I've twice downloaded and installed the SDK. I find no files to run an IDE
after it's installed.
There are only 5 files installed in the OpenOffice.org SDK directory and
they are setup and config files. There is no IDE program. Can anyone shed
light on this?

You can add the category to the data labels in OpenOffice.org. Double
click the labels and check 'Show category' on the tab page called 'Data
Labels'.

When you uninstall the old version, MAKE SURE
you delete the folders and files in the Programs
