I'm posting this reply with Pan 0.14.2.91 -- and there is no place
whatsoever in the server setups to enter any SMTP information.

Which would be?  news.mozilla.org ?  Not your ISP's SMTP server.

Perhaps the setup dialog shows artifacts because it is also an email
application...
