For running Photoshop comfortably;

128 mb DIMMs are still unbelieveably cheap, so load up on those first.
That would be first on my list.

For large capacity storage at very reasonable cost and performance, get
yourself an inexpensive ATA/66 or 100 card and a drive or two.
60 - 80 gb drives are very affordable.
Large capacity scratch disc (usually a partition) is a nice thing to
have for Photoshop.

Processor and video upgrades I'll leave to others and the archives.
