It's hard to say what their intent is or how they have interpreted the codes. If it were a Group B occupancy then unsprinkled, the exit access limitation is 200 ft of travel, with sprinklers they could go 300 ft BUT per the table, that is for a completely sprinkled building. Also with sprinklers they don't have to have the corridor walls rated where without sprinks the walls would have to be 1hr. But to provide sprinklers only in the corridors doesn't meet the Code requirements, or the definition of sprinklered throughout which has been mentioned several times as referenced from NFPA 13 by Ron's buddy Inspector Gadget.

If he calls it Group "B" (business) occupancy then the code will allow it to go unsprinkled if it meets certain other criteria like egress distances, fire alarm system, height above exit to grade, etc....
