Ergo: You need a better model. > it's easily doable with the current model, if you tag the ways directly with the zone-tags, and not via "inside a polygon". if you also add the country to the tag, which i recommend, there is no need to evaluate any polygons, only the ways, to get the information needed. the tag then would be something like "zone:traffic = CZ:out_of_town".
