(hopefully documented at the top), with RETURN to get out back to the
main code.

I think your ELSE is the problem - it is taken if the item is not found.
Try:
LOCATE(PART.NBR,RECORD,14;'AL',POS) ELSE
INS PART.NBR BEFORE RECORD14,POS
END

tried again, it compiled OK.
We are on UV10.1.10 PICK format, on WIndows 2000.

Are you doing it as a subroutine call or an execute?
If a subroutine call hits an input (eg record locked), it never comes back.
We wrap subroutine calls around an execute for this reason.
Execute should come back, with appropriate status (waiting for input, buffer
full, or at end
Have you thought of using REFORMAT instead of SORT, so the data is easier to
handle? I agree, tabs would be better than commas as delimiters.
