I was under impression that until now we only were talking about one user
and multiple  phones. You add line for user A to phone X and Y and if the
line is shared both sets can monitor and hand over the calls directed to A
or initiated by A. The two phones can be on 2 persons desk but they
effectively are configured with the same 'user'.

We can add "shared" parameter to User->Phones screen. That lets the admin
to see all the lines for a specific user (on all phones) and select the
ones that should be shared.
I would suggest starting with a per user attribute though: I do not think
that current data model easily support having per-line parameters and it
would be nice to get the feature configurable and start testing it as soon
as the appearance agent is ready.

Do any phones support sharing line with an arbitrary user? Does it make
sense in SIP world? What's the advantage over configuring another line for
the same user?
