In an Applevis podcast where they interviewed a couple of the accessibility
team at Apple, they did state that Voice Control will probably work with
headphones when VoiceOver is on, but that was all. They are initially hoping to
get it working for the community it was intended for, then improve

That is the way to reject an incoming call, but if you are the person making
the call, pressing the power button just locks the screen and you are still on
