It's not. He describes TB! not properly shutting down while doing a
purge and compress on exit. On inspecting the processes in the
taskmanager, thebat.exe is still there and using up 100% CPU.

I've never experienced this recently. I compress only the Outbox and
do no purging. I used to purge and compress on exit without problems
but stopped doing so because of the long exit times and switched to a
manual thing. The addition of the maintenance centre helped with that
transition.
