The scaled-back objectives needn't be "small" in the sense of unambitious and uninteresting. Quite the contrary -- they need to be as ambitious and interesting as possible but within the available capabilities. And the activity (and outcomes) have to be carried out in a way that's visible to, and creates buzz and a desire to belong in, the broader community from which the group seeks attention (and participation). Otherwise, yeah, we're just doing small stuff that isn't worthwhile.
