systems and promote the generation and accurate and timely use of data that are needed to: (1) comply with the ESEA and other reporting requirements, and (2) facilitate analyses and research to improve student academic achievement and close achievement gaps. Applications are due September 25, 2008; the grant period is 2-5 years; estimated size of awards ranges from $3-9 million. Estimated number of awards: The President has requested $100 million for this program for FY 09 and intends to make available $94 million for new statewide longitudinal data systems grant awards. The IES is inviting applications so it will be prepared to make awards once the final appropriations bill is enacted (this may not happen until we have a new president.) The number of grants to be awarded is dependent upon quality of applications submitted. I hope your summers are off to a good start! We are to collect post school outcome data on students who exited school in the spring of '06 beginning in April '07 and continuing through September, '07. How are states addressing the fact that outcomes for students interviewed at the beginning of that 6 month period may look very different from outcomes of students interviewed near the end of the 6 month window? For example, a potential respondent might well be enrolled in college in September, but not in April, or may have been enrolled in April but have dropped out by mid-Summer. [NPSO]: Update on IDEA regulations and SPP/APR
Title: Update on IDEA regulations and SPP/APR Greetings all, As you know the IDEA regulations were unofficially released late last week and are scheduled for official released release in the Federal Register on Monday, Aug. 14, 2006. Concurrent to the regulations release the SPP/APR materials have also been revised and are available on the Federal Resource Center website: http://www.rrfcnetwork.org/content/view/248/358/ Ruth Ryder hosted a teleconference Aug. 10 with all states to review these materials. I encourage you to review the Part B Instructions, Part B Measurement Table, related requirements, and SPP and APR templates. I draw your attention particularly to Indicator 14 on the part b meas table. Shaded information indicates change. The changes include extending the time for post-school data collection (now April to September) and instructions for states to define postsecondary school and competitive employment. NPSO worked with OSEP to suggest these changes based on feedback from states. Well continue to answer questions and support your efforts on this.
