More or less I agree with ralead.

But still we are developing functionality that we and our customers will need. 
I am talking about functionality that is specific for our country - I can not 
imagine what support or expertize could provide to us regarding this.

It is a pity, to have Partnership bundled with Support. It is not worth it, 
because in most countries it is possible to buy 2-5 people hours for 1 people 
hour cost of Tiny's support. Because of the cost of development and support at 
Tiny it is hard to make use of it. Even more that they can't provide the 
service.

We actually do not need any support now, but still probably will buy 
Partnership just to use TM.

Ok, maybe there are no complete set of features for some industries. Personally 
I think, that OpenERP should not move towards the additional features, but the 
quality of the existing ones. I can not imagine that outside 
partner/developer/contributor can correct bugs in the core functionality of 
server, because the development course are hidden inside Tiny.

It makes me smile, that Tiny desperately tries to sell partnership (look at the 
site - the advertisements and statements), but can not employ one office 
administrator or a manager to write out invoices to Partnership seekers, but 
still restricts ordinary (who are not paid partners) developer's activities on 
the site to the forum and back stage Launchpad.

Is this healthy for the system?

There is one reason for this, that arises from above - that the service neither 
is sold, nor could be provided, because service starts from and ends with 
invoice itself.
