There's several TWC plugins that can help with this model of multi-document 
usage.

For simple "inclusion" of tiddlers from a master document, you could try:
   http://www.TiddlyTools.com/#LoadTiddlersPlugin
which can be configured to automatically load tiddlers from another TW 
document at startup.

For complex multi-document inclusions, SharedTiddlersPlugin is a more 
advanced plugin that offers many options:
   http://yakovl.bplaced.net/TW/STP/STP.html

Note that both of these plugins relies upon access to the local filesystem, 
which comes with various limitations depending upon OS platform and browser 
version.  You may need to installed TiddlyFox (for FireFox) or use 
TiddlyDesktop to successfully read content from external documents.
