I have, years ago. I wasn't impressed. There's a desktop version of Signal Private Messenger that does all those things very well. Lots of people use Signal, so that also helps. You can set Signal up on Android using a voip phone #, or a regular cell #. Then use the desktop version, as well.

There's a gui tool that I have successfully used in Mint to make that panel clock cooperate. I'm pretty sure it was created by the Mint xfce team. There's probably a way to install it on other Debian-bases distros, if that's what you happen to be using.
