a standby siptrunk and a call forwarding order with the carrier would be a good workaround. We typically do this for customers that need disaster recovery.
If it is dropping packets, you did the right thing in getting it replaced. Did you by chance have 5.20 installed before and have a backup of your config directly from the gateway?
