Please note the first word "Mail ....." In all Netscape suites which includes SM to some degree, Mail and News settings are listed in one place, same for Thunderbird as well. Outgoing Server (SMTP) refers only to Mail, not News. When you post a message to a news server and you select to "Reply to All" you are also sending an email as well and that's why you see the outgoing smtp server responding.
