and Local levels. 
* Customize the Local PSO Data Point Template using State and local
Indicator 14 data the State will bring.
* Practice how to actively engage stakeholders in examining post-school
outcomes data at State and local levels to guide improvement planning.
* Learn how other States are using the Post-School Outcomes Data Use
Toolkit. 
* Gain knowledge about NPSO, NSTTAC, and NDPC-SD resources to select
evidence-based secondary transition practices for targeted populations.

you have suggestions for him. His question is below in blue; my response is
in black. If you have strategies, please reply to the list so we can all

Hello Jane, hope all is going well for you.
 Can you direct me toward any practices or strategies for locating dropouts in
 the I-14 longitudinal study process, and/or for promoting school reengagement?
 I have looked over some of the documents and round table discussions on the
 NPSO site, but cannot find any references to successful strategies.  Many
 people say it is a problem that they need to address, but cannot yet point to
 specific successes.
 I know that some states/districts are actually using Face Book sites and
 Twitter networks to locate dropouts, and we recently participated a Schools
 Moving Up webinar on dropout reenrollment; but I am interested in specific
 strategies and practices that are currently producing results. If you can
 point me in the right direction I would really appreciate it.

A new report from the the Government Accountability Office (GAO), titled
Higher Education and Disability: Education Needs  a Coordinated Approach to
Improve Its Assistance to Schools in Supporting Students  is available. The
GAO was asked to examine: what is known about the population of
postsecondary students with disabilities; how postsecondary schools are
supporting students with disabilities; what challenges, if any, schools face
in supporting students with disabilities; and how the U.S. Department of
Education is assisting schools in supporting these students.  Highlights

 HELPING STUDENTS NAVIGATE THE PATH TO COLLEGE: WHAT HIGH SCHOOLS CAN DO
This new practice guide from The What Works Clearinghouse (WWC) recommends
five specific steps that educators, administrators and policy makers can
take, beginning in 9th grade, as well as the research evidence that supports
these recommendations. It targets high schools and school districts, and
focuses on effective practices that prepare students academically for
college, assist them in completing the steps to college entry, and improve
their likelihood of enrolling in college.  A project of the U.S. Department
of Education, the WWC is a source of scientific evidence for what works in

Quick update on the New Indicator 14 FAQ: we have revised it based on the
presentation in Charlotte, NC and the May 21 webinar and are awaiting OSEP
vetting. You will, of course, be the first to know when it is finalized.

And a request: If any of you have taken a stab at revising your interview
protocols to meet the new requirements, we would love to see what you are
thinking. 

As soon as the FAQ is finalized, we will be revising the NPSO Stage 1:
Post-School Data Collection Protocol and getting OSEP approval on that.



Our next monthly community of practice event will be a
teleconference on June 18, 2009.

 competitive employment and one counted under some other employment because
 her family owns the business?  Is this question actually trying to get at the
 non-community-based work (previously work at or from home) rather than who
 owns the business?  If not, it will have implications for how we specifically
 word this question.

[NPSO]: Cancelling NPSO CofP call April 8, 2009, info on new Ind 14

Hello PSO colleagues,

We are cancelling our monthly call for tomorrow April 8 and will let you
know when we reschedule.

As you know, Indicator 14 is now a new Indicator and there are significant
changes. We are working with OSEP to answer the many questions we have
received from you all and will get the FAQ to you as soon as possible. Once
we have answers, we will also be revising tools such as our Data Collection
Protocols. 

States will submit the new Indicator 14 data Feb. 1, 2011. We know there are
questions regarding data collection this year (for students who left school
in 2007-08). States can, of course, maintain existing momentum and certainly
have the option of collecting the data. We understand some states plan to
collect the data using their current systems; others are waiting for further
clarification, others are changing their systems now to adapt to the new
indicator requirements.
As always we are available to discuss your post-school outcome data
collection systems with you.

We do hope to see you all at the Secondary Transition Institute in
Charlotte, NC, May 12-14, 2009. We have a full agenda of great keynote
presentations (Dean Fixen, Ruth Ryder, and a panel of excited young adults),
team time, lots of excellent content session, and plenty of time to learn

school to college, a module for parents, and a module for college/university

[NPSO]: Changes to Indicator 14

Hello post-school outcomes colleagues,

Hopefully, you were able to listen to the March 12 teleconference about the
revised Part B Indicator Measurement Table. Ruth Ryder walked through the
changes to the Indicator Measurement Table and the phase-in for implementing
the changes; she specifically reviewed an annotated version of the Indicator
Measurement Table highlighting Revisions and Implications. Materials are on
the SPP/APR Calendar:

There are significant changes to Indicator 14 and we are working with OSEP
to identify and answer questions as well as understand timelines. We will
develop an FAQ as quickly as possible.  We will also update our tools to
reflect the changes as soon as possible.

Please contact us with your questions and concerns. We are here to support
your efforts to develop rigorous, and practical post-school outcome data
collection systems.

The National Service Inclusion Project (NSIP) is pleased to announce our
March webinar on Integrating Service Learning into an Individualized
Education Program (IEP).

Date: Thursday, March 19, 2009 from 3 PM - 4 PM, EST

This session is designed to familiarize participants with the benefits
of incorporating service learning into a students Individualized
Education Program (IEP). An IEP is a document that outlines special
education services for students with disabilities. The IEP includes any
modifications that are required in the regular classroom and any
additional special programs or services.* Our guest speakers will share
a brief overview of the IEP process and the benefits to incorporating
service learning into an IEP. Promising practices will be shared on
collaborating with special education departments and how service
learning projects involving high school students with and without
disabilities have been successful.

Service learning is a great opportunity for America's young people, with
and without disabilities, from kindergarten to post-secondary. Young
people get involved with their communities in tangible ways by
integrating service projects with classroom learning. Service-learning
engages students in the educational process, using what they learn in
the classroom to address real-life issues. Students not only learn about
democracy and citizenship, they become actively contributing citizens
and community members through the service they perform.

Presenters:
Laura Lacey currently teaches History and Service Learning at Brooke
Point High School in Stafford, VA.  Last year Ms. Lacey, as an NSIP
Fellow, she focused on incorporating high school students with
disabilities into her service-learning classroom.  Seven high school
students with disabilities were integrated into programs throughout the
2007-2008 school year. The program was so successful that for the
2008-2009 school year a student with disability was enrolled into the
Learn and Serve program full-time. In addition, service-learning was
integrated into a special education classroom for students with Autism.

Maria Paiewonsky, Ed.D, is an Education Specialist at the Institute for
Community Inclusion, UMass Boston. Her primary work includes teacher
preparation and professional development training and technical
assistance to educators and professional staff who support youth with
intellectual disabilities in high school and in postsecondary
activities. As part of Dr. Paiewonsky's transition course sequence,
educators who want a transition specialty are required to investigate
how service learning can be included in a student's IEP or transition
plan to further explore their career interests.

We are wanting to start offering incentives to participants who take part in
our Indicator 14 survey. Can you tell me what some other states are
offering? We were thinking $5 Sonic cards or Visa gift cards. Any ideas you
have seen to be successful? Any help would be appreciated!

NEW REPORT ANALYZES FEDERAL AND STATE ORDER OF SELECTION POLICIES UNDER
REHABILITATION ACT 
A report prepared by Robert Silverstein for the Institute for Community
Inclusion analyzes federal and state policy frameworks regarding the order
of selection under Title I of the Rehabilitation Act. The purpose of this
analysis is to help inform policymakers and other stakeholders about the
federal policy framework and state policies currently used by selected
states for addressing order of selection policy when a state VR agency
anticipates that it will not have sufficient fiscal and/or personnel
resources to fully serve all individuals eligible for vocational
rehabilitation services The report includes descriptions of state policy
frameworks concerning the establishment, implementation, and administration

EMPLOYMENT RATES IN THE GENERAL POPULATION AND VR REHABILITATION RATES
The Vocational Rehabilitation (VR) program plays a critical role in
assisting people with disabilities gaining integrated employment. In 2006,
for instance, 48,876 people with intellectual or developmental disabilities
(ID/DD) exited the VR program after receiving services, with 56% of those
who received services finding jobs in integrated employment. The findings
presented in this report show that a state's employment rate for the general
population is a significant but not a strong predictor of how well a state
VR agency does in assisting people with ID/DD finding integrated employment.
This conclusion is important because it shows that an adverse labor market,
within the limits described above, is not necessarily a barrier limiting the
employment opportunities of people with ID/DD.

RSA'S QUICK TABLES
The Rehabilitation Services Administration is pleased to announce the
availability of Quick Tables on RSA's Management Information System (MIS).
The Quick Tables provide information generated from grantee-submitted RSA
forms and are available to all users. Passwords or user IDs are not
necessary in order to access the information. The Quick Tables present data
on national totals and averages, totals and averages by type of agency, and

2007 ANNUAL REVIEW REPORTS FOR STATE VOCATIONAL REHABILITATION AGENCIES
The FY 2007 Annual Review Reports (ARRs) for all state vocational
rehabilitation agencies have been published on RSA's MIS. To review the
report go to http://rsamis.ed.gov and select Annual Review Reports FY 2007
from the menu. 
 
2008 SECTION 107 RSA MONITORING REPORTS
In September 2008, RSA published the FY 2008 Section 107 monitoring review
reports on the vocational rehabilitation and independent living programs for
twelve of the fourteen states monitored during FY 2008 (note that the
reports for Oregon and Illinois will be published soon). The reports can be

PREPARING ALL YOUTH FOR ACADEMIC AND CAREER READINESS: IMPLICATIONS FOR HIGH
SCHOOL POLICY AND PRACTICE
This paper identifies the challenges in practice and policy for successful
post-school outcomes and it offers recommendations on how states, local
school districts, and individual high schools can prepare all youth,
including youth with disabilities, with academic and career readiness
skills. Based on two symposia and a year-long research effort, this paper
identifies five broad policy and practice areas: (1) Instruction, Curriculum
and Structure; (2) Assessment Practices; (3) Graduation Requirements; (4)
Community and Family Connections; and (5) Data Quality Challenges. The paper
suggests that by addressing these areas, a range of high school policy
makers at the national, state, and local levels can improve their approaches
for meeting the multiple and complex challenges of all their students. The

This is an outstanding NPR news article about Roger, an 18 year old student
with autism, ADHD, and chronic depression, who is entering the University of
Wisconsin as a freshman this month.
 
His mother and his family provided and are providing all sorts of supports
for him, and now he will be basically on his own - a great example of how
secondary transition can work for students with disabilities.

[NPSO]: FYI: Longitudinal Data Grants available

FYI Many of you have talked about ways to link your educational (and other
agency) data bases so I want to alert you to a grant program. Check out
http://edocket.access.gpo.gov/2008/pdf/E8-14534.pdf

This June 26, 2008 Federal Register includes an Institute of Education
Sciences RFP for states to develop statewide longitudinal data systems. The
purpose is to develop statewide longitudinal data systems and promote the
generation and accurate and timely use of data that are needed to: (1)
comply with the ESEA and other reporting requirements, and (2) facilitate
analyses and research to improve student academic achievement and close
achievement gaps.

Applications are due September 25, 2008; the grant period is 2-5 years;
estimated size of awards ranges from $3-9 million.

Estimated number of awards: The President has requested $100 million for
this program for FY 09 and intends to make available $94 million for new
statewide longitudinal data systems grant awards. The IES is inviting
applications so it will be prepared to make awards once the final
appropriations bill is enacted (this may not happen until we have a new
president.)  The number of grants to be awarded is dependent upon quality of
applications submitted.

We are to collect post school outcome data on students who exited school
in the spring of '06 beginning in April '07 and continuing through
September, '07.



How are states addressing the fact that outcomes for students
interviewed at the beginning of that 6 month period may look very
different from outcomes of students interviewed near the end of the 6
month window? For example, a potential respondent might well be enrolled
in college in September, but not in April, or may have been enrolled in
April but have dropped out by mid-Summer.



Are any states voluntarily tightening the interview window?

Greetings all, 

As you know the IDEA regulations were unofficially released late last week and are scheduled for official released release in the Federal Register on Monday, Aug. 14, 2006. 

Concurrent to the regulations release the SPP/APR materials have also been revised and are available on the Federal Resource Center website:

Ruth Ryder hosted a teleconference Aug. 10 with all states to review these materials. I encourage you to review the Part B Instructions, Part B Measurement Table, related requirements, and SPP and APR templates. 

I draw your attention particularly to Indicator 14 on the part b meas table. Shaded information indicates change. The changes include extending the time for post-school data collection (now April to September) and instructions for states to define postsecondary school and competitive employment. 

NPSO worked with OSEP to suggest these changes based on feedback from states.
