The Applevis podcast stated that the four finger swipe is not a voiceover only

That method of copying text has been around for a while. I don't remember off
hand when it came in, but it is not new in 9.3.
The text selection on the rotor is new in the iOS 9 cycle, which when available
is also quite handy.

I know lots of people who would love this feature on their iPhone who does not
use voice over. I’d be surprised to know that voice Over
