What do you mean by "electricity"? Voltage flows at the speed of light (in an uninsulated wire, somewhat slower in an insulated wire), and current typically flows at a quite leisurely pace. It is just like water, water pressure flows at the speed of sound (in water, about 1500 meter per second), but the water itself can flow at very slow rates, like the water in a pipe feeding a dripping faucet might flow at a rate of only an inch or so a day..
