Well, a lot has to do with what the content is. Just as with a jpeg image, mpeg compresses things that are all relatively the same color within a small area, and additionally will do compressions like this over a time period, so if you have a person in front of the camera with an unchanging background, all of that background can be compressed over the length of time that the camera has it in view. So, dramas where the camera isn't doing lots of shaking (like Homicide) will generally compress a lot better than one that does have a lot of shaking or of an action flick where there's lots of stuff moving around constantly. Next time you watch those shows, look to see whether there's lots of one color in some of the scenes, or a difference in the amount of "action" and that should tell you at least somewhat why...
