What about a for Commentary (IFC) or an Annex (NFPA) for specifications? The 
spec could say C=100 and the commentary could offer an explanation so everyone 
would know that it wasn't a clerical error or a misstatement. It would save a 
lot of RFI's. We are expected to know that if the spec says C-140 for steel 
pipe that we should use C-120 but if it says C=100 and use 120  it's on us.

Just a thought.
