There is a control panel that helps with this exact problem. It's called
"Timeout". I've been using it for a while. It allows you to set up a default
waiting period for your Mac to wait until it the hard disk spins up before
it starts the blinking question mark and/or switches to another disk to boot
from. I used to have this problem when I tried to cold boot in the morning
with a System or install disk still left in the CD drive. It's old but I've
had no problems with it under OS 9.2.2 on a C600.
