My point (if I have one) is this: Wouldn't it be easier to
standardize the requirement,
and then let the Agency or Military Installation enhance on the basis
of the installation?
I believe that your requirements and any other agency's requirements
are achievable
from a common code.
If you want fat pipe for a reason, fine. You can guarantee that via a
hard spec for a C factor, density,
pipe schedule, safety margin or a couple of other ways that I
probably missed.
You're right that there are considerable differences between UFC and
GSA requirements, but don't they
ultimately do the same thing? I'm just saying that it would be
aesier with a standard base spec as modified...
None of anything I'm saying has anything to do with cutting corners.
Anyone buying an installation should get
what he wants as long as it's not based on a substandard spec.
I've been around long enough to remember when pipe didn't grow MIB
critters and antifreeze did just fine
with a 3/32" hole. So if you say big pipe = 100 yr / life cycle, who
am I to question?

There is difference in quality for longetivity. Anyone who thinks that
everything should be equal and minimal across the government only has to
remember the volkswagen (peoples car) that was destined to be the same for
everyone in another country.
Competition is good but it does not have to be at the low end of a business
and specs do not have to be same from owner to owner or agency to agency.
