The fix was to put the ATA card back in the original slot, replace the G4 board with the old G3 board,set the CUDA switch, take out the G3 board and put the G4 board back. The screen came back to life, chimes were heard and everything was fine.
When you are getting the black screen, you can almost always fix it by resetting (or powering up) and hitting the "reset PRAM" combination (cmd-opt-P-R) before the start-up chime. If you are slow and hit the keys after the start-up chime it does a different reset which is less thorough.
