Nobody has to add anything to OSM they don't want to, for example, there are only a few of us adding addresses (over 100,000 in OSM for Ireland), there are some who add buildings (over 260,000 in Ireland), there are some adding townlands and there are others only adding their immediate area. Its entirely up to each person what they add or don't add as the case may be.
As for privacy, I was referring to it in relation to OSM (I thought I was clear on that, if not, apologies for confusion) and that adding the address of a house to OSM is no different to adding the postcode is no different to adding how many stories are in that building. My point was it relates to the building only, not the people in it, anymore than the address does. Note, this is applicable no matter which postcode option you deem acceptable. If there are other issues with Eircode, e.g. granularity, they are not likely to get addressed on this mailing list unless there's an authority from Eircode on this list that wishes to address them.
