Two other things to try before you give up:

If you still have it, replace the processor with the original 604 processor board, do a CUDA and PRAM 3 times.

Also, the first time I boot up with a new CPU, it doesn't seem to get past the black screen. Now, I have 1GB of RAM in the thing, so maybe it's just running the RAM test the first time. (I have the startup RAM test turned off in the Memory CPanel) I'm impatient though, so punching the reset seems to get the thing booting up just fine.

I'd be really surprised if the mobo was toast, unless you moved the card around with the power on or something like that.
These old machines were pretty resilient.

On another note:
I'm constantly amazed that a computer from 1997-1998 can run the (until a few days ago) latest OS from Apple.

Just installed 10.3.9 on it yesterday. A few quirks getting it installed, but nothing major.
The old TwinTurbo had to go, as did the Atto UL2D. Installed a Rage 128 found for 25 bucks on eBay, and the ACARD ATA.
Next up, DVD burner and iLife.(Hmm, might have to get a G4 ZIF one of these days) Anyone wanting the TwinTurbo 128, (still runs 10.2.x, Jaguar just fine once it boots, looks a little funny while booting OSX though) let me know. I'll cut you a good deal.(Email me off-list please).

Hi Elliot, I assume you replaced the original G3 processor with a G4 and then later
put the ATA card in a new slot. When I did this I got a black screen and no
startup chimes. The fix was to put the ATA card back in the original slot,
replace the G4 board with the old G3 board, set the CUDA switch, take out the
G3 board and put the G4 board back. The screen came back to life, chimes
were heard and everything was fine.
