The IP address may have been range blocked due to vandalism or similar reasons. You can ask for the IP address and we can check if it is blocked . When people ask me to create Wikipedia profile page for non-notable websites or organizations, I generally just pass these links to them

The chapter can officially decide it only after a discussion within Board , SIG leadership and the members. But on a personal level, I agree with Anirudh's view on this. Since it brings strong accountability for the chapter on the use of the ID by the recipients , this has to be done with caution
