My uneducated understanding is that it is the amount of water that is required to be provided to a site for fire fighting operations. This value can be reduced if the building is provided with sprinklers as the amount of water required for interior fire fighting operations will be reduced. The way of getting it there is either by private or municipal water supplies. The only time time a fire pump would need to account for this requirement is if the fire pump is feeding hydrants on the site.
