The accepted standard for sound cards is the M-Audio Delta 44 which is a good 
compromise between price and quality. It 
can be found used on eBay for about 100 USD or less. New is abt 160 USD.

Another better card, albeit more expensive, is the EMU-1212M (pay attention to 
the final M. It exists also a version 
without the M, with reduced dynamic range). It is a bit complicated to 
configure (the control panel of its driver seems 
the cockpit of a Jumbo airplane...) but the dynamic range is excellent.

The Audiophile 192 was tested by Marco IK1ODO in his professional lab, and he 
found that its noise starts to be 
objectionable above about 40kHz, so its 192kHz sampling rate is not much 
usable, at least for SDR applications.
