I found more info from the vchkpw list.
The IP addresses are stored in the database rather than
/home/vpopmail/etc/open-smtp when using mysql. And...my database contains the
IPs!

I fixed the DNS and removed pyzor. I have had consistent 1s response
since then. I think that DNS is now OK and that the problem was with
pyzor. I appreciate the help.
I think that my qmailctl restart did not really work as well as a
stop/start with a wait inbetween.

If the secondary MX is a MX this SPF entry should work!
v=spf1 mx -all
(the -all entry means every mail from this domain is sended from that
servers, in this case MX)
Or your secondary MX does NAT or something like this?
There is all
#host -t MX ntt.pl
ntt.pl mail is handled by 10 mail.ntt.pl.
ntt.pl mail is handled by 30 mx.ikp.pl.
#host mx.ikp.pl
mx.ikp.pl has address 157.25.5.19
mx.ikp.pl has address 157.25.5.21
#host 157.25.5.19
19.5.25.157.in-addr.arpa domain name pointer mr2.ipartners.pl.
# host
Add an entry to tcprules for the ip addresses for mx.ikp.pl with
SPFBEHAVIOR=0 at the end.

I don't know the differences in the various djbdns toaster versions. I see
that djbdns-1.05-1.0.3 is now current on the main site, and the change logs
haven't been updated since 1.0.1.
Perhaps EE can clarify the situation.

The question is, what is wrong with the toaster at n.n.n.n that is
causing this error to occur?

I see that my POP3-SSL run doesn't call /home/vpopmail/bin/vchkpw, which would
