Have you considered that his skin reaction is a sensitivity to the supplement and not a herx reaction at all? It can take time to develop sensitivity. Often a substance is not reacted to until the second or third exposure. May also depend on general state of the body, how sensitive they are at

I found that using Kleenex brand tissue, others may work differently I don't know, is better than using paper towels. The paper towels shed more and I had more yellow batches. With the Kleenex there is no shedding and no yellow batches. On the distilled water why not buy a counter top distiller
