As it turns out, you're right. I saw that when I looked again closely.

SMTP is not used for news.
My newsreaders (which are not email clients) have no SMTP settings.
Must be possible, I spose, but it's not how SeaMonkey (or Mozilla before
it) is configured out of the box.
Perhaps the setup dialog shows artifacts because it is also an email
application...
