No. It's not. I disagree.

A resource problem exists when what your members want is unobtainable with the 
resources you have, or when what is generally perceived as an expected item is 
negatively affected by the resources available.

If the issue were just one of biting off smaller pieces or scaling back, well 
why not do nothing? Seriously, doing nothing would be the perfect response. 
There would be no resource issues if nothing was done. No Website. No 
newsletter. No meetings. No training.

But scaling back is not the solution to this problem. The solution to this 
problem is increasing the involvement and activity of those people who have 
chosen to be members.

The "big picture" goals can stay the same, but you have to bite off
smaller pieces at a time if the collective appetite for work isn't so
great.
