That can't have been the case in the past...if it was, then enforcement of
it now is only going to further weaken the non-large-enterprise community
of users.
This is now the case with purchases from Oracle.
If the cost for that is anything like we were quoted for hardware
support a couple of years ago (I forget the details, but it was in
excess of 25% the cost of the DTU per annum) then I just lost the
case against putting a PC on every desk instead.
