They only appear on hover. Its a way of getting an elegant malleable menuing system that is not obtrusive.
I think the "trigger-zone" for the hover activation probably needs a bit of tweeking. I need try it a bit more. I can see how its good for smart phones. But for some desktop apps it could be good too.
