If the latter (and this would apply to roof also) I've successfully argued against in that there's no way to collect heat and so no purpose and unsuccessfully argued being countered with burning siding and the head being eventually opened by direct impingement. What distinguishes a terrace from a deck? Is this real estate speak? You're protecting the siding and the deck structure above by minimizing the intensity of fire below. I believe the purpose is to minimize the threat from barbecues and deck furniture and a fire becoming intense enough to breach the exterior and enter the structure, particularly the floor cavity.
