If you have the Int'l BB data plan then yes you can use your BB as you would normally here in the USA. If you turn off Intl roaming however I do believe you'll prevent your phone from working not just for voice but for data as well. Your phone needs to be able to register on the foreign network to work. If you disable intl roaming you won't be able to do that.
