If it was already turned ON in location services... Turn it OFF on the iPad,
Wait about 30 seconds. Then turned it back ON.
You have to have something not set up right.

iTunes Preferences - Devices and untick 'Prevent iPods, iPhones, and
iPads from syncing automatically.
iTunes will remember your sync settings for future syncs.
