I presently use a RVS-8 for about a year now for a 440 system. For the links, we have utilized either Maxtracs or M1225 link radios. I have set the voter for active low, programmed the link receive radios for PL/DPL detect for COR. Found the audio response better than the old Mastr II receivers

GE voter is an excellent circuit and quite the
preformer, comming from a guy with five shelves
of Motorola Spectrac Tac Voters in the garage.
I see the GE voters shelves offered up on Ebay every
so often and wonder why more people
In a two channel system, it should work fine,
paying attention to critical lead lengths
where required.
When you expand to above 2 channels is
where things become fun.
In grouchy mix combiners, I'll often use
a BpBr cavities in some of the tx paths which
might be potential mixing trouble

I don't know how each manufacturer actually implements the reverse burst
decoding, but your options certainly sound reasonable. When you have a
PLL locked up to a tone, it's easy to detect a phase shift, while it may
be more difficult to count zero crossings and detect the phase shift. I
I switch my ts64's using a logic out on the rlc controller to the
orange ptt in lead , however, I still sometimes don't get good reverse
burst with the motorola receivers that are listening to the ts64
encoder. Makes for extra courtesy beeps or the occasional burst over
the links.
