Most people don't need ntpd running and very few have requested ntpd be default in >8 years. Currently, ntpd is run once a bootup to sync the time. This is how the time gets set on most Raspberry Pi's AFAIK. I think there was another situation, after a power failure, pCP might boot up faster

I reported this same issue several months ago and I could not figure out the resolution of the permission to delete the image file. My solution was also to remove the drive from the pi, connect to windows machine, and delete it. Unless space is an issue you can keep a chronological history

I'm guessing here, but there are lots of problems with HDMI screens that report incorrect EDID information. I thought that was mostly related to the pi4, but not sure. I think you mentioned that you were overriding the screen size. Make sure the resolutions you have set in the config.txt
