My response to the "my printer won't print" excuse is to say, "I won't count it as late if you get it to me before I leave today". That means they can print it off (they should have brought it on a disk), or go home and get it, then bring it to the division office. Not entirely foolproof, but it gets around the I-haven't-even-started problem. The problem with e-mail submissision is I've had some of my own e-mails take a couple of days to get to their intended destinations.
