Well, I have only been a Gov employee for 13 years.  However, the basis for
our buildings is 100 years.  Will they last that long?  Can't tell right
now, but we do have several that are over 100 years old and some that are
approaching 100 years.  We renovate them over the period of their lives and
upgrade them as well.  Maintenance, for the most part is adequate done. We
contract out all of our maintenance to the private sector, thus providing
jobs to contractors.  We try to get good maintenance for our sprinkler
systems, but it does not always happen.  So your term "very poor record of
maintenance or inspection after construction" is incorrect.  We have very
good inspections and variable maintenance.

If you take care of a building, it can last as long as the elements will
allow.

You are correct, we have no control over the quality of water supplies but
we can treat MIC in our buildings just as anyone can.  As far as efficiency
is concerned, we always are changing the infrastructure to be more
efficient and energy stingy.  This includes light bulbs.  Incandescents are
being totally replaced across GSA.  Halon is not illegal for anyone to use.
It is only illegal to manufacture since the Montreal Protocol of 1994.
There is no stainless steel ductwork except for kitchen ductwork where
required by code.  We change all filters on a regular basis per the
manufacturer requirements.

What I find laughable is that a Gov. employee, actually believes the 100
Yr.
BS!
Let's just say we use the best NFPA U/L FM materials only the very best for
this building! If it was an NFPA life expectancy we would be say "Maybe 50
yrs!" but because it's the GOV. the same materials and techniques are
supposed to result in 100 yr life? Must be some kind of Gov. Voodoo!

The GSA admits it has a very poor record of maintenance or inspection after
construction.
The GSA does not typically have control over water quality or distribution,
but expects its systems to be free of MIC. (More Voodoo!)
The GSA says it builds for 100 Year life, but simply by replacing its
electric motors every 10-15 years, they would save money on the operating
cost due to greater efficiency, but do they? The only reason the GSA will
replace an incandescent light with a florescent on is because soon they
won't be able to get replacement bulbs. (Or maybe they create the special
storage reserve of incandescent bulbs kind of like Halon. (Illegal for
everyone but the Gov.) Or do they just keep patching and duct taping their
systems together?
Does GSA spec all S.S. ductwork for every project? Does GSA establish a
Duct
cleaning program for every building. Do they even change the filters to
help
prevent things like legionnaires? Apparently only Anthrax or some other
letter carrying powder will allow the build air system to be cleaned.

It would be nice to have building that are 100 Year designed, if that was
an
efficient use of tax payers' dollars, but to do it, and not follow known
efficiencies and savings in the name of Voodoo longevity is just more of
what wrong with "The System"
