But this whole discussion seems -- to me, anyway -- predicated on the
problem that this solution is *not* working. How long have people been
crying the blues about people not participating? How long have we been
trying this, that, and the other to get more participation, only to
see minimal or non-existent results? Eons, it feels like.

Time for a new solution.
